The report of the Ho Chi Minh City People's Committee stated that Clause 1, Article 257 of the 2024 Land Law stipulates that the land price list issued by the provincial People's Committee in accordance with the provisions of the 2013 Land Law will continue to be applied until December 31, 2025. If necessary, the provincial People's Committee shall decide to adjust the land price list in accordance with the provisions of this law to suit the actual situation of land prices in the locality.
Before August 1, the land price list in Ho Chi Minh City was applied according to Decision No. 02/2020 of the Ho Chi Minh City People's Committee. The construction of this price list was limited by the regulations on land price framework in Decree 96/2019, so over the years it has become inappropriate and does not accurately reflect the actual situation.

Every year, the People's Committee of Ho Chi Minh City submits to the People's Council for approval the land price adjustment coefficient (K) to apply to each group of subjects, each area, and each land use purpose, thus contributing to appropriately resolving records on financial obligations regarding land in the area.
From August 1, the 2024 Land Law takes effect without a regulation that the Ho Chi Minh City People's Committee annually submits to the People's Council for approval of the adjustment coefficient, so the land price list after August 1 will not apply multiplication by the adjustment coefficient.
Therefore, it is necessary to adjust the land price list in Ho Chi Minh City to suit the actual situation and gradually approach the market price, which will be issued from June 1, 2026 according to the provisions of the 2024 Land Law.

However, a representative of the Ho Chi Minh City People's Committee said that they are facing difficulties and problems in resolving administrative procedures regarding financial obligations during the transition period from August 1 to the time the adjusted land price list is officially issued.
Deputy Minister Le Minh Ngan informed that Deputy Prime Minister Tran Hong Ha has assigned the Ministry of Natural Resources and Environment to preside over and coordinate with the Ministry of Finance and relevant ministries and branches to study the difficulties of the Ho Chi Minh City People's Committee related to adjusting the land price list.
At the meeting, delegates basically agreed with the adjustment of the land price list of Ho Chi Minh City. Clause 1, Article 257 of the 2024 Land Law clearly stipulates that the authority to adjust belongs to the Ho Chi Minh City People's Committee.
Mr. Duong Ngoc Hai, Vice Chairman of the Ho Chi Minh City People's Committee, explained that adjusting the land price list is a big and important issue because the scope of affected subjects is large, affecting the socio-economic development of the city.
Ho Chi Minh City has determined that it must adjust the land price list to suit the actual situation of land prices. The locality is very cautious, carefully assessing the impact, and fully implementing the regulations. Therefore, Ho Chi Minh City really needs the opinions of ministries, branches, and experts so that the adjustment does not have much impact or influence on people and businesses. This will help Ho Chi Minh City develop stably.
Concluding the working session, Deputy Minister Le Minh Ngan directed the Department of Land Resources Planning and Development (Ministry of Natural Resources and Environment) to synthesize, absorb, and complete the report to the Prime Minister.

Mr. Ngan agreed with the need to adjust the land price list in Ho Chi Minh City, and said that the city needs to closely follow the conclusion of the Standing Committee of the City Party Committee on this content; the order and procedures must comply with Decree 71/2024 of the Government regulating land prices.
During the implementation process, Mr. Ngan noted that Ho Chi Minh City needs to evaluate land prices in the land price list compared to the local land price level; evaluate the impact of the draft land price list on the affected subjects. Furthermore, it is necessary to fully absorb and explain the opinions of the affected subjects, ensuring harmony of interests, not affecting the people and the business community.
