Recently, a series of universities in big cities have opened branches in the provinces. Notably, some localities have issued notices inviting public universities to establish branches. Some localities have also issued specific criteria to 'score' and select candidates.
C CHOOSE A SCHOOL WITH A HIGH TOTAL SCORE
On October 1, the People's Committee of Tay Ninh province issued a notice inviting the establishment of university branches in the province on the basis of reorganizing Tay Ninh Pedagogical College. Accordingly, the subjects attracting the establishment of university branches according to the requirements of this locality only include public universities under the Ministry of Education and Training. Universities in need need to submit a registration form to participate, along with a self-assessment table according to the criteria announced by the People's Committee of Tay Ninh province.

On that basis, the Provincial People's Committee established a council to review and evaluate the selection of application files that meet the requirements on documents and criteria and achieve a total score of 80 points or more (according to the self-assessed records). On that basis, the university with the highest total score will be selected to develop a project to establish a branch in the province according to regulations.
Along with this announcement, the People's Committee of Tay Ninh province announced to public universities nationwide the criteria for selecting universities to establish branches in the locality. Accordingly, the selected schools, in addition to meeting the general objectives, must fully meet the specific criteria with a total score of 80/100 points or more to be eligible for selection (100-point scale).
This set of criteria includes two elements: implementation experience (75 points) and proof of financial capacity (25 points). Although accounting for only 25 points, the criteria for proving financial capacity also have high requirements for universities registering to establish branches. Notably, financial capacity also shows that the school needs to be a public service unit that self-insures regular expenses of group 2 or higher according to the Government's regulations on the financial autonomy mechanism of public service units.
Previously, according to information from the People's Committee of Tay Ninh province, many working groups of universities conducted surveys and proposed establishing branches of these universities in the province, such as: Ho Chi Minh City University of Education, Dong Thap University and Tra Vinh University.

In addition to Tay Ninh, Binh Phuoc province also discussed with a number of higher education institutions about opening branches in the locality, inviting Ho Chi Minh City University of Technical Education and Dong Thap University to work. Finally, the locality decided to choose Ho Chi Minh City University of Technical Education because the school trains many professions in the field of technical technology, in line with the locality's development goals.
Gia Lai Pedagogical College officially becomes Ho Chi Minh City University of Education Branch in Gia Lai
Ho Chi Minh City University of Technical Education and the People's Committee of Binh Phuoc province have just signed a cooperation agreement for the period 2024 - 2027 with the important content that in the first quarter of 2025, the branch of this university in Binh Phuoc will come into operation. Ho Chi Minh City University of Technical Education branch uses all facilities and equipment of Binh Phuoc College.
Recently, many university branches have been established on the basis of local colleges. Most recently, on October 10, the People's Committee of Soc Trang province held a ceremony to temporarily hand over the facilities of Soc Trang Community College to Can Tho University to receive and establish a branch in this province. On that basis, Can Tho University established a branch in this province to solve the need for on-site learning and shorten the travel distance for students.
In September, the Minister of Education and Training also signed a decision to establish a branch of Ho Chi Minh City University of Education in Gia Lai province on the basis of merging Gia Lai College of Education. Previously, this university had another branch in Long An on the basis of Long An College of Education.
Many other universities have also established branches in other localities such as: Ho Chi Minh City University of Agriculture and Forestry Branch in Gia Lai and Ninh Thuan, Ho Chi Minh City University of Economics Branch in Vinh Long, Ton Duc Thang University Branch in Khanh Hoa...
The country currently has 30 branches of university education institutions.
According to the draft summary report of the University and Pedagogical Education Network Planning for the period 2021 - 2030, with a vision to 2050, the country currently has 30 branches of higher education institutions, including 20 newly established branches, 4 branches established on the basis of pedagogical colleges, and 9 branches on the basis of universities. The scale of the branches is considered low but has contributed to improving the coverage of higher education in some localities, especially in difficult areas.
P ON-SITE HUMAN RESOURCE TRAINING SERVICE
According to many localities, there is a need to invite public universities to establish branches in the locality to serve the training of local human resources. In the announcement of the People's Committee of Tay Ninh province, the purpose of the call is to develop the education and training system, contributing to improving the quality of local human resources. At the same time, it is to exploit and promote the effective use of land and facilities of Tay Ninh Pedagogical College.
Tay Ninh province's desire when establishing a local university branch is to provide multi-disciplinary and multi-field training. In particular, there are training majors that are suitable for the development orientation and training of human resources of the province according to the Project on developing high-quality public human resources in Tay Ninh province for the period 2022 - 2025, with a vision to 2030. Specific fields include: education (preschool, primary, secondary and high school teachers); healthcare; information technology and digital transformation; tourism; agriculture; economics; postgraduate training (with the above groups of majors).
Sharing at the opening ceremony of the new school year of the Ho Chi Minh City University of Education Branch in Long An, the representative of this locality said that there is currently a shortage of 1,169 teachers. The province has focused on implementing many solutions to overcome this situation but has not yet completely resolved it according to actual requirements. This locality hopes that the Ho Chi Minh City University of Education Branch in the province will help train and foster a team of quality teachers and gradually realize the human resource training program to meet the needs of industrial and agricultural development of the province.
At the signing ceremony of cooperation with Ho Chi Minh City University of Technical Education, the representative of Binh Phuoc Provincial People's Committee also said that every year, 43% of students apply to universities and colleges nationwide. The province conducted a survey with 20,000 12th graders and 55% of them wish to study at universities in the province. On the other hand, students from neighboring provinces of Binh Phuoc also want to study at universities near their locality.
According to the initial plan, Can Tho University Branch in Soc Trang is expected to organize short and medium-term training courses in the fields that the locality needs. By 2025, the branch plans to provide full-time university training in 3 majors: accounting, law, logistics and supply chain management. In addition, the branch will provide master's training in the following majors: information technology, agricultural systems specializing in climate change and sustainable tropical agriculture, and crop science specializing in smart agricultural engineering.
However, an expert commented: "From the reality of the branches that are operating, it can be seen that enrollment is not really effective. Many training majors have lower benchmark scores than the main campus. Therefore, the establishment of many branches in the context of ineffective operations is also worrying."
In line with the policy of streamlining the apparatus and improving operational efficiency.
Speaking at the launching ceremony and opening ceremony of the 2024-2025 school year of the Ho Chi Minh City University of Education Branch in Long An on October 5, Deputy Minister of Education and Training Nguyen Van Phuc said that the Ministry is currently assigned to develop two projects to submit to the Government, including a project to plan the network of university and pedagogical education institutions for the 2021-2030 period, with a vision to 2050 in the spirit of the policy of streamlining the apparatus and improving operational efficiency. The Ministry of Education and Training found that the project to establish the Ho Chi Minh City University of Education Branch on the basis of merging Long An Pedagogical College is consistent with the Party's guidelines, policies and guidelines; the law amending and supplementing a number of articles of the 2018 Law on University Education; Decree No. 99/2019/ND-CP guiding the implementation of the revised Law on University Education.

In particular, the branch in Gia Lai will take on the responsibility of training human resources for this province as well as some provinces in the Central Highlands and neighboring areas. The school is committed to giving maximum priority to training pedagogical majors at the established branches to ensure enough teachers for provinces and cities in the Mekong Delta, the Southeast and the Central Highlands, especially teachers of subjects that are lacking as well as in need from the general context of developing branches according to the plan and roadmap".
