Removing land obstacles, speeding up construction of National Highway 14E

(QNO) - The Ministry of Construction has just issued a document responding to the petition of voters of Quang Nam province sent to the National Assembly after the 8th Session of the 15th National Assembly regarding the Project to renovate and upgrade National Highway 14E.

Informing Quang Nam voters about the proposal to speed up the construction progress of National Highway 14E, the Ministry of Construction said that the project to renovate and upgrade National Highway 14E, section km15+270 - km89+700 in Quang Nam province, was approved by the Ministry of Transport (now the Ministry of Construction) in Decision No. 1070 dated August 4, 2022 and assigned the Vietnam Road Administration as the investor, and Project Management Board 4 to organize project management.

During the project implementation, the Ministry of Construction organized site inspections, urged investors and contractors to closely coordinate with localities in the process of compensation, support and resettlement; at the same time, focused human resources, equipment and financial resources to speed up construction progress, complete each item, especially bridges, culverts and sections with sufficient land for implementation, ensuring the completion of the project on schedule.

However, the recent rainy season in the area, and the unfinished site clearance and relocation of technical infrastructure works, has affected the project's progress.

To speed up the project's progress, the Ministry of Construction requested the National Assembly Delegation of Quang Nam province to consult with the Provincial People's Committee to direct departments, branches, local authorities and relevant agencies and units to complete site clearance work to promptly hand over the entire site for the project.

The Ministry of Construction will direct the Vietnam Road Administration and Project Management Board 4 to closely coordinate with localities in the process of site clearance for the remaining locations and sections; at the same time, speed up the construction progress to soon complete and put the project into operation, use, and promote investment efficiency.

According to the report of Project Management Board 4 on March 24, 2025, localities have handed over 65.658/71.38km of land (reaching 92%). Of which, Phuoc Son district has basically handed over the entire land; Thang Binh district has handed over 15.048/17.4km (reaching 86.4%); Hiep Duc district has handed over 26.83/30.2km (reaching 88.8%).

Quang Nam voters also proposed to consider adjusting the design of adding an additional layer of asphalt concrete to National Highway 14E to ensure stability in serving the needs of transporting goods, connecting Nam Giang International Border Gate with seaports in the region (currently, only one layer of asphalt will be easily damaged when traffic volume, especially heavy trucks, tends to increase).

At the same time, it is recommended to soon invest in the road connecting both sides of the railway overpass (section through Binh Quy commune, Thang Binh district) from 3.5m to 5.5m and other infrastructure in this area such as electricity and trees.

Regarding the content of adjusting the design of adding an additional layer of asphalt concrete, the Ministry of Construction said that, based on the proposal of the People's Committee of Quang Nam province, the ministry has directed the Vietnam Road Administration, Project Management Board 4 and related units to re-evaluate vehicle count data, axle load (time of survey, vehicle flow composition, especially vehicles serving construction...) as a basis for calculation, considering the need to supplement the road surface structure.

Up to now, the Vietnam Road Administration and related units have reviewed data, calculated and proposed a pavement structure consisting of two layers of asphalt concrete as recommended by the locality. Based on the report, proposal of the investor and opinions of advisory agencies, the Ministry of Construction will consider and decide on an appropriate investment plan, ensuring compliance with regulations, investment procedures, ensuring economic - technical and general progress of the project.

Regarding the investment in the service road on both sides of the railway overpass (section through Binh Quy commune) from 3.5m to 5.5m, according to the Ministry of Construction, the investment in a service road with a scale of 5.5m to meet the travel needs of the people is necessary and the Ministry agrees with the voters' recommendation. The Vietnam Road Administration, Project Management Board 4 and design consultants have studied, adjusted the design and balanced the capital to implement the additional adjustment items according to the locality's recommendation.

However, to ensure project progress, the Ministry of Construction requested the National Assembly Delegation of Quang Nam province to consult with the Provincial People's Committee and localities to continue implementing site clearance work according to the approved scale (3.5m), the expansion of the service road (including site clearance work) will be organized and implemented during the construction of the railway overpass.

Regarding investment in green trees and lighting systems, the Ministry of Construction said that these items are not included in the project's investment portfolio; at the same time, according to the report of the Vietnam Road Administration in Document No. 739 dated February 11, 2025, localities are investing in lighting systems along National Highway 14E.

Therefore, the Ministry of Construction proposed that the National Assembly Delegation of Quang Nam province consult with the Provincial People's Committee to organize research and implement investment in green tree and lighting systems using local capital.

On March 7, 2023, the Ministry of Transport (now the Ministry of Construction) coordinated with Quang Nam province to organize a ceremony to launch the construction of the project to renovate and upgrade National Highway 14E, section km15+270 - km89+700, passing through 3 districts of Thang Binh, Hiep Duc and Phuoc Son.

The project spans over 71km, with a roadbed width of 9m, of which the road surface is 7m. The section passing through the North-South railway intersection at km15+270 - km16+054 (Binh Quy commune, Thang Binh district) has a roadbed width of 12m.

This is a level IV plain highway with a design speed of 60km/h, the North-South railway intersection has a design speed of 80km/h. The project has a total investment of more than 1,848 billion VND. The implementation progress is in 5 years (from 2021 - 2025).
