The Hanoi People's Committee has just issued Document No. 1502/UBND-NC implementing the direction of Deputy Prime Minister Tran Hong Ha on "Handling difficulties and problems related to regulations on fire prevention and fighting in basic construction investment activities".
Firefighters were on the scene to put out the fire.
Accordingly, the Hanoi People's Committee requests the city's departments, branches, and sectors, and the People's Committees of districts, towns, and cities to proactively and regularly train, disseminate, and guide the application of regulations and standards to agencies, organizations, and individuals in the area.
The City People's Committee requests agencies and units to promptly grasp and dialogue with people and businesses about difficulties and obstacles in implementing regulations on fire prevention and fighting to guide solutions to remove and overcome them; strengthen propaganda and dissemination of regulations on fire prevention and fighting so that agencies, organizations and individuals strictly comply with them right from the design and construction of works.
The Hanoi People's Committee also assigned the City Police and the People's Committees of districts, towns to continue to review and classify each group of establishments with high risk of fire and explosion, report to competent authorities for direction and remedy according to regulations; Promote reform, cut down administrative procedures in the fields of construction, fire prevention and fighting; strengthen inspection, guide plans and solutions for establishments to overcome existing problems and violations.
According to statistics from Hanoi City Police, the city currently has 436/5,362 residential areas at high risk of fire and explosion; 159,780 facilities under fire prevention and fighting management (19,575 facilities are decentralized to the police agency for management, 140,205 facilities are decentralized to the commune-level People's Committee for management), of which 8,261 facilities are at risk of fire and explosion.
