Attending the meeting were Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet; Vice Chairman of the Provincial People's Council Tran Xuan Vinh; Vice Chairman of the Provincial People's Committee Ho Quang Buu and representatives of relevant departments, branches and sectors.

According to the report, the implementation of Resolution No. 23 of the Politburo on the orientation of building a national industrial development policy to 2030, with a vision to 2045, implemented by Quang Nam province has achieved many important results in industrial development; the role of the industry is increasingly affirmed, being the main driving force in the socio-economic development process of the province.
From 2018 to present, Quang Nam has established 3 new industrial parks; by the end of 2023, the whole province will have 14 industrial parks with a total area of 3,676 hectares; of which, there are 11 industrial parks in Chu Lai Open Economic Zone (total area of 2,954 hectares) and 3 industrial parks outside Chu Lai Open Economic Zone (total area of 716 hectares). 11/14 industrial parks have attracted secondary investors.

From 2018 to present, the industrial parks have attracted 72 enterprises with a total leased and registered land area of 90.33 hectares, with a total registered investment capital of 3,000 billion VND. However, the implementation of specific targets for the period 2018 - 2023 is lower than the Program No. 16-CTr/TU set by the Provincial Party Committee.
Regarding the implementation of Resolution No. 52 of the Politburo on a number of guidelines and policies to proactively participate in the Fourth Industrial Revolution, the Provincial People's Committee has issued a Directive; promptly concretized into annual projects and plans to implement digital transformation, develop the digital economy, digital society and regulations on information technology application.
Up to now, the centralized Q-office document management system has been deployed to all agencies and units in the province; 100% of state agencies from provincial to communal levels have applied digital certificates and digital signatures. The rate of online public services throughout the process is 90.81%; the rate of online payment records is 33.2%; the rate of digitizing administrative procedure settlement results is 91.86%.
Up to now, the proportion of digital economy in GRDP in 2023 is 8.76%, the smartphone subscription rate is 76.8%. Fiber optic cable lines reach 100% of communes, 90% of villages; 3G, 4G mobile coverage reaches 100% of communes, 88.9% of village cultural houses have wifi... Quang Nam is the first locality in the country to support farmers in starting innovative businesses; since 2019, it has successfully organized 5 provincial-level Creative Startup Festivals.
At the meeting, provincial leaders, departments and branches proposed difficulties and problems that need to be resolved in the implementation of Resolution 23 and Resolution 52 in Quang Nam.

Regarding Resolution No. 23, legal policies related to industrial development, industrial parks, industrial clusters, and business support are still inadequate, related to capital sources for upgrading and synchronously developing the transport infrastructure system in the province according to the plan.
Small and medium enterprises have difficulty accessing preferential policies on supporting industry development according to Decree 111 dated November 3, 2015 of the Government, Circular No. 55 dated December 30, 2015 of the Ministry of Industry and Trade...
Regarding the difficulties in implementing Resolution 52, Vice Chairman of the People's Committee Ho Quang Buu said that Quang Nam has focused on investing in building infrastructure and information data, but the work of building and deploying specialized databases has encountered problems in implementation processes and procedures and difficulties in analyzing, determining requirements, and choosing solutions to deploy database construction...
Regulations on management of investment in information technology application according to Decree No. 73 dated September 5, 2019 of the Government still have some shortcomings, not suitable for the specific characteristics of implementing information technology application in practice.

Information technology human resources in provincial and district-level state agencies have not met the requirements of the 4.0 industrial revolution.
Speaking at the meeting, Provincial Party Secretary Luong Nguyen Minh Triet said that Quang Nam province attaches great importance to the fields of industry, science and technology, innovation, digital transformation... in the spirit of Resolution 23 and Resolution 52. In fact, the implementation of Resolution 23 and Resolution 52 in the context of Quang Nam facing many difficulties, affected by the Covid-19 pandemic... has affected the resources focused on implementation.

Up to now, on the basis of the Provincial Planning approved by the Prime Minister, Quang Nam province continues to closely follow the major orientations and plans to implement the Provincial Planning, areas related to planning, industry, innovation, etc.
Provincial Party Secretary Luong Nguyen Minh Triet suggested that the Central Government should pay attention to decentralization and delegation of authority to localities for a number of procedures within its authority. This will help save time and reduce costs, thereby creating the best environment for domestic and foreign investors to invest and develop industry in Quang Nam in particular and a number of other sectors and fields in general.

Mr. Nguyen Duc Hien - Deputy Head of the Central Economic Commission, Head of the Editorial Team for the draft report on Resolution No. 23 and Resolution No. 52 acknowledged and highly appreciated the efforts of Quang Nam province in implementing the Resolutions of the Politburo in the locality. Although Resolution 23 and Resolution 52 were implemented at a time when the province faced many difficulties, they achieved remarkable results in various fields, contributing to socio-economic development, ensuring social security, etc.
The issues, opinions and recommendations raised at the meeting directly and accurately reflected the implementation reality not only in Quang Nam but also in provinces and cities across the country.
“All will be compiled, reviewed, evaluated, and specifically recommended to central ministries and branches by the Editorial Team of the Central Economic Commission, in accordance with current policies and mechanisms. For urgent proposals and recommendations of the province, the Working Group will separate in-depth reports to propose solutions as soon as possible,” Mr. Nguyen Duc Hien emphasized.
