Proposing the integration of AI and big data to improve labor market analysis capabilities

National Assembly delegates proposed to add regulations on integrating AI technology and big data to forecast labor to improve the ability to analyze the labor market in the context of international integration.

On the afternoon of March 25, full-time National Assembly deputies discussed the draft Law on Employment (amended).

The draft Law currently has 8 chapters and 61 articles, 1 chapter and 33 articles less than the draft law submitted to the National Assembly at the 8th Session.

Many contents in the draft law have been revised in the direction of integration or abolition to make the regulations clear, substantive, and within the authority of the National Assembly.

Improve labor market analysis capabilities

To effectively implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, delegate Tran Van Khai (Ha Nam) said that the draft Law on Employment (amended) needs to be adjusted according to three focuses: Developing digital human resources, perfecting the digital infrastructure of the labor market and promoting creative employment.

Regarding the issue of digital human resource development, delegate Tran Van Khai proposed to supplement regulations on the development of digital skills and high-tech human resources; at the same time, to include the principle of "valuing talents" in the Law as a basis for attracting and rewarding experts in high-tech fields and encouraging businesses to recruit people with deep expertise; there should be a retraining policy for workers to adapt to digital transformation, ensuring that no one is left behind.

Believing that it is necessary to build a unified, interconnected and user-friendly labor market information system, delegate Tran Van Khai proposed adding the principle of "open data" in the regulations on the labor market information system, in order to ensure that labor market data is maximally public, so that businesses and workers can easily exploit information, analyze employment trends, thereby connecting supply and demand more effectively.

In addition to connecting with state databases, delegates also proposed adding regulations to encourage private employment platforms to connect and share data with the national labor market information system; requiring the application of new technologies (AI, big data) in labor market analysis and forecasting, helping to forecast information accurately and promptly, improving the efficiency of labor market management.

Regarding the issue of promoting creative employment, according to delegate Tran Van Khai, it is necessary to perfect regulations to create motivation for the development of new forms of employment, employment in the field of innovation...

Sharing the same view, delegate Thach Phuoc Binh (Tra Vinh) proposed to add regulations on integrating AI technology and big data to forecast labor to improve the ability to analyze the labor market in the context of international integration; at the same time, update data in real time to ensure synchronization and connectivity with the data system on social security, unemployment insurance, and vocational education.

Regarding the connection of the labor market information system with other databases, delegate Thach Phuoc Binh suggested that the draft Law should clarify technical standards when connecting, avoiding the situation of fragmented and asynchronous data; at the same time, supplement the mechanism to monitor and inspect data quality, ensuring accurate and transparent information.

Proposal for decentralization to local authorities

Regarding this issue, delegate Nguyen Thi Thu Ha (Quang Ninh) proposed to add more decentralization to localities and complete the draft Law in the direction that the central state management agency for employment presides over, coordinates the construction, management and operation of, and decentralizes the exploitation of the labor market information system to localities.

"In fact, if localities are not decentralized to exploit the labor market information system, they cannot carry out management, research, policy making, labor market analysis, forecasting, and support for labor market agencies, organizations, businesses, and individuals participating in the labor market in the area. Thus, this decentralization really needs support from central agencies and decentralization to localities," said delegate Nguyen Thi Thu Ha.

Clarifying the issue raised by the National Assembly delegate, Deputy Minister of Home Affairs Le Van Thanh said that regarding information systems, the principle of the draft Law is that the database collecting this information is shared with the national database, population database and other databases.

Therefore, the Ministry of Home Affairs will add more categories to make it easier to exploit according to the Law on Databases; at the same time, clarify the responsibilities of localities, facilitate and ensure digital transformation in the spirit of Resolution No. 57-NQ/TW.

Continuing to institutionalize Resolution No. 57-NQ/TW of the Party, Deputy Minister of Home Affairs Le Van Thanh said that he will continue to research to make accessing and sharing information more convenient and easier.

"The main goal of the information system is to post all information of workers so that employers can easily exploit information and recruit; workers can easily find better jobs," said the Deputy Minister of Home Affairs./.
