Early assignment of competent authority to implement investment in Chu Lai airport under PPP method

Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to coordinate with the People's Committee of Quang Nam province to report to the Prime Minister on assigning competent agencies to implement the investment project of Chu Lai Airport in accordance with the provisions of law.

The Government Office has just issued an official dispatch conveying the opinion of Deputy Prime Minister Tran Hong Ha on assigning competent authorities to implement the Chu Lai Airport investment project under the PPP method.

Quang Nam Provincial People's Committee is responsible for calling for investment in exploiting Chu Lai Airport according to the planning and orientation of forming an economic ecosystem and airport urban area.

Accordingly, the Deputy Prime Minister requested the Ministry of Construction to agree with the People's Committee of Quang Nam province to report to the Prime Minister to assign the agency as the competent authority to implement the investment project of Chu Lai Airport in accordance with the provisions of law, to be completed in March 2025.

"The People's Committee of Quang Nam province and the Ministries of Construction, Finance, Agriculture and Environment, and National Defense urgently implement the Prime Minister's instructions in Notice No. 40 dated February 12, 2025 of the Government Office," the Deputy Prime Minister requested.

According to PV's investigation, in mid-March, the People's Committee of Quang Nam province submitted a document to the Prime Minister on assigning competent State agencies to carry out investment procedures for the Chu Lai Airport Project under the form of public-private partnership (PPP).

The locality said it is coordinating with the Ministry of Construction and relevant agencies and units to speed up the progress of establishing and appraising the Chu Lai Airport Construction Plan until 2030, with a vision to 2050, and coordinating with the Ministry of National Defense to measure and mark the land area for airport expansion to Quang Nam province.

The locality is also directing the simultaneous implementation of the research step, speeding up the progress of preparing the Pre-Feasibility Study Report so that it can be submitted for appraisal and approval immediately after the construction planning is approved.

However, due to the specific nature of Chu Lai Airport, which is being managed by many units and localities, the Prime Minister has considered and assigned the People's Committee of Quang Nam province as the competent authority to prepare a pre-feasibility study report and submit it to the competent authority to decide on the project investment policy in accordance with the provisions of law.

Previously, the announcement of Prime Minister Pham Minh Chinh's conclusion assigned the People's Committee of Quang Nam province to urgently and proactively implement the investment and exploitation of Chu Lai Airport according to its authority.

The locality is responsible for presiding over and coordinating with the Ministries of National Defense, Natural Resources and Environment, and Finance to review and resolve the handover of land areas for socio-economic development to Quang Nam province.

At the same time, calling for investment in exploiting Chu Lai Airport according to the planning and orientation of forming an economic ecosystem and airport urban area, striving to complete investment procedures in the first 6 months of 2025 and complete the construction of the airport within 2 years.

The Prime Minister assigned the Ministry of Transport (now the Ministry of Construction) to urgently direct the completion of the Chu Lai Airport Planning for the 2021-2030 period, with a vision to 2050, and approve it according to its authority in the second quarter of 2025.

The Ministry of Construction, the Ministry of National Defense and relevant ministries and agencies are responsible for closely coordinating and supporting Quang Nam province in the implementation process.
