Right from the beginning of the year, the transport sector has strongly urged project management boards, supervision consultants, and construction contractors to focus on mobilizing machinery, equipment, materials, and human resources to speed up the construction progress of transport projects in the province.
Xuan Quang Bridge under Sub-project 1 - Ma River overpass was completed and technically opened to traffic on schedule, creating favorable conditions for people to travel.
Sub-project 1 - Ma River overpass and the road at both ends of the bridge from Km5+250 - Km7+250, part of the project connecting National Highway 1 with National Highway 45 from Hoang Xuan commune (Hoang Hoa) to Km5+250 - Km14+603 Thieu Long commune (Thieu Hoa) has a length of 14.6km with a total investment of 655 billion VND. The project started in February 2024, with the determination in leadership, direction and operation of the Provincial Party Committee, Provincial People's Committee and the transport sector, by early February 2025 the project was basically completed. Currently, contractors are focusing on human resources and means to complete the remaining items and install traffic safety systems and lighting systems along the entire route to ensure traffic opening as planned. According to the Thanh Hoa Traffic Construction Investment Project Management Board, during the project implementation, the construction had to be stopped due to the impact of storms No. 3 and No. 4 in 2024, which caused the water level of the Ma River to rise. The water level exceeded the licensed construction site elevation and continuous heavy rain (the total time of construction stoppage was 40 days) led to the contractor being unable to complete the project according to the adjusted construction progress milestones established to open the Xuan Quang bridge to technical traffic. Despite many difficulties, the project management board and contractors have been proactive, focusing all resources to implement the project, ensuring traffic opening according to plan.
The contractor is speeding up the completion of the project items connecting National Highway 1 with National Highway 45 from Hoang Xuan commune (Hoang Hoa) to Thieu Long commune (Thieu Hoa).
According to the 2025 plan, the transport sector will focus resources on completing key transport projects, such as: Coastal road project, Nga Son - Hoang Hoa section; road from Bim Son Industrial Park to coastal road, Nga Son - Hoang Hoa section; road from National Highway 47 to Ho Chi Minh road; road from Voi intersection (Thanh Hoa city) to Sam Son city... At the same time, urge contractors to focus on mobilizing machinery, equipment, raw materials, and human resources to speed up the construction progress of transitional projects, such as: Road from Dong Xuan intersection to Thanh Hoa city, through Dong Thanh and Dong Tien communes; road connecting Thanh Hoa city with Tho Xuan airport, from No Hen bridge to provincial road 514; road connecting National Highway 217 with National Highway 45 and National Highway 47; Cua Du bridge project... In addition, the transport sector is focusing on speeding up the progress and procedures to soon approve the pre-feasibility study reports of the projects: Ring Road 3, Eastern branch, from Hoang Hoa district to Quang Xuong district; inter-regional connecting roads from Ho Chi Minh road in Thanh Hoa province to National Highway 6 and CT.03 highway in Hoa Binh province; roads connecting Thanh Hoa city with Ngoc Lac district and western districts...
According to Deputy Director of the Department of Transport, Nguyen Duc Trung, the unit is currently actively coordinating closely with construction units in the process of implementing major and key traffic projects in the province to speed up the progress and disbursement of projects. Along with that, urging construction contractors to always ensure the conditions for implementing "3 shifts, 4 teams", "overcoming the sun, overcoming the rain" to speed up construction progress to ensure quality, progress, and aesthetics of the works, especially ensuring safety. Weekly and monthly meetings are held with construction units to promptly resolve difficulties and problems for each project. In case the contractor is not proactive and actively performing construction, slowing down the progress of the project, the investor, based on the provisions of the signed contract, proactively has a handling plan according to its authority or reports and proposes contents beyond its authority to the Chairman of the Provincial People's Committee. In addition, the Department of Transport also regularly coordinates and supports localities and investors in site clearance compensation and material supply (soil, sand for embankment) to speed up project construction progress.
