Collective economy, with cooperative groups (THT) and cooperatives as its core, plays an important role in economic development. With attention on many aspects, especially support policies, the collective economy (KTTT) in Dong Ha city has made remarkable progress, contributing positively to the local socio-economic development.

According to information from the People's Committee of Dong Ha city, there are currently about 1,100 cooperatives of all kinds in the area, with over 12,000 members, of which 26 cooperatives are certified by the Ward People's Committee according to Decree No. 77/2019/ND-CP and Circular No. 04/2008/TT-BKH of the Ministry of Planning and Investment. The cooperatives have contributed to shifting the economic structure, gradually creating concentrated and intensive commodity production areas; effectively exploiting the potentials and strengths of land and resources, promoting rapid structural transformation in agricultural production, creating more jobs in the locality as well as creating favorable conditions for people to learn how to do and manage production and business...
For example, An Lac Flower Cooperative in Dong Giang Ward annually supplies a large amount of flowers to the market during Tet in and outside the province. For the 2024 Giap Thin Tet flower crop, the entire group planted over 80,000 pots of various flowers to serve the needs of the people. To "support" farmers in the Cooperative, the city supported 400 camellia seedlings; 4,000 lisianthus seedlings; 20,000 large chrysanthemum seedlings according to the policy of the Urban Agriculture Development Project of Dong Ha City until 2025.
“This support is very practical, helping people have more conditions to expand production, diversify products to have more jobs and stable income,” said Hoang Huu Khiem, head of An Lac Flower Growing Cooperative.
Dong Ha City currently has 22 agricultural cooperatives, 2 automobile transport cooperatives, 2 people's credit funds, 2 production and service cooperatives; there are 2 new cooperatives established in 2023, namely Yen Viet High-tech Clean Agriculture Cooperative and Kim Van Food Production Cooperative. The total number of regular employees in the cooperative is 154 people. The total number of cooperative management staff is 132 people, of which 62 people have primary and intermediate qualifications; 35 people have college and university qualifications.
In the agricultural sector, cooperatives have focused on transferring and applying scientific and technical advances, introducing new varieties of plants and animals into cultivation and breeding, developing large-scale livestock farming, proactively preventing and fighting diseases, introducing mechanization into production, and finding markets for products... Thanks to that, productivity, quality and value of agricultural products have been improved, especially safe vegetables, flowers, high-quality rice, and brackish water shrimp. Typical cooperatives are Dong Thanh, Dong Giang 1, Dong Giang 2, Phu Le, Trung Chi, and Lap Thach.
In the credit sector, the operations of the two credit funds have been innovated, the number of members and capital mobilization has increased, contributing to meeting the capital needs for production, consumption and services in the area...
To "support" the operation of cooperatives, Dong Ha has fully and promptly implemented the Party's guidelines, the State's policies and laws related to cooperatives; established a steering committee for the development of collective economy, assigned members to be in charge of specific areas and cooperatives; implemented many policies to encourage and support cooperatives. Implemented Plan No. 1920/KH-UBND dated August 30, 2023 on merging and consolidating small-scale cooperatives with long-term poor performance in the area; continued to consolidate the operation of cooperatives, mobilized the establishment of new cooperatives and cooperative groups in places where there is a need...
Developing the collective economy in Dong Ha still has limitations and difficulties, especially the lack of policies for collective development, especially policies directly supporting the collective economy from the central and provincial levels. Most collectives are small-scale, have limited capital, and have not yet accessed preferential credit capital from the state; the efficiency of land and water use is not high.
Most agricultural cooperatives are small-scale, based on the administrative boundaries of the neighborhood, with limited capital and facilities. Cooperatives mainly provide some input services for agricultural production; they have not yet created links in production, processing and consumption of products for members, and their revenue and profits are still low.
The transformation of cooperatives under the 2012 Law on Cooperatives has not had any clear changes in terms of content and operational efficiency. The merger and dissolution of small-scale cooperatives has encountered many difficulties. The qualifications and capacity of the cooperative management staff are still limited, most of them have not been trained, and there is a lack of young managers with knowledge and capacity.
Vice Chairman of Dong Ha City People's Committee Nguyen Sy Trong said that to continue improving the effectiveness of the market economy, the locality has implemented many solutions. In particular, it focuses on disseminating information on the Party's guidelines, policies and laws of the State on the market economy to raise awareness of the political system and local people about the position, role and objective necessity of consolidating, innovating and developing the market economy.
Strengthening state management and synchronously and effectively implementing support and incentive policies for the development of collective economy, especially supporting cooperatives to link and cooperate with organizations and enterprises in production, business, processing and consumption of agricultural products... Encourage and support the development of new specialized cooperatives with strengths, cooperatives participating in linking production and consumption of products.
