The Director of the Department of Agriculture and Rural Development is requested to inform the industry of the solutions in developing concentrated industrial marine farming areas, applying high technology, being environmentally friendly, suitable for environmental carrying capacity; reorganizing production according to the value chain and sustainable development.

Identify potential and advantages for marine aquaculture development:
- Decision No. 4209/QD-UBND dated December 15, 2016 of the Provincial People's Committee approving the planning of the fisheries sector of Quang Ninh province to 2030, with a vision to 2030 (Decision 4209) identifies the potential and organizes the planning of the marine farming area of 12,158 hectares;
- Implementing Document No. 6347/UBND-QLDD3 of the Provincial People's Committee dated September 13, 2021 on completing the development of the plan for area allocation and zoning in the planning of Quang Ninh province for the period 2021-2030, departments, branches and localities have reviewed and integrated into the provincial planning of 30,632 hectares, an increase of 2.5 times with Decision 4209.
- Implement Notice No. 50/TB-UBND dated March 8, 2022, the conclusion of the Vice Chairman of the Provincial People's Committee and Directive No. 934/UBND-NNL1 dated April 24, 2023 of the Provincial People's Committee, accordingly, the Department of Agriculture and Rural Development is assigned to preside over and coordinate with localities to review and evaluate fisheries planning to integrate into the Provincial Planning and Regional Planning of the locality. According to the synthesis, up to now, the total marine farming area has been determined to be 47,761 hectares, an increase of 35,603 hectares compared to the planning area in Decision 4209. Coastal localities have identified regions and sub-regions with corner coordinates and farming objects; In which, the planning area within 03 nautical miles is 23,899 ha, accounting for 50.0%, from 03 - 06 nautical miles is 15,579 ha, accounting for 32.6%, outside 06 nautical miles is 8,286 ha, accounting for 17.4%.
Thus, the 2021-2030 period has been carefully reviewed and clearly identified that the area for marine aquaculture development is very large, 3.93 times higher than the 2016-2020 period. The area for each sea region has been clearly identified; at the same time, the area expected to be allocated to the people is about 79.8% and the area expected to attract investment accounts for 20.2% (equivalent to 9,630 hectares) of the total planned area for marine aquaculture.
Production results in the first 6 months of 2023: Aquaculture area is over 60%, about 19,000 hectares with 10,443 facilities including 20 enterprises and 84 cooperatives. The whole province has 16 facilities for producing and raising aquatic breeds, producing and supplying about 1.65 billion breeds to the market. Aquaculture output reached 89,769.7 tons, equal to 105.5% over the same period, up 105.6% compared to the growth scenario; of which aquaculture was 52,472.9 tons, equal to 109.2% over the same period.
In addition to the achieved results, there are still shortcomings such as: Small-scale production organization, lack of linkage, low efficiency, mainly by households accounting for 98.9%, not many large enterprises have invested to lead the production chain. Diversified farming objects, increased output but lower quality and value. Not being proactive in mollusk seeds causes difficulties for farmers. The work of granting facility codes and tracing origins has not met requirements. Lack of standards and technical regulations on environmental carrying capacity, density, productivity, marine farming output, and structure of marine farming cages. Coordination between sectors, localities and functional forces is still limited.
To maximize the potential of the sea, focus on developing concentrated industrial marine farming areas, applying high technology, being environmentally friendly, suitable for environmental carrying capacity; reorganizing production according to the value chain and sustainable development, in the coming time, the industry will focus on the following contents:
Continue to effectively implement the contents of Plan 215/KH-UBND dated November 1, 2021 of the Provincial People's Committee on implementing Decision No. 1664/QD-TTg dated October 4, 2021 and Directive No. 13-CT dated August 10, 2021 of the Provincial Party Standing Committee on strengthening management and sustainable development of marine aquaculture in the province.
Take the lead in coordinating with relevant departments and sectors to develop inter-sectoral guidelines to issue forms, procedures, and dossiers for granting licenses for marine farming, allocating sea surface, and registering farming facility codes; provide guidance on production according to the Cooperative model and livelihood model for households producing on a scale of less than 1 hectare; provide guidance for organizations to participate in organizing large-scale modern production, leading the value chain of mollusks, marine fish, and seaweed. Completion date is July 2023.
Establish working groups to go to localities to guide and support people in carrying out administrative procedures on records, licensing procedures, and issuing aquaculture codes to trace the origin of products. Organize appraisal and issue immediately when records are qualified. Implement immediately when localities hand over the sea.
Advise and report to the Provincial People's Committee on plans to attract investment in operating and exploiting the concentrated mollusk seed center in Hon Co Ngoai area, Van Yen commune, Van Don district to soon supply mollusk seeds to meet the farming needs of the people; continue to coordinate with Ninh Binh, Nam Dinh and Khanh Hoa provinces to closely monitor the quality of seeds at production facilities before supplying them to the Quang Ninh market.
Inspect and urge localities to establish detailed maps of aquaculture areas to promptly organize and assign them to organizations and individuals. Guide localities to organize marine farming in the direction of reducing the sea area within 3 nautical miles associated with suitable farming objects with competitive advantages such as mollusks (estuarine oysters, clams, cockles, etc.; native seafood species such as abalone, sea cucumbers). Direct the focus on developing reasonable marine farming in the 3-6 nautical mile area based on the environmental carrying capacity of Pacific oysters, seaweeds, seaweeds, and marine fish towards value chain production. Focus on attracting investment in high-tech farming on an industrial scale, large-scale production according to value chains in sea areas beyond 6 nautical miles with Pacific oysters, clams, and marine fish species with competitive advantages and suitable for market requirements.
Effectively implement the Project on developing a chain of key agricultural products at the provincial level according to Decision No. 1038/QD-UBND dated April 22, 2022, focusing on developing 4 aquatic product chains including: Marine fish chain, mollusk chain, white-leg shrimp chain and squid sausage chain.
Deploying the Project on sustainable development of marine aquaculture to 2030, with a vision to 2045; coordinating with Research Institutes, the Department of Fisheries, and the Vietnam Marine Aquaculture Association to develop local standards on marine aquaculture for each key aquaculture species of the province (sea fish, mollusks, seaweed, etc.); Applying information technology to aquaculture database management.
