Development planning still has many shortcomings; farming infrastructure has not met requirements; input material supply services, quality, prices are unstable, unhealthy competition, difficult to control; the environment is increasingly degraded, polluted, diseases are difficult to handle; investment attraction mechanisms and policies still have many shortcomings; people and businesses lack capital, have difficulty accessing credit; production organization according to chain linkages is slow to develop, unsustainable; logistics services are still limited, high costs... so competitiveness is low; production and business efficiency is not high, unsustainable.

In particular, enterprises focused on shrimp farming solutions towards biosafety, disease-free, environmental safety, improving shrimp quality, and competing with the international market.
