Speaking at the Conference this morning, General Secretary To Lam, President Luong Cuong, and Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts, attempts, exemplary spirit, leadership, and achievements of the Central Public Security Party Committee and the Ministry of Public Security in 2024.
Acknowledging the outstanding results in 2024, General Secretary To Lam emphasized three contents that the Central Public Security Party Committee needs to focus on in leadership and direction in the coming time:
Firstly, the People's Public Security Force must fully understand and implement President Ho Chi Minh's advice: "The Public Security must have a plan. The Public Security cannot lag behind industry, agriculture, commerce, and transportation. It is best for the Public Security to go first."
Accordingly, the Public Security must continue to be exemplary and take the lead in implementing the Party's policies. First of all, be exemplary and take the lead in implementing the Politburo's Resolution on national digital transformation; on preventing and combating waste; on combating environmental pollution; continue to carry out the revolution in streamlining the organizational apparatus, providing practical experience for the entire political system to refer to...
Strongly innovate the thinking on national security protection, the work of grasping the situation, giving strategic advice to the Party and State and implementing measures to protect security and order in the direction of: Protecting national security is not only firmly protecting the security of the Fatherland from early on, from afar, protecting the country when it is not yet in danger; more importantly, we must make the most of opportunities, turn challenges into opportunities for national development, and constantly strengthen national defense and security potential.
Ensuring security and order must contribute to expanding development space, strongly promoting investment, production and business activities; creating the most favorable conditions for all normal activities within the legal framework, contributing to national construction, improving the lives of people for organizations, individuals, businesses, and entrepreneurs at home and abroad.
In addition to grasping the situation and providing strategic advice to the Party and State on traditional and non-traditional security issues, we also focus on grasping and advising on development opportunities, pushing back the risk of falling behind, on strategic technology, digital transformation, green transformation, and enhancing Vietnam's contribution to peace in the region and the world.
Second, continue to do a good job of strategic consulting with the Party and State; maintain national security, absolutely not be passive and surprised in any situation; create positive changes in social order and safety.
Third, the People's Public Security force must devote all its heart and strength to absolutely protecting the security and safety of Party congresses at all levels leading up to the 14th National Party Congress, focusing on protecting personnel and documents; well organizing Party congresses at all levels in the People's Public Security and best preparing for the 8th Central Public Security Party Congress, term 2025-2030.
General Secretary To Lam emphasized: Our country is facing new opportunities and fortunes; besides the basic advantages, there are also many difficulties and complexities - failing to grasp the development opportunities means falling further behind our friends in the world, missing the "key" historical moment to enter a new era, the era of national development. The key tasks set by the Central Party Committee of the Public Security in 2025 and the following years require high political determination and scientific working methods.
General Secretary To Lam believes that with the tradition of solidarity, strong will, courage and the spirit of daring to think, speak, do and take responsibility, you comrades will definitely complete the 2025 work program with excellence; compete to achieve many achievements and feats to celebrate the country's major holidays and anniversaries in 2025 and the 80th anniversary of the Traditional Day of the Vietnam People's Public Security.
On behalf of the Central Public Security Party Committee, Senior General Luong Tam Quang respectfully thanked and seriously accepted the instructions of the General Secretary, President, Prime Minister and accepted the opinions of representatives of Central agencies.
At the same time, the Office of the Central Public Security Party Committee is requested to preside over and help the Central Public Security Party Committee promptly receive instructions and comments from Party and State leaders and delegates at the Conference, complete documents to ensure quality and progress in serving the organization of the 80th National Public Security Conference, the Conference to review party work in the Central Public Security Party Committee and deploy the 2025 key work program of the Central Public Security Party Committee.
Previously, at the conference, delegates unanimously assessed: In 2024, with political determination and great efforts, the Central Public Security Party Committee and Party committees, Party organizations, and leaders of the Central Public Security Party Committee always uphold the sense of responsibility, focus on leadership, and direct the implementation of the advisory function to the Party and State on many important policies and solutions to ensure security, order, and socio-economic development;
Exemplary, determined, resolute, effectively implementing resolutions on the task of protecting national security, ensuring social order and safety, building the People's Public Security force to achieve the set goals and requirements, higher than in 2023. Maintaining the progress and pace of work; reaching the target of many important goals set by the Resolution of the 13th National Party Congress, the Resolution of the 7th Central Public Security Party Congress, highly appreciated by the Party and State, and agreed and supported by the people.
National security is maintained; many security issues are fundamentally and effectively resolved from the grassroots level, from outside the national border, and are sensitive and resolute in fighting against a number of key subjects. Strategic advisory work with the Party and State is a bright spot, contributing to unifying awareness and thinking in handling many foreign and domestic issues, including sensitive and complicated issues, avoiding passivity and surprise, and taking full advantage of opportunities and advantages to develop the country.
Crime has been reduced sustainably, exceeding many targets set by the National Assembly. Social order and safety continue to change positively; the Ministry of Public Security takes the lead in building and perfecting laws, proactively proposing legal perfection on many new issues such as the Data Law, actively reforming administrative procedures, creating the most favorable conditions for socio-economic development. Continuing to maintain the pace, taking the lead in digital transformation, acting as the core in building e-Government. Building a movement for the whole people to protect national security has been implemented with many effective and practical models;
Continue to take the lead in building, renovating, and repairing thousands of houses for poor households, policy families, families with revolutionary contributions, and ethnic minorities across the country; Consolidate the people's hearts in the people's security posture, the people's security foundation, associated with the people's national defense posture, and a solid people's national defense foundation.
Implementing Resolution No. 12-NQ/TW of the Politburo on building a truly clean, strong, disciplined, elite, and modern People's Public Security force that meets the requirements and tasks in the new situation, achieving and exceeding many set goals; focusing on consolidating and building grassroots party organizations and improving the quality of party members.
Strengthening administrative reform, preventing and combating corruption, waste and negativity, first of all within the police force. The Party's inspection, supervision and disciplinary work continues to be innovated, improving quality, effectiveness and efficiency. Maximally mobilizing and effectively using all resources according to regulations to invest, equip, strengthen logistics and technical potential, modernize the police force; completing the construction of barracks for communal police nationwide.
The conference also unanimously assessed that the Central Public Security Party Committee has been a pioneer and exemplary leader in implementing Resolution No. 18 of the 12th Party Central Committee. Through two reorganizations, the functions and tasks of the People's Public Security force have been fundamentally reformed and arranged to be streamlined, compact, and strong in the direction of "a refined ministry, a strong province, a comprehensive district, and a grassroots commune", meeting practical requirements.
The conference unanimously submitted to the 80th National Public Security Conference the key directions and tasks for 2025 with 3 groups of goals, 10 groups of major tasks and 3 key and breakthrough solutions with high determination, great efforts, drastic actions, mobilizing the combined strength of the entire force to excellently complete the tasks entrusted by the Party, State and people.
