It was also a noble sentiment, showing the spirit of sharing, helping, fostering the special solidarity and friendship, promoting the development of Sekong as well as the southern provinces of Laos.

Promote cooperation
The results of the implementation of the content of the Cooperation Memorandum between Quang Nam and Sekong provinces since the 2022 Conference up to now show that the cooperation and exchange activities between the two provinces have continuously developed in various fields, achieving many important results. Thereby contributing to socio-economic development, ensuring national defense and security, opening up many new opportunities in the cooperative relationship between the two provinces.
We are always deeply aware that, on every step of Quang Nam's development, there is encouragement, sharing and active support from the Party Committee, government and people of the twinned Sekong province. With the long-standing tradition of special relations between the Party Committees, governments and people of the two provinces, I believe that the cooperative relationship between the two provinces will continue to be tightened, developed strongly, comprehensively and increasingly deepened, contributing to fostering the friendship, special solidarity and comprehensive cooperation between the two Parties, two States and people of Vietnam - Laos in general, and between the two provinces of Quang Nam - Sekong in particular.

In addition to maintaining visits and working sessions to promote and further strengthen the cooperative relationship between the two provinces, in recent times, Quang Nam and Sekong have coordinated to seriously implement the Protocol on the Vietnam-Laos border line and border markers, and the Agreement on the Regulations on Border Management and Land Border Gates of Vietnam-Laos.
In particular, the two sides successfully organized a meeting of the Border Steering Committee, closely coordinated and promptly resolved issues arising in the border area.
Focus on coordinating to promptly resolve and ensure compliance with procedures and regulations on issues arising in connection with the construction of high-voltage power poles in the border areas of the two provinces as prescribed to serve the purchase and sale of electricity between the two countries through the Nam Giang - Dac Ta Ooc International Border Gate area.
Chairman of the Quang Nam Provincial People's Committee Le Van Dung said that the friendly cooperation activities between Quang Nam and Sekong in recent times are a testament to the solidarity and close bond between the two localities. This is considered a premise for the common prosperity between Quang Nam - Sekong in particular and Vietnam - Laos in general according to the teachings of President Ho Chi Minh and President of the Lao People's Democratic Republic Kaysone Phomvihane.
From this spirit of solidarity, the two sides have seriously and effectively implemented cooperation in the fields of national defense - security, economy - trade, education - training, health care..., contributing to promoting socio-economic development and maintaining national defense - security in border areas.
However, the cooperation process between the two provinces still has many limitations. Specifically, economic, trade and investment cooperation has many positive changes, achieving some important results but still not commensurate with the potential, strengths and special relationship of the two provinces.
“Quang Nam enterprises investing in Sekong are still very few and not really effective. The traffic infrastructure connecting the two provinces through the Nam Giang - Dac Ta Ooc international border gate pair still has many limitations, National Highway 14D from Nam Giang border gate to Ho Chi Minh road, Ben Giang section, is seriously degraded, affecting trade and transportation of goods between the two sides, affecting investment and tourism attraction from enterprises to Sekong and the Southern Laos region” - Chairman of the Provincial People's Committee Le Van Dung said.
Help each other develop sustainably
According to Quang Nam Provincial Party Secretary Luong Nguyen Minh Triet, the two twin provinces of Quang Nam and Sekong have a lot of potential and opportunities to develop a special and increasingly deep relationship. Promoting the tradition of solidarity "A grain of salt is bitten in half, a piece of vegetable is broken in half", through the signed contents, the two provinces create conditions to help each other develop, build an increasingly growing and warm relationship.
To bring the Quang Nam - Se Kong relationship to a new height, Provincial Party Secretary Luong Nguyen Minh Triet suggested that the two sides focus on implementing breakthroughs, stronger and more effective cooperation in defense and security.
In particular, strengthening coordination to firmly protect the national border security and sovereignty of the two provinces, not allowing any force to take advantage of the border on one side to conduct disruptive activities that affect the security and order of the border on the other side.
At the same time, focus on investing in socio-economic development, improving the lives of people on both sides of the border; building the border between the two provinces to truly become a border of peace, friendship, cooperation and development, for the stability and sustainability of the two provinces, protecting the revolutionary achievements of the two countries.
In addition, focus on strong breakthrough investment in traffic connection between the two provinces through the Nam Giang - Dac Ta Ooc international border gate and Tay Giang - Ka Lum border gate.
“In the immediate future, we will focus on recommending to the Central Governments of the two countries to soon invest in upgrading and expanding National Highway 14D in Quang Nam and National Highway 16B in Sekong. This is an important and decisive content in promoting cooperation in economics, trade, investment, tourism, cross-border freight transport, strongly connecting economics, trade and investment between Sekong in particular, Southern Laos in general with Quang Nam - Da Nang and the Central Key Economic Zone” - Secretary of the Provincial Party Committee Luong Nguyen Minh Triet emphasized.
In the coming time, Quang Nam and Se Kong will continue to promote cooperation in human resource training, professional development, political theory training, postgraduate training, Party building, financial and economic management, etc.
Effectively and substantially implement human resource training between the two provinces, focusing on prioritizing training quality and avoiding chasing quantity. Based on Sekong's proposal, Quang Nam will consider continuing to support new projects and works according to the actual situation and capacity, with the ultimate goal of sustainable and stable development of the twinned Sekong province, for the common development of the two provinces.
In the period of 2024 - 2026, the two sides pledged to continue to promote cooperation and comprehensive support between the two provinces; closely coordinate in implementing the Protocol on the Vietnam - Laos border line and border markers, the Agreement on the Regulations on border management and land border gates between Vietnam and Laos; be responsible for reporting and recommending to the Governments of the two countries to soon invest in upgrading and expanding Highway 14D from Nam Giang International Border Gate to Ho Chi Minh Road, Ben Giang section and Highway 16B from Dac Ta Ooc International Border Gate to the center of Se Kong provincial capital.
In addition, promote cooperation in economics, trade, tourism, investment; focus on investment to complete infrastructure in the economic zone of the Nam Giang - Dac Ta Ooc international border gate; create favorable conditions for sectors and localities of the two provinces to implement cooperation programs agreed upon by the two provinces...
