The Ninh Thuan Province Drought, Erosion, Flood and Climate Change Adaptation Project has a total investment of VND 945,279 billion; of which, AFD loan is VND 688,933 billion, the province's counterpart capital is VND 213,120 billion and the non-construction component, with a cost of VND 43,226 billion, is used from non-refundable aid. The project is implemented in the districts of Ninh Son, Ninh Phuoc, Thuan Nam, with the goal of contributing to overcoming drought, adapting to climate change, promoting the effectiveness of drought prevention and control; regulating water between regions, proactively creating water sources for people's lives and production; ensuring direct irrigation for more than 3,000 hectares of agricultural land and creating water sources for the expanded irrigation area upstream of Ta Ranh and Bau Zon lakes of 1,500 hectares; supplying additional water to Ranh Ra, Ta Ranh and Bau Zon lakes, ensuring stable irrigation for 1,305 hectares of agricultural land; at the same time, supplying water for people's lives, industrial activities and tourism in the southern region of the province. Currently, the project's implementation steps are being accelerated by the Provincial People's Committee and AFD, ensuring that all conditions for signing the loan agreement are met.

At the meeting, Mr. Hervé Conan, Director of AFD in Vietnam, said that according to the plan, the project's construction contractors will start construction in November 2025. However, the biggest problem at present is that the project has not been included in the medium-term public investment plan for the period 2021-2025, so the National Assembly has not approved it, so the negotiation and signing of the loan agreement at the end of this year will be delayed, affecting the progress of project implementation. Mr. Hervé Conan committed that AFD is ready to support the province to prepare the conditions for project implementation as soon as possible. At the same time, he noted measures to minimize impacts on the environment, forests, and habitats in the areas where the project is implemented.
Speaking at the meeting, the Vice Chairman of the Provincial People's Committee thanked and appreciated Mr. Hervé Conan's interest and support for the project implemented in Ninh Thuan province. In order to move towards the commitment of AFD to approve the project, the province will continue to review and complete the procedures for inclusion in medium-term public investment to have a basis for signing the project; at the same time, accelerate the project implementation, ensuring that all conditions are met to sign the loan agreement. The Vice Chairman of the Provincial People's Committee hopes that AFD will always accompany, regularly share and exchange work with relevant central ministries and branches to soon reach an agreement on loan terms so that the project can be implemented on time, and soon implement the project to serve the socio-economic development of the province.
