Kinhtedothi - On December 12, continuing the 20th Session, the Hanoi People's Council passed a Resolution on the results of monitoring the implementation of the City People's Council Resolution on the 5-year Socio-Economic Development Plan 2021-2025.
Accordingly, the City People's Council agrees with Report No. 16/BC-DGS dated December 3, 2024 of the City People's Council Supervision Delegation on the implementation of the City People's Council's Resolutions on the 5-year Socio-Economic Development Plan 2021-2025.
The City People's Council unanimously assessed a number of key results in the implementation of the City People's Council's Resolutions on the 5-year Socio-Economic Development Plan 2021-2025 as follows:
Implementing the direction of the Central Committee, Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045, Resolution of the 17th Congress of Delegates of the Hanoi Party Committee for the 2021-2025 term and the direction of the City Party Committee, the City People's Council issued Resolution No. 20/NQ-HDND dated September 23, 2021 on the 5-year socio-economic development plan 2021-2025 of Hanoi City, setting out the main goals, targets, tasks and solutions for the socio-economic development of the Capital.
At the same time, the City People's Council has issued resolutions on decentralization of management and many important thematic resolutions; issued resolutions on socio-economic development tasks, annual budget revenue and expenditure, and stipulated specific solutions, measures, and mechanisms within its authority to create conditions for units to carry out tasks in accordance with the practical requirements of the City.
The City has directed all levels and sectors to proactively, seriously and synchronously implement 10 work programs, 5 major orientations, 3 breakthroughs, 20 targets and 14 main tasks and solutions of the City for the 2020-2025 term, concretizing and bringing the Resolution of the 13th National Party Congress, the Resolution of the 17th National Party Congress of the City, step by step into life, achieving many positive results. The directions of the City Party Committee, the Resolution of the City People's Council, the Program and plan of the City People's Committee have been concretized by the sector's plans and the Resolutions of the People's Councils at the district level for 5 years and annually, associated with the key tasks of the annual work, with many innovative solutions in both content and form of implementation to comprehensively deploy tasks in all fields of socio-economy, national defense and security.
However, besides the results and advantages, there are still many specific limitations under the responsibility of the People's Committee, departments, branches and state agencies of the City in implementing the Resolutions of the City People's Council on the 5-year Socio-Economic Development Plan 2021-2025.
Some of the main limitations are: 12/20 socio-economic development targets for the 2021-2025 term are still challenging, difficult to complete, some targets are lower than planned; disbursement progress of public investment projects does not meet requirements; resource management is not effective, many land use projects are slow to implement and have not been thoroughly handled; progress of investment in infrastructure construction of industrial parks and clusters has not met the set plan; development of commercial infrastructure still faces many difficulties; economic restructuring associated with innovation of growth model based on application of science and technology and digital transformation of Hanoi is not clear; environmental pollution, waste, water, air have not been thoroughly controlled and there are no synchronous, fundamental solutions to overcome. The shortage of schools, classrooms, and overload in public schools is still common; The system of cultural and sports institutions at the grassroots level is not yet complete, and management and exploitation are not yet effective...
The City People's Council agreed with the proposal of the Supervisory Delegation and assigned the City People's Committee to seriously implement the recommendations of the Supervisory Delegation. At the same time, it added and emphasized the requirement to implement the following main tasks and solutions:
Effectively implement the policies and directions of the Central and City Party Committees, especially thoroughly grasp and implement the viewpoints and directions of the Party and General Secretary To Lam on bringing the Capital and the country to rapid and sustainable development, in the "new era - the era of the Vietnamese people's rise".
Implement synchronously, promptly and effectively the Capital Law 2024 approved by the National Assembly; the Capital Planning, the Capital Construction Master Plan after being approved by the Prime Minister. Focus on developing and promulgating breakthrough, effective and feasible mechanisms and policies to further promote the restructuring of the Capital's economy in conjunction with growth model innovation, creating momentum for outstanding growth requirements in the next stage.
Direct departments, branches, districts, towns to continue to focus on implementing the group of 5/20 targets to strive to complete by 2025 and 12/20 targets expected to be difficult to complete and have many challenges to implement the targets at the highest level of results. At the same time, review and research to develop groups of socio-economic indicators in the period of 2026-2030 and the following periods of Hanoi in accordance with the requirements of socio-economic development tasks of each block, branch, and unit.
Continue to promote administrative reform, enhance decentralization, authorization, maintain discipline and order. Comprehensively digitize state management activities, provide high-level online public services. Synchronously connect national databases on population, land, and enterprises, create a streamlined foundation for a streamlined apparatus, effective and efficient operations; reform administrative procedures substantially; develop digital economy, digital society, and build digital citizens. Strengthen planning management, land management, and urban development; focus on handling and thoroughly and effectively resolving issues related to: environmental pollution, waste treatment, wastewater, air, and traffic infrastructure. Synchronously and comprehensively develop the fields of culture, education and training, and health; effectively implement social security and welfare policies, and improve the material and spiritual life of the people; Promote foreign affairs, strengthen national defense and security, ensure social order and safety in the city.
Strengthening the inspection and urging the implementation of tasks under the authority associated with the responsibility of the heads of Party committees, heads of Departments, branches, and Chairmen of People's Committees of districts, towns. Focusing on surprise inspections and re-inspections of overcoming shortcomings and limitations pointed out from previous inspections. Enhancing the responsibility of leaders at all levels and branches; promptly and strictly handling cadres, civil servants, and public employees who violate discipline and responsibility in performing public duties, causing difficulties and troubles for individuals and organizations associated with the implementation of Directive No. 24-CT/TU of the City Party Committee. Synchronously implementing solutions to build a culture of thrift, awareness of thrift; scientific working mindset, effective time management, forming social ethical responsibility associated with strict implementation of discipline in state agencies of the City.
Effectively deploy training and fostering of cadres, civil servants and public employees to meet the requirements of political qualities and moral qualities; have professional capacity, management and operational capacity, and serve the new development requirements of the Capital.
Previously, the Hanoi People's Council approved the issuance of the Working Regulations of the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council and the specialized Departments of the People's Council Committees, the People's Council Delegation and the Hanoi People's Council delegates.
The Regulations aim to unify the implementation, create conditions for the Standing Committee of the People's Council, the People's Council Committees, the Delegation Groups and the City People's Council delegates to fulfill their functions and tasks well; meet the requirements of continuing to innovate, improve the quality, effectiveness and efficiency of the City People's Council. The promulgation of the Regulations on the basis of systematizing the legal documents related to the organization and operation of the People's Council that have been newly amended and promulgated ensures conformity with the current operational practices of the City People's Council.
