In recent times, on social networking platforms, individuals have continuously taken advantage of incidents that are of public interest to post and share false information in order to attract followers and comments. This behavior has disrupted information, caused panic in society and the local community, and has been promptly reminded and handled by authorities in accordance with legal regulations.
At the end of June 2023, through the work of grasping the situation and exploiting information on cyberspace, the Department of Cyber Security and High-Tech Crime Prevention (Kon Tum Provincial Police) discovered that on the fanpage "Voice of America" on the social network Facebook, an article with a video was posted with distorted and untrue content about the social situation in Kon Tum province.
The above article has attracted more than 5,500 likes, 1,100 comments, 689 video views and more than 400 shares from Facebook accounts. Notably, this article has attracted a lot of attention from the community of people using Facebook in Kon Tum province.
Assessing that the article has the potential to cause insecurity and disorder, negatively affecting public opinion in the country in general and Kon Tum province in particular, the Department of Cyber Security and High-Tech Crime Prevention quickly took action, verified the identities of the account owners who posted and shared the article with distorted and untrue content to handle it according to the provisions of Point a, Clause 1, Article 101 of Decree No. 15/2020/ND-CP, dated February 3, 2020 of the Government.

Using professional measures, the officers and soldiers of the Cyber Security and High-Tech Crime Prevention Department coordinated with the officers and soldiers of the Police of districts and cities in the province to verify the specific identities of 23 Facebook social network account owners who posted and shared articles with distorted and untrue content originating from the fanpage "Voice of America", and at the same time, summoned these 23 account owners to work at the police agency.
At the meetings, the above account owners admitted their violations and said that due to lack of knowledge and distorted perception, they had commented and shared content without verification. The account owners committed to removing the previously posted and shared content and then proceeded to remove all false information posted and shared on social networks.
According to statistics from the beginning of 2023 to present, units under the Kon Tum Provincial Police have worked with 40 cases of citizens in the province who violated the law in the field of cybersecurity and issued decisions to administratively sanction 5 cases with a total fine of 30 million VND.
Lieutenant Colonel Duong Viet Trung - Head of the Department of Cyber Security and High-Tech Crime Prevention and Control said that the unit regularly coordinates closely with the police of units and localities to strengthen the work of checking and grasping the situation on cyberspace to promptly detect and strictly handle individuals and organizations that post and share false and untrue information.
For the people, it is necessary to proactively equip themselves with knowledge, update social information from mainstream mass media to share positive information and need to have an objective, complete and accurate view when accessing information on social networks; at the same time, raise vigilance against ambiguous, misleading information, without clear evidence, incorrect, hostile, contrary to the Party's viewpoints and guidelines, and the State's policies and laws posted by bad elements on social networks.
“People should not listen, read, watch radio stations, newspapers, websites, articles, blogs, videos of opposition and reactionary elements. Do not post, share, comment, or disseminate provocative information, images, or videos about mass gatherings and protests. When discovering acts of posting or sharing false, unverified content and information, people should report to the authorities for timely handling to prevent bad guys from inciting and committing other illegal acts,” emphasized Senior Lieutenant Colonel Duong Viet Trung.
