On the morning of December 9, in Hanoi, General Secretary To Lam visited and worked with the Central Economic Commission on the results of the implementation of tasks since the beginning of the 13th Party Congress term and the direction and tasks until the end of the term.
Also attending were: Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang; Party Central Committee Secretary, Chief of the Party Central Committee Office Nguyen Duy Ngoc; Party Central Committee Secretary, Head of the Party Central Committee's External Relations Commission Le Hoai Trung; Party Central Committee member, Deputy Prime Minister Ho Duc Phoc; leaders of a number of ministries, departments, branches and central agencies.
Contribute to enhancing the Party's leadership role in socio-economics
The Central Economic Committee was established under Resolution No. 57 - QN/TW, dated September 30, 1950 of the Central Standing Committee (Term I). Since its establishment, despite many mergers and adjustments in name, functions and tasks, the Central Economic Committee has still affirmed its important role and position in advising the Party Central Committee to promptly lead and direct major socio-economic issues.
Since the beginning of the term, the Central Economic Committee has made great efforts to preside over the development and completion of a large number of projects submitted to the Central Executive Committee, the Politburo, and the Secretariat. The implementation of the projects has been organized scientifically, methodically, and creatively, in accordance with practical conditions, mobilizing collective intelligence, responsible participation, and dedication of relevant agencies, experts, scientists, and a number of research institutions, thereby completing the projects on time and ensuring their quality; contributing to enhancing the Party's leadership role in socio-economics.
According to the report of the Central Economic Committee, the Committee has presided over the development and completion of 23 socio-economic projects submitted to the Central Executive Committee, the Politburo, and the Secretariat. Accordingly, the Central Executive Committee, the Politburo, and the Secretariat have issued 19 resolutions, directives, and conclusions. These are important documents to concretize and organize the implementation of the Party's major viewpoints and orientations on socio-economic development as set forth in the Resolution of the 13th National Party Congress.
In addition to presiding over the project development, the Committee has closely and effectively coordinated with relevant agencies to develop 15 projects for submission to the Central Executive Committee, Politburo, and Secretariat for consideration and issuance of resolutions, directives, and conclusions.
The Committee proactively researched and completed 19 annual reports on the macroeconomic situation and thematic reports related to outstanding domestic and foreign issues that have an impact on socio-economic development, sending them to the Politburo and the Secretariat for reference to serve leadership and direction.
During its term, the Committee has organized and reported on the implementation of 6 resolutions, conclusions and directives of the Party on land; agriculture, farmers, rural areas; collective economy; policy credit; labor and social security. The Committee has completed thematic supervision of the implementation of 4 resolutions and conclusions on socio-economic development in some localities. Currently, the Committee is continuing to monitor the implementation of 8 resolutions and conclusions of the 13th Central Executive Committee and Politburo of the Party.
The Committee has provided comments on 176 reports, projects, and documents related to the fields of socio-economics, national defense, security, foreign affairs, and Party building, which were drafted by relevant agencies and submitted to the Politburo and the Secretariat. The comments and participation of the Central Economic Committee always show clear and straightforward viewpoints, with a high sense of responsibility.
Focus on improving the quality of research and consulting tasks on socio-economics.
After listening to reports and comments from representatives of ministries, departments and branches, welcoming the results achieved in various fields of work, General Secretary To Lam emphasized that, as a strategic advisory body of the Central Executive Committee, directly and regularly the Politburo and the Secretariat on major issues related to the socio-economic field, the activities of the Central Economic Committee always receive special attention from the Party and State leaders.
During the process of implementing the renovation process, over the past 40 years, the Central Economic Committee has made many important contributions to perfecting the market economic institution, socialist orientation, planning important guidelines, policies and measures on socio-economic management, contributing to our country achieving impressive and proud economic development achievements.
At the meeting, the General Secretary suggested many contents for the Central Economic Committee to focus on in-depth and comprehensive research to advise and propose to the Central Committee in the coming time.
Emphasizing that in order to have an effective, efficient and productive apparatus that meets the development requirements of the new stage, it is necessary to carry out a revolution in the apparatus organization, the General Secretary stated that the Central Economic Committee needs to revolutionize thinking and organization to meet the requirements of the new stage, and work methods to create breakthroughs in efficiency, effectiveness and operational efficiency. This is associated with the goal of continuing to innovate and rearrange the apparatus organization of the political system in the direction of streamlining, effectiveness and efficiency that the Central Committee is proposing.
The Central Economic Commission must form a leading strategic research and advisory agency of the Party on socio-economics, with international prestige, on the basis of constantly inheriting existing achievements and developing to new heights, must always be steadfast and innovative on the basis of deeply imbuing the core principles of Marxism-Leninism, Ho Chi Minh thought, the consistent viewpoint of the Party, especially the platform for national construction in the transitional period to socialism.
The General Secretary suggested that we should constantly innovate our thinking and creativity, and enhance our strategic planning, research, analysis, and forecasting capabilities. Especially in the face of major global trends such as the technological revolution, technical advances, security challenges, especially non-traditional security, and the regional and international geo-economic and political situation, thereby proposing policies and solutions to serve the Party's leadership and direction on socio-economic issues.
The General Secretary emphasized that the Central Economic Commission should continue to strengthen closer and more effective coordination with executive and legislative agencies, Party building committees, and localities in reviewing and summarizing the Party's guidelines and policies on socio-economic issues, first of all, summarizing the implementation of the Resolution of the 13th National Party Congress, building documents for the 14th National Party Congress, and the achievements of 40 years of national renovation.
The Committee needs to proactively cooperate internationally with research and theoretical agencies of fraternal Parties; cooperate with international organizations, universities, and leading policy research institutes in the world; both learn from good development experiences of other countries; and at the same time share and spread Vietnam's successful development experiences with international friends.
To achieve the mission requirements, the General Secretary pointed out that the core is to form a team of high-level, specialized researchers, to connect and utilize the brainpower of real intellectuals, experts, and scientists with capacity and enthusiasm; to build and train a team of high-quality civil servants with independent research capacity, courage, experience, and qualifications.
The General Secretary suggested that the Central Economic Commission proactively and actively participate in contributing both theory and practice, discovering new factors, good models, summarizing good experiences, and making practical contributions to the preparation for the 14th National Party Congress, including the completion of documents of the Socio-Economic Subcommittee.
With the determination, solidarity and responsibility of the leadership, cadres and party members of the Committee, in the coming time, the General Secretary believes that the Central Economic Committee will continue to develop and improve the efficiency and quality of work, and successfully complete the assigned tasks.
