At 8:00 p.m. on November 12, on the fanpage "Review for the Ho Chi Minh City National University Competency Assessment Exam" of a teacher in Ho Chi Minh City (currently with more than 68,000 followers), a photo of a text message allegedly between a candidate and the Ho Chi Minh City National University fanpage asking about candidates for the 2025 Competency Assessment Exam was posted.

In the response to candidates, the Ho Chi Minh City National University fanpage said: "The 2025 capacity assessment exam has an age limit and is only for 12th grade candidates applying to universities."

This information immediately attracted the attention of many candidates and parents. Most of them expressed surprise and even anger at this.

"Independent candidates like us have been and are preparing to go to the battlefield. Ho Chi Minh City National University is blocking the path to university," a candidate shared.

Many students and parents also continuously sent questions to Tuoi Tre newspaper, wondering: "For the past few years, there has been no regulation limiting the age of candidates taking the exam, so why is this strange rule being created this year?"

The contestants remain unchanged from previous years.

The reason why the regulations on candidates for the exam are of interest is because the information on the structure of the Ho Chi Minh City National University's competency assessment test from 2025 has been adjusted to suit the 2018 general education program.

Many people think that independent candidates in 2025 (graduated from high school from 2024 or earlier) do not study the new general education program, so they will be limited from taking the 2025 competency assessment exam.

On the morning of November 13, speaking with Tuoi Tre Online reporters about this, Dr. Nguyen Quoc Chinh - Director of the Center for Testing and Training Quality Assessment of Ho Chi Minh City National University - said: "The subjects of the Ho Chi Minh City National University's competency assessment exam are always "those who are qualified to take the exam/be admitted to university and college".

Details have been published in the official regulations of Ho Chi Minh City National University. 2025 is also unchanged from previous years".

Responding to the question of whether 11th grade students in the 2024-2025 school year are allowed to register for the 2025 competency assessment exams to test their abilities or reserve their results for admission next year, Mr. Chinh said: "11th grade students are not eligible to take the exam. Since the organization of the competency assessment exam began in 2018, Ho Chi Minh City National University has clearly stipulated this."
