The model of developing 5 concentrated social housing areas has been studied by the City, proposed to the Government and the Prime Minister for pilot implementation from the period of 2016-2017 in the City, and has now been stipulated in the Housing Law 2023 and guiding documents of the Central Government, the Government, and the Prime Minister, considering this a key solution to promote the development of social housing from now until 2030 nationwide in general...

The City People's Committee requests the Department of Construction, other city departments, branches and related units to enhance responsibility, innovate and be creative in the way of solving work, improve the quality of consulting work; identify the development of social housing, focusing on concentrated social housing areas, as an urgent task that needs to be focused on and promoted quickly and strongly in the coming time.

For the 2 construction investment projects: Tien Duong 1 Social Housing Area and Tien Duong 2 Social Housing Area, the City People's Committee requests the Department of Construction, the Department of Finance, the People's Committee of Dong Anh District and related units to focus on accelerating the progress of investment and construction of these 2 concentrated social housing areas, implementing procedures according to the "green channel", shortening the processing time for work procedures according to the direction of the Chairman of the City People's Committee in Official Dispatch No. 991/UBND-TH dated March 19, 2025; Requesting the Department of Construction and the Department of Finance to coordinate closely and have a plan to complete the selection of investors by May 15, 2025 at the latest.

On that basis, the Department of Construction is responsible for guiding and urging the selected investor to promptly complete the investment project preparation, design implementation, and strive to start construction in September 2025; Assign the Department of Planning and Architecture to determine the boundaries and scope of the land to implement the 2 investment projects; on that basis, the Department of Agriculture and Environment will hand over the boundary markers to the People's Committee of Dong Anh district. To be completed in March 2025.

Piloting some specific mechanisms and policies for social housing development

The City People's Committee assigned the Department of Finance to guide the Dong Anh District People's Committee on budget allocation, using the district-level budget or advance from the City Development Investment Fund to immediately organize the implementation of compensation, support and resettlement work. To be completed in March 2025.

Assign the People's Committee of Dong Anh district to urgently carry out land recovery and site clearance for the two social housing construction sites of Tien Duong 1 and Tien Duong 2 in August 2025 to create a clean site, serving the goal of starting construction in September 2025.

For 3 investment projects to build concentrated social housing areas in Dai Mach commune, Dong Anh district and Tien Phong commune, Me Linh district; Co Bi commune, Gia Lam district; at land plot C1-5 of the S5 urban subdivision planning in Ngoc Hoi, Dai Ang, Lien Ninh communes, Thanh Tri district and Khanh Ha commune, Thuong Tin district: Assign the Department of Construction to carefully study the content of the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development...

Assign the People's Committees of Dong Anh and Gia Lam districts to use the district-level budget to organize the implementation of the detailed planning, scale 1/500 of the concentrated social housing areas in Dai Mach commune, Dong Anh district and Tien Phong commune, Me Linh district; the concentrated social housing area in Co Bi commune, Gia Lam district. Complete before July 1, 2025; After the detailed planning, scale 1/500 is approved, based on current legal regulations after the National Assembly passed the Resolution on piloting a number of specific mechanisms and policies for social housing development, the Department of Construction shall advise the City People's Committee on the following processes and procedures to implement the investment project of the concentrated social housing areas of the City.

For land plot C1-5 under the S5 Urban Sub-area Planning in Ngoc Hoi, Dai Ang, Lien Ninh communes, Thanh Tri district and Khanh Ha commune, Thuong Tin district, the Department of Planning and Architecture shall comply with the direction of the City People's Committee in Notice No. 533/TB-VP dated November 14, 2024 of the City People's Committee Office, and report to the City People's Committee in March 2025.

Assign the Department of Planning and Architecture to base on the project of Adjusting the General Planning of Hanoi Capital to 2045, with a vision to 2065 approved by the Prime Minister in Decision No. 1668/QD-TTg dated December 27, 2024, the direction of the City People's Committee on resolving difficulties and problems in some contents of planning work in Notice No. 54/TB-VP dated February 14, 2025 of the Office of the City People's Committee; At the same time, review, update, and accurately assess the architectural planning criteria for 12 land locations for concentrated social housing development in Document No. 3584 dated August 12, 2024. The Department of Planning and Architecture proposed according to the research criteria and continued to advise and propose to supplement a number of land areas under the direction of the City People's Committee to meet the goal of completing 100,000 social housing apartments by 2030 assigned by the Prime Minister; report to the City People's Committee before April 15, 2025.
