According to the report of the Department of Planning and Investment, the National Highway 5 service road project must be from Ghe intersection to Lai Cach intersection (km40+240-km43+870) the remaining sections and from Lai Cach commercial urban area to the end of Cam Binh Shoe Company on the left side of the route (km44+205 - km44+795).
The project investment objective is to synchronously connect the feeder road sections in Cam Giang district, enhance the exploitation capacity, ensure traffic safety, improve travel conditions, reduce congestion and traffic accidents on National Highway 5; create convenience for people and businesses in the area to live and do business; gradually complete the feeder road system along both sides of National Highway 5 through Cam Giang district and Hai Duong province; contribute to attracting investment and developing the socio-economy of Cam Giang district in particular and Hai Duong province in general.
Accordingly, the right-hand side of Highway 5 from Ghe intersection (km40+240) to Lai Cach intersection (km43+870) consists of 4 sections.
Section 1 has the starting point intersecting with district road 195B (Ghe intersection area at km40+240 of National Highway 5); the end point connects with the service road through Tan Truong industrial park at km40+655 of National Highway 5; length is about L=419.5m.
Section 2 has the starting point connecting to Tan Truong service road (corresponding to km41+815 of National Highway 5). The end point connects to Tan Truong industrial park service road (corresponding to km42 of National Highway 5). The length of the route is about L=178.5m.
Section 3 has the starting point connecting to Tan Truong service road (corresponding to National Highway 5 at km42+142). The end point connects to the service road through Cam Giang District Treasury (corresponding to km43+120 National Highway 5). The length of the route is about L=985m.
Section 4 starts at the intersection with Nguyen Danh Nho street and the road through Cam Giang district treasury (corresponding to km43+525 of national highway 5). The end point is at the intersection of Lai Cach town (corresponding to km43+870 of national highway 5). The length of the section is about L=301.65m.
The left-hand collector road from Lai Cach commercial urban area to the end of Cam Binh Shoe Company on the left side of the route (km44+205 – km44+795 National Highway 5). The starting point of the route intersects with Hoa Binh street in Lai Cach commercial urban area (corresponding to km44+190 National Highway 5). The end point is at Cam Binh Shoe Company area (corresponding to km44+786 National Highway 5). The length of the route is about L=593.5m.
The total length of the above sections is about L=2.48 km, the feeder roads are built according to TCVN 4054:2005 standards (equivalent to level IV - plain roads) in accordance with the approved planning scale. The project uses about 3.22 hectares of land in Cam Giang district.
The total project investment is expected to be over 345 billion VND; implementation period is 2024-2026.
Chairman of the Provincial People's Committee Le Ngoc Chau made a concluding speech that the Provincial People's Committee agreed on the investment policy of the above project, requested the Department of Planning and Investment, Department of Transport and Cam Giang district to absorb the opinions of the leaders of the Provincial People's Committee, departments and branches at the meeting, continue to review the total investment, especially the site clearance cost, and estimate that if the cost arises, it will still be in the reserve. Assign the Provincial People's Committee Office to complete the draft to report to the Party Committee and submit to the Provincial Party Committee Standing Committee.
At the meeting, the Hai Duong Provincial People's Committee also considered the draft proposal submitted to the Provincial People's Council by the Hai Duong Department of Health on the Regulation on the quantity and level of monthly support for medical staff in villages and residential areas in communes, wards and towns in Hai Duong province. Reviewed reports from the Department of Planning and Investment on the proposal to issue a Decision on the List of land plots for bidding to select investors using land in Hai Duong province; reported on the proposal to adjust the investment policy of the projects: Investment in the construction of the road and Van bridge connecting National Highway 37 from Chi Linh city to the approach road to Trieu bridge, Kinh Mon town; Investment in the construction of the extended Provincial Road 396 (the section connecting from Provincial Road 391 to Provincial Road 390); Upgrading and expanding Provincial Road 391 from Hai Duong city to the East-West axis road, Hai Duong province; reported on the proposal for the investment policy of the Project to build a new evidence warehouse of the Civil Judgment Enforcement Agency of Hai Duong province. Review the report on the zoning plan for Hoang Dieu Industrial Park, Gia Loc District, scale 1/2000 of the Department of Construction.
