On September 29, the People's Committee of Thanh Xuan District held a conference to deploy plans for a general inspection of law compliance for apartment buildings; multi-apartment houses (commonly known as mini apartments); rental service businesses with high population density; houses combined with production and business with high risk of fire and explosion.

According to the report, Thanh Xuan district is an area with many educational institutions, universities, colleges with many rental houses. Through the work of grasping the situation, up to now, Thanh Xuan district has a total of 1,764 facilities subject to inspection in the plan. Including, 87 multi-apartment houses, 1,677 rental houses of all kinds.

Speaking at the conference, Vice Chairman of Thanh Xuan District People's Committee Le Trung Cuong requested the District Police to coordinate with the District Department of Culture and Information, People's Committees of 11 wards to strengthen propaganda and guidance on fire prevention and fighting, especially fire prevention and escape skills to agencies, organizations and all classes of people; continue to mobilize households in apartment buildings and multi-apartment houses to equip automatic fire alarms, portable fire extinguishers, and maintain a second escape route (through loggias, balconies, windows, etc.).

Coordinate with educational institutions to conduct propaganda and provide guidance on fire prevention and escape skills for students (to be completed before December 31, 2023). Maximize the number of officers and soldiers of the Fire Prevention and Rescue Police Team to the Police of 11 wards to support, coordinate, guide and urge the implementation of the general inspection and review.

For all apartment buildings, multi-apartment houses, and rental service businesses with high population density, fire prevention drills must be organized. At the drill, all apartments and rental rooms of the above type must have at least 1 participant; to be completed before March 30, 2024.

The Department of Urban Management and Natural Resources and Environment coordinates with the People's Committees of 11 wards to review and compile a list of apartment buildings; multi-apartment houses; rental service businesses with high population density; houses combining production and business with high risk of fire and explosion that are built and put into operation for purposes other than land use and have not been licensed by competent State agencies; propose to the District People's Committee solutions and measures to overcome and handle violations according to their authority.

At the same time, advise the District People's Committee to coordinate with the Department of Construction to review regulations on vehicle arrangement in apartment buildings, shopping malls, markets, supermarkets, basements, etc. to recommend the Ministry of Construction to study and promulgate standards and regulations on appropriate parking locations.

Mr. Le Trung Cuong also requested the District Urban Construction Order Management Team to review, classify, and evaluate the compliance with construction law regulations for the above types of facilities; advise the District People's Committee to handle and enforce the demolition of illegal construction works and construction items, not in accordance with the license... according to its authority.

At the same time, continue to coordinate with the District Police and the People's Committees of 11 wards to organize inspections and manage construction activities in apartment buildings; multi-apartment houses; rental service businesses with high population density; houses combining production and business with high risk of fire and explosion; strictly handle cases of illegal construction.

The Department of Culture and Information coordinates with the District Police and the People's Committees of 11 wards to strengthen propaganda work widely on mass media, the District Electronic Information Portal, the Electronic Information Page and the loudspeaker system of 11 wards, Zalo and Facebook application platforms to disseminate propaganda content, recommendations on fire prevention and fighting measures and escape skills when there is a fire or explosion... so that people can raise their vigilance and respond promptly to fire and explosion incidents...
