Proposing new national products for the National Product Development Program to 2030

Sectoral and sectoral management ministries and provincial people's committees continue to propose new national products that can participate in the National Product Development Program until 2030.

On August 16, the Ministry of Science and Technology held a workshop to guide the implementation of the National Product Development Program to 2030.

Since 2010, the Prime Minister has approved the "National Product Development Program to 2020" in Decision No. 2441/QD-TTg dated December 31, 2010 with a list of 18 national products. The Ministry of Science and Technology and relevant ministries have organized the development of 13/18 products.

The program was implemented closely following the set goals, forming and developing Vietnamese products with advanced technology, on a large scale, and initially achieving certain results.

For example, with high-quality rice products, the Program has focused on researching and creating new varieties that adapt to climate change, and has developed a technical package for intensive farming that reduces seed demand by 50% while still ensuring productivity, bringing in indirect revenue of 1,500 billion/year.

Mobile oil rig products help participating enterprises reduce investment costs compared to imports by 10-15% (equivalent to about 23 million USD). These results have a widespread and positive impact on enterprise development, contributing to improving the efficiency of scientific and technological activities, attracting the participation of enterprises, contributing to sustainable and effective socio-economic development.

Based on those results, on February 1, 2021, the Prime Minister signed Decision No. 157/QD-TTg promulgating the National Product Development Program to 2030 with the following objectives: Research and apply advanced technology and achievements of the 4th industrial revolution to production and development of national products to increase productivity, quality and competitiveness of national products in domestic and international markets; by 2030, form and develop at least 10 new national products; continue to support enterprises in researching and developing to expand production scale, improve quality and competitiveness of national products approved in the National Product Development Program to 2020.

Implementing the Program for the period up to 2030, recently, the Ministry of Science and Technology has submitted to the Prime Minister for approval to continue developing 3/3 products serving national security and defense chaired by the Ministry of National Defense in the form of special national science and technology tasks (from 2021); considering continuing to develop 8 national products in the previous period to be deployed in the period up to 2030, including: High-quality, high-yield Vietnamese rice products; Edible mushroom and medicinal mushroom products; High-quality Vietnamese catfish products and products processed from catfish; Brackish water shrimp; High-quality Vietnamese coffee; Vaccines for livestock; Vietnamese ginseng products; Semiconductor microchip products.

At the same time, to have a suitable legal corridor for the current period, in accordance with legal regulations, the Ministry of Science and Technology has developed and issued Circular No. 04/2024/TT-BKHCN dated June 12, 2024 regulating the management of the National Product Development Program until 2030.

At the workshop, Deputy Minister of Science and Technology Tran Hong Thai asked managers, experts, scientists, representatives of organizations and individuals who have, are and will participate in the National Product Development Program to 2030 to discuss, exchange and answer questions about regulations on Program management, management of national science and technology tasks, thereby considering, selecting and proposing new national products that can participate in the National Product Development Program to 2030, organizations and individuals participating in implementing national product development tasks under the Program.

Mr. Do Huu Hao, Head of the National Product Development Program to 2030, said that in the period of 2010-2020, besides the positive results, there were products that were completed after the implementation period, but currently have no market so they are temporarily not being produced; there were products that have not been implemented because there were no organizations or businesses willing to participate and coordinate in development as originally planned.

At the workshop, units of the Ministry of Science and Technology introduced new points of Circular 04/2024/TT-BKHCN regulating the management of the National Product Development Program to 2030; financial mechanisms to implement science and technology tasks under the National Product Development Program to 2030.

Mr. Nguyen Phu Hung, Director of the Department of Science and Technology of Economic and Technical Sectors (Ministry of Science and Technology) said that in the process of implementing Circular 04/2024/TT-BKHCN, if there are any problems, organizations and individuals are requested to synthesize information and send it to the Ministry of Science and Technology for research, amendment and supplementation as appropriate.

In the coming time, ministries, branches and localities, based on reality and development needs, will proactively research and synthesize information from organizations and individuals, propose a list of national products, coordinate with the Ministry of Science and Technology to evaluate, submit to the Prime Minister for approval of the list of national products and effectively implement the program.

Article 7, Circular No. 04/2024/TT-BKHCN regulating the management of the National Product Development Program until 2030 stipulates: The Ministry of Industry and Sector Management and the Provincial People's Committee shall, based on the regulations on selecting national products, develop a National Product Proposal Form according to regulations and send it to the Ministry of Science and Technology. The Ministry of Science and Technology shall synthesize, review and evaluate national product proposals from the Ministry of Industry and Sector Management and the Provincial People's Committee, and submit it to the Prime Minister for approval of the List of National Products. The Minister of Science and Technology shall review and submit to the Prime Minister for decision on priority national products for development under the direction of the Government and the Prime Minister.

Based on the proposals of the sectoral and sectoral management ministries and the Provincial People's Committees, the Ministry of Science and Technology synthesizes, reviews, evaluates, and submits to the Prime Minister for consideration and decision on amending and supplementing the List of National Products.

For national products approved by the Prime Minister in the National Product Development Program to 2020 that need continued support to expand production scale, improve quality and competitiveness in the National Product Development Program to 2030, the sectoral and sectoral management ministries and provincial People's Committees shall, based on the actual situation, synthesize the needs and send them to the Ministry of Science and Technology for synthesis, consideration and submission to the Prime Minister for approval.
