Proposing 09 solutions to implement policies and laws on the operations of public service units

Reporting at the meeting, Chairman of the Law Committee Hoang Thanh Tung - Deputy Head of the Standing Committee of the Supervisory Delegation said that, implementing the Supervisory Plan, the Supervisory Delegation has collected and synthesized documents related to the supervisory topic; developed a report outline to send to the supervised agencies; synthesized reports, analyzed and processed information. At the same time, organized working delegations to work directly in 09 localities, with a number of universities, public hospitals, cultural and artistic establishments, grassroots units...; worked with 11 Ministries before working with the Government on the supervision results; organized meetings to discuss, give opinions, and complete the draft Supervisory Results Report, draft Resolution on thematic supervision, sent to the Government for written comments and received and completed them for submission to the Standing Committee of the National Assembly for consideration.

Many important results

According to Chairman of the Law Committee Hoang Thanh Tung, from 2018 to present, the Government, ministries, branches and localities have made many efforts to implement policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units (PSUs), achieving many important results, notably: Information and propaganda work has been carried out vigorously, contributing to transforming and changing the awareness of cadres, civil servants, public employees, workers in sectors, levels, PSUs and the whole society; Focusing on institutionalizing the Party's policies and guidelines, perfecting the legal framework on the organization and operation of PSUs;

At the same time, the arrangement and reorganization of public service delivery units achieved positive results, especially in the period of 2015 - 2021, exceeding the set target (reduced by 13.33%/target of 10%). The public service delivery units after the arrangement and reorganization have promoted their leading role, improving the quality of public service provision; Most agencies have developed a project to streamline the payroll of public service delivery units receiving salaries from the state budget (NSNN) under their management; in the period of 2015 - 2021, the total payroll of public service delivery units has decreased, exceeding the set target (reduced by 11.67%/target of 10%); the number of deputies has basically met the prescribed criteria;

In addition, the policy of socializing the provision of public career services has gradually become effective; contributing to meeting the people's demand for high-quality services and reducing pressure and overload in the operations of public service delivery units; The management capacity of public service delivery units has been gradually improved; the internal organizational structure of many units has been reviewed and rearranged in a streamlined direction;..

The arrangement and reorganization of public service units is still mainly mechanical.

In addition, the implementation of policies and laws on innovation of organization and operation of public service delivery units also has some shortcomings and limitations, specifically: The institutionalization of the Party's policies and the completion of laws on organization and operation of public service delivery units are still incomplete and untimely; legal regulations on organization and operation of public service delivery units are still scattered, with limited consistency; the implementation of some documents still faces difficulties and obstacles;

The arrangement and reorganization of public service units is still mainly mechanical. The speed of arrangement and reorganization of public service units is slowing down in the period 2021 - 2023;

The reduction of public sector payrolls in the 2021-2023 period in localities is low. There is still a leveling off in the implementation of the target of reducing public sector payrolls by 10%. Policies to improve the quality of human resources are implemented slowly, with low results;

The policy to promote the socialization of public service provision according to the market mechanism is not yet consistent. The process of transforming qualified public service units into joint stock companies is slow and the results are very low. There are still many obstacles in establishing multi-ownership enterprises in research institutes and universities;

Along with that, the guidance and application of the enterprise-like governance model for public service units that self-insure for regular and investment expenditures is still confusing and ineffective. The policy of establishing school councils in all public higher education institutions is still inadequate;…

Proposing 03 groups of solutions and ensuring resources with 09 contents

The monitoring results report specifically stated the responsibilities of the Ministries managing the sectors and fields, and provincial-level local authorities for the above-mentioned limitations. The monitoring delegation recommended 03 groups of solutions on institutional improvement, implementation organization and resource assurance with the following 09 main contents:

First, it is necessary to continue to promote information and propaganda work, raise awareness and responsibility of agencies, units and localities; do a good job of ideological work for cadres, civil servants, public employees and workers, create unity, consensus and high determination in arranging and reorganizing public service delivery units in the coming period.

Focus on reviewing, amending, supplementing, and promulgating new legal documents to fully, promptly, and synchronously institutionalize the Party's policies and overcome shortcomings and difficulties in the organization and operation of public service delivery units.

Continue to promote the arrangement and reorganization of public service units with the following basic solutions: Ministries, branches and localities develop specific plans and roadmaps to continue promoting the arrangement of public service units; strengthen direction, inspection and supervision to strive to achieve goals and complete the tasks and solutions set out; In the first quarter of 2025, complete the planning of the network of public service units in sectors and fields associated with the planning and socio-economic development plans;...

In 2024, complete the approval of civil servant job positions and the structure of civil servants according to professional titles; continue to reduce the number of career positions receiving salaries from the State budget based on job positions, achieving the set goals, taking into account the characteristics of the education and training and health sectors.

Promote the equitization of public service units, striving to ensure the goal of converting 100% of qualified economic and other public service units into joint stock companies by 2025.

Early completion of the roadmap for calculating full prices of public service services using the State budget as a basis for assigning tasks, placing orders or bidding for the provision of public service services according to regulations; implementing the roadmap for a market value mechanism with State management for prices of important public service services such as healthcare, higher education, vocational education, etc.

Timely approve the autonomy project of public service units, in which it is necessary to clearly define the roles, functions, tasks, organizational structure, human resources, and appropriate financial mechanisms, creating conditions for the units to develop stably and sustainably.

Public service units review and improve their internal organizational structure towards streamlining, drastically reducing focal points, eliminating intermediate levels, enhancing autonomy; promoting the application of information technology and advanced science and technology, applying international management standards and norms, contributing to improving the quality of public service, meeting the requirements of society and people.

Finally, it is necessary to continue to improve the effectiveness of the supervision activities of the National Assembly, People's Councils, the Vietnam Fatherland Front, socio-political organizations and the People on the implementation of policies and laws on innovation of the organizational and management system, and improving the quality and effectiveness of the activities of public service delivery units./.
