Adjusting this investment project does not increase the total investment, only extending the project implementation period from 2020 - 2023 to 2020 - 2024 and the detailed structure in the total investment.
According to Decision No. 506, dated February 18, 2021 of the Provincial People's Committee, the total investment of the project is 300 billion VND, including: construction cost of more than 247.231 billion VND, project management cost of more than 3.67 billion VND, construction investment consulting cost of more than 14.02 billion VND, other costs of 3.79 billion VND and contingency cost of nearly 30.86 billion VND.
This adjustment decision will increase construction costs to nearly VND261.94 billion, project management costs to more than VND4 billion, and at the same time reduce costs of other investment structures in the project to ensure maintaining the approved total investment of VND300 billion.

According to the Quang Nam Agricultural and Rural Development Project Management Board, the investor signed a contract with Dat Phuong Group Joint Stock Company to execute the construction package (July 5, 2021), in the form of a contract with an adjusted unit price. The project started construction in July 2021 and was handed over and put into use in October 2022.
However, during the construction process, the price of construction materials and fuel increased dramatically, especially in the second and third quarters of 2022, increasing construction investment costs, so it is necessary to adjust the detailed structure of the total investment to finalize the project. Currently, the investor is preparing documents and procedures to adjust the project in accordance with regulations.
It is known that this is a group B project, invested from the central budget; by the Vietnam - Netherlands Water and Environment Center Joint Venture and Construction Consulting Joint Stock Company 23 as the contractor for the investment project. The project has built an underground dike about 1,530m long, connecting with the emergency anti-erosion project and protecting the Hoi An coast, combined with dredging Cua Dai to the north. The landfill and beach creation are 600m long with the source of sand for landfill and beach creation dredged in the Cua Dai area.
The project's goal is to urgently prevent erosion and protect Hoi An's coastline, contributing to the development of tourism, services, and local socio-economic development.
