The Standing Committee of the National Defense and Security Committee (NDSC) emphasized this in the Report on several major issues of the draft Law on Road Traffic Order and Safety sent to the Conference of full-time National Assembly Deputies (taking place on March 26-28).
The Standing Committee of the National Assembly said that at the 6th Session, the majority of National Assembly deputies proposed to study and evaluate the implementation results to supplement the draft law on the auction of automobile license plates; there were opinions suggesting to study and expand the auction to include license plates of trucks, passenger cars and motorbikes.
Regarding this issue, the Standing Committee of the National Assembly has sent a document requesting the Government to report on the implementation results of Resolution No. 73/2022/QH15 on pilot auction of automobile license plates (up to the end of February 2024); clarify the feasibility, effectiveness and assess the impact of the addition to the draft Law on Road Traffic Safety.
At the 31st session, the National Assembly Standing Committee proposed to carefully study the legalization of the content of vehicle license plate auctions; in case of legalization, there should be a report on the implementation results and an assessment of the impact on this content. Implementing the conclusion of the National Assembly Standing Committee, the Government has directed the Ministry of Public Security to report on the results of the implementation of the automobile license plate auction according to Resolution No. 73/2022/QH15 of the National Assembly.
The Standing Committee of the National Assembly basically agreed with the Government's reports and found that the implementation of Resolution No. 73/2022/QH15 in the recent past has brought positive results, proving the effectiveness and feasibility of this new policy.
During the 5 months of implementation, 15,185 car license plates were successfully auctioned online, with a total auction price of more than 2 trillion VND, and 14,062 car license plates were auctioned and paid by customers with a total price of nearly 1,400 billion VND. The license plate auction received a lot of attention, agreement and support from the public.
The agency examining the draft law also stated that the legalization of the provisions of Resolution No. 73/2022/QH15 into the draft Law on Road Traffic Safety is very necessary, combined with the issuance and management of license plates according to the vehicle owner's identification code, contributing to reforming administrative procedures, reducing the number of documents when registering, vehicle registration work, meeting the goals of digital citizens, digital government according to Project 06 of the Government and effectively exploiting and managing public assets.
“The expansion of the auction of license plates for transport business vehicles and motorbikes is very necessary. If we do not promptly include this law in the draft law but wait until the end of the pilot implementation period, conduct a summary, and report to the National Assembly, then we will have to carry out the procedures to amend and supplement the law before the National Assembly, which will be costly and wasteful in both time and budget,” – the Standing Committee of the National Defense and Security Committee stated.
According to the inspection agency, expanding the license plate auction for motorbikes and scooters is very necessary, stemming from the demand of a large number of people with license plates to buy motorbikes and scooters as they like. Moreover, the number of motorbikes and scooters registered every month is very large, if the license plate auction for these types of vehicles is expanded, it will greatly increase the revenue for the state budget.
To legalize the content of the vehicle license plate auction according to the opinions of the majority of National Assembly deputies, the Standing Committee of the National Assembly has designed 2 options. Option 1 is to add 1 article to the draft in the spirit of inheriting the content of Resolution No. 73/2022/QH15 on piloting the vehicle license plate auction with adjustments to overcome difficulties and obstacles in the process of implementing the above Resolution.
Option 2 is to add the content of vehicle license plate auction to the draft Law amending and supplementing a number of articles of the Law on Property Auction.
“The Standing Committee of the National Assembly respectfully requests that the National Assembly deputies allow the selection of Option 1” – the agency receiving and revising the proposed draft law.
In case of adding regulations on auctioning vehicle license plates as in the draft law, because the deposit amount is different from the regulation in Clause 1, Article 39 of the Law on Property Auction, it is necessary to amend Clause 1, Article 39 of the Law on Property Auction in the direction of "deducting the deposit for auctioning vehicle license plates in accordance with the provisions of the law on order and safety of road traffic".
The Standing Committee of the National Defense and Security Commission proposed to add this amendment to the draft Law amending and supplementing a number of articles of the Law on Property Auction, which is being received and revised to be submitted to the National Assembly for approval at the 7th session.
