Mr. Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; Ms. Pham Thi Thanh Thuy, Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Fatherland Front Committee; Mr. Le Duc Giang, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and representatives of leaders of departments and branches of Thanh Hoa province received and worked with the delegation.
The report of Thanh Hoa Provincial Party Committee at the working session with the delegation stated that over the past 5 years, Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations in the province have focused on leading, directing, thoroughly grasping, and organizing the serious and effective implementation of Conclusion 65-KL/TW and the Party's guidelines, policies, and laws of the State on ethnic affairs and achieved many important results.
Accordingly, the socio-economy in the region has developed; the average GDP growth rate in the period of 2021 - 2023 reached 6%/year, the material and spiritual life of ethnic minorities in the region has improved significantly; the socio-economic infrastructure system has been invested in, strengthened and upgraded; issues of housing, residential land, production land, domestic water, and employment for workers have been addressed; education - training, culture, and people's health care have changed positively; ethnic minorities have had more convenient and complete access to the State's support policies.
The political system at the grassroots level is increasingly consolidated and strengthened, its effectiveness and efficiency are enhanced. National defense, security, and social order and safety in the region are maintained. Religious activities comply with the law, and the great national unity bloc is firmly consolidated...
Notably, in the period of 2019 - 2023, the whole province has created new jobs for 83,314 workers who are ethnic minorities, Kinh people from poor households, near-poor households living in ethnic minority and mountainous areas; of which 8,614 workers went to work abroad under contracts. The forest coverage rate in 2023 reached 70.6%.
The province has supported 346 households to build houses; invested in the construction of 33 centralized water works; supported 11,301 households to buy decentralized water containers. It is implementing 3 projects to plan, arrange, and stabilize concentrated residential areas with a total allocated capital of 73,994 million VND.
In particular, the Provincial People's Committee issued Decision No. 4845/QD-UBND dated December 1, 2021 approving the Project on resettlement and stabilization of residents in areas at high risk of flash floods, landslides in mountainous districts of the province for the period 2021 - 2025. Currently, 282 households have been resettled and stabilized and 17 resettlement projects are being implemented to resettle 556 households.
Also in the past time, the province has prioritized resources to invest in completing infrastructure of transportation, irrigation, healthcare, education, and clean water to meet the needs of development and serve the people's lives. Up to now, 100% of communes, towns and 100% of villages and hamlets in ethnic minority and mountainous areas in the region have access to the national grid. The whole region currently has 68 communes, 691 hamlets and hamlets meeting the new rural standards, 8 communes meeting the advanced new rural standards, 1 commune and 58 hamlets and hamlets meeting the model new rural standards; an average of 13.83 criteria/commune.
The work of developing the human resources of ethnic minority cadres, civil servants and public employees has been led and directed by the Party committees and authorities of ethnic minority areas. Up to now, the total number of ethnic minority cadres and civil servants from district level and above in the province is 304 people, 2,376 people at commune level; the total number of ethnic minority civil servants is 3,368 people.
The work of managing, training, recruiting, using and appointing ethnic minority cadres, civil servants and public employees has been gradually standardized and improved in quality, increasingly meeting the practical requirements of ethnic minority areas.
In particular, from 2020 to present, the whole province has admitted 4,174 new ethnic minority party members, bringing the total number of ethnic minority party members in the entire provincial Party Committee to 35,758 people (accounting for 15.12% of the total number of party members in the whole province).
In addition to the achieved results, the implementation of policies and guidelines on ethnic affairs in the province still has some difficulties and shortcomings, such as: The effectiveness and efficiency of management and administration of the government, especially at the grassroots level, in implementing the tasks of socio-economic development, national defense and security, building the political system, poverty reduction, and ensuring social security in ethnic minority and mountainous areas are still limited; there has not been a strong change in thinking, thinking, and working methods; the spirit of self-reliance, self-improvement, initiative, and creativity of cadres, party members, and people in ethnic minority and mountainous areas has not been promoted...
At the meeting, the leaders of Thanh Hoa province proposed that the Survey Team give opinions to the Government to direct central ministries and branches to study and advise on reviewing and demarcating ethnic minority and mountainous areas according to the development level; at the same time, adjust the list of communes, villages and hamlets with special difficulties in the period of 2026 - 2030 to ensure that it is consistent with the practical situation.
In addition, focus on investing in developing socio-economic infrastructure, improving people's knowledge, creating jobs and stable income for people in ethnic minority and mountainous areas, avoiding scattered and fragmented investment, causing waste of resources. Issue mechanisms and policies to prioritize attracting ethnic minority students after graduation to work in the political system at provincial and district levels.
At the working session, Deputy Minister, Vice Chairman of the Ethnic Committee, Y Thong highly appreciated the results of ethnic work in the new situation in Thanh Hoa province. The Deputy Minister also emphasized the important policies that the Party and State have issued, in accordance with customs, practices, cultural identity and actual conditions of each region and area, which are promoting effectiveness, contributing to promoting development in ethnic minority areas, especially policies on residential land and production land for ethnic minority areas.
The Vice Chairman of the Ethnic Committee also suggested that Thanh Hoa province continue to focus on leading, directing, and effectively implementing the Party and State's policies and guidelines on ethnic affairs. In particular, it is necessary to effectively lead and direct the implementation of the National Target Programs that are being implemented... In particular, it is necessary to focus on propaganda, raising the responsibility and awareness of ethnic minorities participating in the implementation of the Program.
Informing and clarifying more contents with the Central delegation at the working session, Mr. Trinh Tuan Sinh, Deputy Secretary of Thanh Hoa Provincial Party Committee affirmed that despite many difficulties, Thanh Hoa province has paid special attention, focused resources, prioritized investment in building infrastructure systems to serve socio-economic development, ensuring national defense and security in ethnic minority and mountainous areas. On that basis, the province has issued many resolutions, programs, projects, mechanisms, and preferential policies to promote economic development, reduce poverty quickly and sustainably, and continue to improve the material and spiritual life of the people.
The Deputy Secretary of the Thanh Hoa Provincial Party Committee suggested that the Central Working Group report to the Central Party Secretariat to give opinions to the Government to soon have a policy to focus on investing in developing socio-economic infrastructure such as traffic works, industrial parks, etc., to create jobs and stable income for people right in their hometown, avoiding scattered and fragmented investment, causing waste of resources. Mr. Trinh Tuan Sinh, Deputy Secretary of Thanh Hoa Provincial Party Committee, thanked the working delegation for choosing the province to grasp the difficulties in ethnic work, and proposed many solutions to guide the work of mass mobilization in ethnic minority areas in the area. The Deputy Secretary of the Provincial Party Committee also suggested that the Central Committee for Mass Mobilization continue to recommend the Government to support the province in building and implementing effective socio-economic development policies for ethnic minority areas in the next period, in accordance with the new situation.
Concluding the meeting, Deputy Head of the Central Committee for Mass Mobilization Trieu Tai Vinh highly appreciated the results that the Party Committee, government and people of all ethnic groups in the province have strived and achieved in implementing the Party's policies in general and Conclusion No. 65-KL/TW in particular. At the same time, he affirmed that with many outstanding results achieved, Thanh Hoa province is a model in implementing Conclusion No. 65-KL/TW of the Politburo nationwide.
Mr. Trieu Tai Vinh also reviewed some of the province's outstanding results compared to many other localities in the country, such as the province's promulgation of many separate and specific policies to develop the socio-economy of ethnic minority and mountainous areas. Among them, Resolution No. 11-NQ/TU on building and developing Muong Lat district until 2030, with a vision to 2045, along with many programs and projects that have been and are bringing practical results.
In particular, through a field survey in Thanh Hoa, the Working Group highly appreciated the management and arrangement of ethnic minority cadres in the province and affirmed that the achievements as well as difficulties in the work of cadres, management and arrangement of ethnic minority cadres in Thanh Hoa province will be the basis for the Central Committee for Mass Mobilization to develop a project on training cadres and mass mobilization work in ethnic minority areas.
