On the morning of December 11, the Hanoi People's Council re-questioned the implementation of a number of resolutions and conclusions of the City People's Council that were due for resolution but were still slow and ineffective.
Accordingly, since the beginning of the 2021-2026 term, the City People's Council has organized 7 question-and-answer sessions on groups of issues such as: slow-moving projects, public asset management, administrative reform, decentralization, authorization, digital transformation, discipline, public service discipline, environmental fields, wastewater treatment, waste, traffic, urban areas and many other important contents. These are all important, urgent issues that are of interest to public opinion and voters.
In the first and second quarters of 2025, the site clearance for Ring Road 1, Hoang Cau - Voi Phuc section, will be completed.
At the question and answer session, delegate Nguyen Quang Thang (Long Bien district group) asked the Director of the Hanoi City Civil Construction Investment Project Management Board to clarify the progress of the Ring Road 1 section, Hoang Cau - Voi Phuc, passing through Ba Dinh and Dong Da districts.
According to delegate Nguyen Quang Thang, Ring Road 1 is important for inner-city traffic as well as the socio-economic development of the capital. Previously, leaders of the units committed that the project would be completed in 2024, at the latest in 2025, but so far the project is still behind schedule. The delegate asked the Chairman of the People's Committee of Dong Da and Ba Dinh districts to clarify the progress of site clearance work in the district?
Responding to this issue, Director of the Hanoi City Civil Construction Investment Project Management Board Dong Phuoc An said that the current progress of the Ring Road 1 investment project has not met the requirements and is expected to be completed in 2024. However, during the implementation of the project's site clearance work, there are still many difficulties and problems. Specifically, households do not cooperate in measuring, confirming land origin, making recommendations on land prices, compensation and support policies, making recommendations on boundary adjustment, households receiving compensation but not yet handing over the site... leading to the project being behind schedule.
According to Mr. Dong Phuoc An, in the past time, the Project Management Board has coordinated with related districts and wards to carry out a lot of work. Up to now, the appraisal and approval of compensation and resettlement support plans has made a lot of progress. According to the GPMB plan updated in November, by the first quarter of 2025, the GPMB in Ba Dinh district is expected to be completed, and Dong Da district is expected to be completed in the second quarter of 2025.
The Director of the Hanoi City Civil Construction Investment Project Management Board added that with such progress of site clearance, the contractor will immediately start construction as soon as the site is available, making efforts to carry out the work in 2025, especially at the Lang Ha and Nguyen Chi Thanh intersections, trying to complete site clearance in the first quarter of 2025. "Regarding the procedures related to the project, there are no more difficulties or obstacles; the biggest difficulty is that there are currently 409 households with complaints, the districts need time to conduct dialogue and respond," said Mr. Dong Phuoc An.
Updating the progress of land acquisition and compensation in Ba Dinh district, Chairman of the District People's Committee Ta Nam Chien said that there are 1,334 complicated cases related to land acquisition and compensation in the area, and the number of complaints is also relatively large. The current problem is the policy mechanism according to the 2024 Land Law, the district has reported to the City People's Committee.
"Overcoming difficulties, up to now the district has paid for 667/1,334 plans, basically the final plans have been publicly listed, determined to carry out the relocation and handover of the site to the investor for construction by the first quarter of 2025" - Chairman of the District People's Committee Ta Nam Chien affirmed.
Chairman of Dong Da District People's Committee Le Tuan Dinh affirmed that the Ring Road 1 project, Voi Phuc - Hoang Cau section, is the most difficult project of Hanoi City, as well as the whole country in terms of policy mechanisms. The city has made many efforts to remove obstacles, like Ba Dinh, Dong Da District has removed 8 special policies. The Ring Road 1 route through the district is 650m long with 48,000m2 of land, including 643 options. The district has approved all 643 options, more than 100 options have paid for site handover, committed to completing site clearance in the first and second quarters of 2025 in Dong Da District.
Removing obstacles to traffic projects
According to delegate Nguyen Minh Duc (Hoang Mai district group), developing the transport infrastructure system is a very important issue for the city. At the meeting in December 2023, the City People's Committee committed to submitting to the City People's Council by the fourth quarter of 2024 an adjustment and supplement to Resolution No. 07/2019/NQ-HDND on prioritizing the development of the public passenger transport system, exploitation of parking lots and motor vehicles. The delegate asked to know why the functional branches have not yet advised the City People's Committee and when will the City People's Council be submitted to adjust and supplement the content of the above Resolution?
Responding to delegate Nguyen Minh Duc, Director of the Department of Transport Nguyen Phi Thuong, regarding Resolution No. 07/2019/NQ-HDND - this is a resolution related to mechanisms and policies for developing the urban railway system. Currently, the City is implementing the Capital Law 2024, the Department is being assigned by the City People's Committee to draft 4 resolutions to specify Article 34 of the Law. Accordingly, the Department has adjusted by clarifying and allocating all items of Resolution No. 07/2019/NQ-HDND into 4 Resolutions specifying the new Capital Law and completed in 2025.
“As for the first two resolutions related to the infrastructure development regulations, the City People's Committee requested that they be completed in the second quarter of 2025 and the last two resolutions in the last 6 months of 2025. The reason for the delay is that the Capital Law is being implemented, including the implementation of 4 draft resolutions. The Department commits to completing them as planned in 2025,” informed Director of the Department of Transport Nguyen Phi Thuong.
At the question and answer session, Vice Chairman of the City People's Committee Duong Duc Tuan said that regarding the investment project to build the southern axis road in the old Ha Tay, this project is being implemented under the investment of PT and Cenco 5 is implementing the project. Currently, 27.2km is being continued to be implemented and there are a series of issues that need to be resolved. The projects are being synchronously implemented and problems are being resolved.
“For the PT Project, the remaining difficulty is the site clearance for 2.68km out of a total of nearly 21km in phase 2 in the two districts of Phu Xuyen and Ung Hoa. The districts have tried to continue the implementation after a long period of stagnation and committed to completing it in the first quarter of 2025 so that the investor can continue to implement. For the cleared part, the investor is continuing construction and will complete it in April 2025” - Vice Chairman of the City People's Committee Duong Duc Tuan informed.
