Several universities in Ho Chi Minh City are expected to increase tuition fees for the 2023-2024 school year.

After the Government agreed with the plan for universities and vocational training institutions to implement the roadmap for increasing tuition fees according to Decree 81/2021/ND-CP in accordance with specific conditions, the 2023 Enrollment Plan of many universities in Ho Chi Minh City announced that tuition fees for the 2023-2024 school year will increase compared to the previous school year.
The University of Information Technology, Vietnam National University, Ho Chi Minh City, plans to charge tuition fees of VND33 million for the regular program and VND50 million for the advanced program for the 2023-2024 academic year. Meanwhile, the tuition fees of the previous academic year were VND29 million for the regular program and VND45 million for the advanced program.
The University of Natural Sciences, Ho Chi Minh City National University , estimates tuition fees at 24.9-30.4 million VND/academic year for the general program, 30.9-50.8 million VND/academic year for the high-quality program. The advanced program is 53 million VND/academic year. Meanwhile, in the previous school year, the school's tuition fees ranged from 21.5-47.3 million VND/academic year, depending on the training program.
In 2023-2024, Ho Chi Minh City University of Technology, Vietnam National University, plans to raise the average tuition fee to 30 million VND/academic year for general students (an increase of 2.5 million VND compared to the previous year); 80 million VND/academic year for students of high-quality, advanced programs (an increase of 8 million VND compared to the previous year).
At Ho Chi Minh City University of Economics , for the 2023 enrollment period, the tuition fee will be 940,000 VND/credit for the first year, 1.1 million VND/credit for the second year, 1.24 million VND/credit for the third year, and 1.4 million VND/credit for the fourth year.
The tuition fees of Ho Chi Minh City University of Medicine and Pharmacy announced in the 2023 Enrollment Plan also increased compared to the previous school year. Accordingly, the expected tuition fees for the 2023-2024 school year range from 4.18-7.7 million VND/month (3.7-7 million VND/month in the previous school year).
According to the school, the average total training cost of 1 student/school year in 2022 is more than 31 million VND. The school plans to increase tuition fees by a maximum of 10% each year.
Along with the implementation of the tuition fee increase roadmap over the years, universities also implement scholarship policies for excellent students and support students from difficult circumstances. In particular, many schools deduct 8-15% of the total tuition fee of the admission course to support scholarships for new students or scholarships to encourage and attract students and basic science majors, priority training majors of the school...
In addition to tuition funding, schools also connect with units and businesses to increase support resources and provide scholarships for students, especially students in difficult circumstances.
However, the number of students who can win these scholarships is still modest compared to the number of students enrolling each year at schools. In the context of university autonomy and tuition fee adjustment, according to experts, expanding credit policies for students is one of the effective solutions to help students have more conditions to study.
A survey by Ho Chi Minh City National University shows that over 10% of students at this university have a need to use credit policies. Meanwhile, the model currently being implemented at this unit is very small in scale, not meeting the needs of students. According to Associate Professor, Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, designing a credit policy for students is necessary.
This is one of the projects that Ho Chi Minh City National University has coordinated with the City People's Committee to develop since 2022. To implement this policy in practice, it is necessary to have the City People's Committee's policy in implementing breakthrough mechanisms, specific to the city; such as the mechanism for implementing, mobilizing and creating credit capital for students, using the city's budget to compensate for cases of capital loss risks.
Taking note of the opinions of schools as well as the needs of students, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that the City is finalizing and preparing to operate a new credit policy mechanism on a larger scale, to increase the number of students accessing this policy. In particular, the City will have a mechanism to mobilize diverse resources, thereby expanding the subjects accessing the policy.
