On the morning of April 23, the National Assembly Standing Committee gave initial comments on the draft report on the results of the thematic supervision "Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023".
Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue said that this is a very meaningful monitoring topic and has been carefully considered when simultaneously summarizing laws on traffic and traffic safety and order.
Through supervision, the assessments made during the law-making process have been re-examined. “Only when there is a correct assessment can the law be made correctly,” the National Assembly Chairman emphasized.
According to the National Assembly Chairman, the production, import, management and registration of vehicles in general, including road vehicles, should be clarified. The report should focus more on the issue of vehicle inspection in conjunction with the development of standards and criteria for emissions.
“If we use vehicles that are too old, the impact on road traffic safety and order will be huge. Or vehicles that are not qualified for circulation will not only be unsafe but also cause harmful emissions. Therefore, this issue needs to be clarified further,” the National Assembly Chairman noted.
The National Assembly Chairman pointed out that without emission standards and criteria, it would be difficult to have a roadmap to exchange and gradually eliminate some vehicles that are too old and outdated. These vehicles not only pollute the environment but also pose a high risk of traffic safety.
Another issue mentioned by the National Assembly Chairman is vehicle conversion, also known as vehicle modification. Adding additional payload, walls, trailers, etc. should also be further analyzed.
Regarding the legal system related to standards and criteria for transport infrastructure and investment phases for transport infrastructure, according to the National Assembly Chairman, the phases must also ensure minimum standards for operation, exploitation and safety.
The National Assembly Chairman cited the example of the La Son - Tuy Loan expressway, which has been completed with a scale of 2 lanes but does not have an emergency lane. Recently, the Government and the Prime Minister have given very timely instructions, and the National Assembly has also paid attention to projects like this.
In addition, the National Assembly Chairman said that rest stops on the highway must also be invested in synchronously. For drivers traveling long distances, driving continuously without stopping can easily cause stress, causing accidents. If there are reasonable rest stops, it will help drivers recover both physically and mentally. These are practical issues that need attention.
Regarding vehicle weight, the National Assembly Chairman pointed out that oversized and overloaded vehicles seriously damage roads. "So now, how to weigh vehicle weight, manage it, and invest in equipment, it is related to two upcoming draft laws (Law on Road Traffic Order and Safety and Road Law). No matter how we handle this issue, we should have the voice of the monitoring delegation on this issue to achieve unity," the National Assembly Chairman suggested.
According to the National Assembly Chairman, the allocation of investment resources for multimodal transport connections also needs to be considered. For example, in the Mekong Delta, roads are already weak but inland waterways have not received investment attention.
If waterways are well developed, the load on road traffic will be reduced, traffic safety risks will be minimized, and logistics efficiency will be even better. These issues are related to strategy, development, planning, and resource use plans at the central and local levels.
Regarding smart traffic organization, the National Assembly Chairman said that this is a new issue, so it is necessary to continue to consolidate the basis and practical science to have reasonable recommendations and proposals for the digitalization phase of everything. This also helps to reduce heavy labor for this industry.
