On the morning of December 16, at the provincial citizen reception office, comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee periodically received citizens. Also receiving the citizens were comrades: Tran Thi Kim Nhung, Standing Member of the National Assembly's Law Committee, Provincial National Assembly Delegate; Le Van Anh, Vice Chairman of the Provincial People's Council; representatives of the Provincial Party Committee's Party Committee, the Provincial Fatherland Front, relevant local and socio-political organizations.
At the reception, after listening to citizens' opinions, analysis of the Provincial Citizen Reception Council as well as carefully studying related documents and legal bases, Comrade Pham Duc An, Chairman of the Provincial People's Committee gave specific instructions on the cases, ensuring compliance with legal regulations; protecting the legitimate rights and interests of citizens.
Regarding the petition of Ms. Vu Thi Man, Quang Thanh commune, Hai Ha district, regarding the illegal land allocation to Ms. Nguyen Thi Lim, the Chairman of the Provincial People's Committee assigned the Hai Ha District People's Committee to organize a direct dialogue with citizens as soon as possible to resolve the matter thoroughly to ensure the legitimate rights of citizens.
Regarding the proposal of Ms. Hoang Thi Hong, Hong Phong area, Ninh Duong ward, Mong Cai city, to maintain the limit of 400m2 of residential land and grant additional land to meet the limit of 800m2 of residential land, the Provincial Citizen Reception Council assigned the People's Committee of Mong Cai city to review and verify the origin of land use of Ms. Hong's family to resolve to ensure the rights of citizens and the provisions of the law.
Regarding the collective complaint of 54 employees of FLC Ha Long Investment and Development Company Limited regarding the content of the termination of the labor contract, FLC Ha Long Investment and Development Company Limited has not resolved the regime for employees regarding closing books and paying social insurance. The Provincial Citizen Reception Council assigned the Department of Labor, Invalids and Social Affairs to preside over and coordinate with the Provincial Labor Federation, Provincial Social Insurance and Provincial Police to advise on a solution; in case the employees do not agree with the resolution result, they can file a lawsuit with the Court.
Directing the work of receiving citizens, resolving citizens' petitions, complaints and denunciations, comrade Pham Duc An, Chairman of the Provincial People's Committee requested all sectors, units and localities to promote the positive results achieved in the past time, at the same time continue to enhance the sense of responsibility, thoroughly resolve, listen to the legitimate thoughts and aspirations of the people; promptly advise and propose competent authorities to adjust policies and guidelines in accordance with reality.
Leaders of agencies, units and localities must be responsible for organizing and directing the maintenance of citizen reception work at agencies, units and localities in accordance with legal regulations on citizen reception; must directly dialogue with citizens as soon as incidents arise, proactively review and promptly resolve citizen complaints and denunciations in accordance with legal regulations, and minimize mass complaints and denunciations and lawsuits at higher levels.
In particular, during the period of important political events of the country and Quang Ninh province, especially the Party Congresses at all levels, the Chairman of the Provincial People's Committee requested that sectors and localities strengthen their roles and responsibilities, promptly resolve complaints, petitions and denunciations of citizens right from the grassroots level; not to let them persist, thereby contributing to enhancing people's trust, maintaining political security, order and social safety.
