On the afternoon of November 24, discussing the draft Law on Road Traffic Order and Safety, delegate Tran Thi Thu Phuoc (Kon Tum delegation) proposed regulations on points and deductions for driving licenses, thereby contributing to raising awareness of traffic participants.

Drivers will be self-conscious about the number of points on their driving license.
According to delegate Phuoc, a driver's license is one of the very important documents, not only a means of recognizing the ability of a person with sufficient capacity and conditions to drive a vehicle, but also an effective tool for state management in the field of ensuring traffic safety.
However, in recent times, traffic safety violations have become extremely complicated. Many serious traffic accidents have occurred, causing huge losses in human lives and property, making people worried and frustrated.
Part of the reason for this situation is due to the low awareness of drivers. Moreover, the legal consequences for administrative violations are only temporary and not enough to deter violations.
From the above mentioned practice, the female delegate of Kon Tum province proposed that the National Assembly and the drafting committee add regulations on calculating driving license points.
Accordingly, deducting driving license points is a state management measure. This measure will directly affect the awareness of vehicle drivers, and has been applied by many countries in the world.
Depending on the violation, the driver will be deducted a certain number of points. If the violation is repeated, the driver will be deducted many times, until the driver's license is revoked and forced to retake the course.
With the above regulations, drivers are forced to be self-aware of the number of points on their driving license, minimizing the possibility of violations that will result in points being deducted.
"In the past, even if we wanted to, this policy was difficult to implement due to technological limitations. However, currently, following the digital transformation trend of our country through the interconnection of database systems, state management agencies can monitor and grasp a variety of information to serve management work," said Ms. Phuoc.
Notably, according to the female delegate, if applied, the driving license points can also be used as a target and criterion for employers to use when recruiting workers to drive for them.
According to National Assembly delegates, deducting driving license points will help raise awareness of traffic participants.
Government: Will study and supplement accordingly
Previously, during the process of drafting the Road Traffic Safety Law, the Ministry of Public Security proposed that each driving license have a total of 12 points. Points will be deducted from the driving license if the driver violates the law on road traffic safety.
If all points are deducted, the driving license will no longer be valid. Drivers who want to be issued a new driving license must study and take the test after 6 months as in the case of first-time driving license issuance.
Driver's license points data will be updated to the database system immediately after the penalty comes into effect. The specific points deduction will be determined by the Government.
However, in some recent drafts, the above proposal is no longer retained. Explaining this change, the Ministry of Public Security said that after studying and absorbing comments from experts and scientists as well as referring to international experience, deducting driving license points is a form of handling administrative violations, so it needs to be amended and supplemented in the Law on Handling Administrative Violations.
The Ministry of Public Security said it is proposing that the Government report to the National Assembly to develop a pilot resolution on deducting driving license points for administrative violations in the field of traffic.
Also related to this content, on November 10, at the group discussion session, many National Assembly delegates proposed adding to the draft Law on Traffic Safety regulations on points and deductions from driving licenses.
Explaining the above group of opinions, the Government said it will accept and direct the drafting agency to coordinate with relevant agencies to research and supplement appropriately.
