The Ministry of Education and Training has just sent a document to the Departments of Education and Training regarding the selection and announcement of the third exam subject and guidance on admission criteria for junior high school and high school admissions.
Regarding the content of admission criteria in junior high school admission, the document of the Ministry of Education and Training requires the Departments of Education and Training to urgently develop and publish the principles and criteria for admission to grade 6 of junior high school in accordance with the actual conditions of the locality so that students, parents, teachers and schools can clearly understand and be proactive in admission work.
In particular, the document of the Ministry of Education and Training also clearly states that for schools with the number of students registering to study exceeding the school's assigned quota, the Department of Education and Training guides schools to conduct student capacity assessment in the following forms (as prescribed in the student assessment regulations): question-answer, writing, presentation, practice, experiment,... to ensure that enrollment is carried out fairly, publicly, transparently, and in accordance with practical conditions.
The Ministry of Education and Training requests that the Departments of Education and Training promptly implement this. During the implementation process, if there are any difficulties or problems, they should be reported to the Ministry of Education and Training (through the Department of Secondary Education) for coordination and resolution.
Previously, according to Circular 30, junior high school admissions were conducted by the method of selection. The selection criteria were specifically guided by the Department of Education and Training, ensuring that the selection process was fair, objective, transparent, and appropriate to the actual situation in the locality. For junior high schools and general schools with many levels, including junior high schools belonging to universities, colleges, and research institutes, the selection criteria were guided by the universities, colleges, and research institutes directly managing them, or implemented according to the instructions of the Department of Education and Training where the school is located.
The regulations in the new Circular also reduce administrative procedures in enrollment registration; in line with the policy of digital transformation in education and training: Secondary school enrollment registration is organized online. In cases where the conditions for online enrollment registration are not met, it can be done in person or by post.
However, after Circular 30 was announced, many high-quality secondary schools and non-public schools with a large number of students registering for admission every year could not help but wonder if admission was only based on academic records without separate tests and assessments, it would be very difficult to select suitable students.
