Delegation of the Communist Party of Vietnam visits China

On April 26, in Beijing, Standing member of the Secretariat Truong Thi Mai and the delegation paid a courtesy visit to General Secretary and President of China Xi Jinping; held talks with Comrade Cai Qi, member of the Politburo Standing Committee, Secretary of the Secretariat, and Chief of the Central Office; and worked with Comrade Li Ganjie, member of the Politburo, Secretary of the Secretariat, and Head of the Organization Department of the Central Committee of the Communist Party of China.

During the talks and meetings, the leaders of the two sides highly appreciated the positive developments in the relationship between the two Parties and the two countries in recent times, especially after the extremely successful official visit to China by General Secretary Nguyen Phu Trong in October 2022. Political and diplomatic relations continued to be strengthened with the two General Secretaries of the two Parties regularly sending letters and telegrams to each other; General Secretary Nguyen Phu Trong and President Vo Van Thuong sent congratulatory telegrams to General Secretary Xi Jinping on his re-election as President and Chairman of the Central Military Commission of China; the Prime Ministers and Chairmen of the National People's Congress (NPC) of the two countries held phone calls and online talks after China successfully concluded the 14th session of the Two Sessions, electing the State leadership. Economic and trade relations maintained positive growth momentum; people-to-people exchanges were gradually restored; Exchanges and cooperation between central Party committees, ministries, branches and local Party committees, including border localities of the two countries, have been carried out actively and substantially.

During the meeting, General Secretary and President Xi Jinping sent his warm regards to General Secretary Nguyen Phu Trong, President Vo Van Thuong and other leaders of Vietnam; expressed his joy at the achievements in Party building and socio-economic development that Vietnam has achieved in recent times under the leadership of the Communist Party of Vietnam headed by General Secretary Nguyen Phu Trong; emphasized that this year, the two countries celebrate the 15th anniversary of the comprehensive strategic cooperative partnership, the Party and State of China attach great importance to the relationship between the two Parties and the two countries, and are ready, together with the Party and State of Vietnam, to continuously strengthen the friendship, political trust and solidarity between the two countries, bringing cooperation in all fields increasingly deeper, more practical and effective.

Standing member of the Secretariat Truong Thi Mai respectfully conveyed the warm regards and invitation of General Secretary Nguyen Phu Trong and President Vo Van Thuong to General Secretary and President Xi Jinping to visit Vietnam in 2023 on the occasion of the 15th anniversary of the establishment of the comprehensive strategic cooperative partnership between the two countries; congratulated the great success of the 20th National Congress of the Communist Party of China, the good results of the 14th Session of the Two Sessions, and the continued election of Comrade Xi Jinping as President; congratulated the great achievements that the Chinese people have achieved in recent times under the leadership of the Communist Party of China with General Secretary and President Xi Jinping as the "core".

Standing member of the Secretariat Truong Thi Mai emphasized that the delegation's visit aimed to thoroughly implement the important common perceptions between the senior leaders of the two Parties and two countries, especially the contents of the Joint Statement on continuing to promote and deepen the comprehensive strategic cooperative partnership between Vietnam and China reached during General Secretary Nguyen Phu Trong's visit to China. On the basis of the foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of relations, Vietnam always attaches importance to and gives top priority to developing relations with China according to the motto of "16 words" and the spirit of "4 goods".

During the talks between Standing Secretary of the Secretariat Truong Thi Mai and Comrade Thai Ky, the two sides focused on assessing the results of exchanges and cooperation in various fields between the two Parties and countries in recent times, especially since General Secretary Nguyen Phu Trong's visit to China, and also frankly pointed out the shortcomings and obstacles in the cooperative relationship between the two sides. On that basis, the two sides discussed in depth the direction of cooperation in various fields, channels and levels in the coming time. The two sides agreed to enhance political trust through promoting high-level exchanges and contacts and improving the effectiveness of cooperation mechanisms, satisfactorily resolving disagreements and differences; promoting substantive progress in cooperation areas, focusing on improving the effectiveness of economic cooperation in a balanced and sustainable direction; strengthening cooperation in the field of defense and security commensurate with the pillar role of the bilateral relationship; Strengthen people-to-people exchanges and friendly cooperation between localities of the two countries, consolidate the social foundation of Vietnam-China relations.

During the meeting with Comrade Ly Can Kiet, the two sides introduced each other to the situation of each Party and each country, the relationship between the two Parties and the two countries, and the work of Party building and rectification, building the political system, cadres, and organizational apparatus of each side. At the same time, the two sides also reviewed the results of cooperation between the two Central Organizing Committees of the two Parties in the past time, and discussed directions for promoting exchanges and cooperation in the coming time. On this occasion, the two sides signed a Memorandum of Understanding on cooperation between the two committees.

At the meetings, Standing Secretary of the Secretariat Truong Thi Mai suggested that both sides make efforts to maintain peace and stability and properly handle disagreements according to high-level common perceptions, persistently resolve maritime issues by peaceful means, in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), contributing to creating a favorable atmosphere for implementing bilateral cooperation, maintaining a peaceful and stable environment in the region.
