The Department of Agriculture and Rural Development requested specialized units to warn locations and areas that are frequently flooded when releasing floodwaters so that people can proactively prevent and avoid them; prepare human resources and materials, promptly coordinate with local authorities where the project is located to deploy response measures if an incident occurs, ensuring the safety of dams, reservoirs and downstream areas.
1. Storm No. 3 left behind extremely serious consequences, losses, and pain that have yet to be overcome in some northern provinces. In particular, the incident involving the left shoulder earth dam of the Ha Thanh irrigation project in Quang Ninh province broke about 50m, water from the project affected about 400 households. In addition, heavy rain and floods caused serious damage to irrigation works in Tuyen Quang province, such as a 10m long broken Lo River dike, 372m of canal damaged; the downstream embankment of Tuyen Quang hydroelectric reservoir was eroded and damaged... This is a small number among the countless serious damages caused by storm No. 3.
Notably, as soon as this super typhoon passed, a tropical depression (TLD) appeared in the East Sea and strengthened into a storm, and Binh Thuan is one of the coastal provinces that is likely to be affected. Therefore, in order to cope with the situation of rain, storms, floods, and TLDs that are forecast to increase in frequency and intensity, ensuring the safety of dams and reservoirs in operation in the province is one of the very important tasks in the 2024 flood season. The whole province currently has 40 reservoirs of all kinds in operation, with a total capacity of 441.33 million m3 , and a total design capacity of 60,367 ha. Of which, there are 18 large reservoirs, 10 medium reservoirs and 12 small reservoirs.
The provincial agricultural sector said that in recent years, the management and exploitation of irrigation reservoirs have ensured safety, with no dam failures. However, in reality, weather conditions are increasingly complex and unpredictable, so the risk of natural disasters, including incidents at irrigation reservoirs, is unpredictable.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, the Central region will have a rainy and stormy season starting in September and lasting until the end of the year, from September to November 2024, with total rainfall generally being 10-30% higher than the average of many years and may experience consecutive storms and floods due to the appearance of La Nina. La Nina can increase the frequency and intensity of storms and tropical depressions. It is warned that from now until the end of 2024, there will be 8-10 storms and tropical depressions in the East Sea, of which about 4-5 will directly affect the mainland.
2. According to Mr. Nguyen Huu Phuoc - Deputy Director of the Department of Agriculture and Rural Development of Binh Thuan, the important task that the provincial agricultural sector will carry out during the 2024 rainy and stormy season is to closely monitor the developments of rain, floods, storms, and tropical depressions, and the flow to irrigation reservoirs. Along with that, the maximum water storage in the reservoirs at the end of the rainy season will be reserved for use in the coming dry months.
To proactively respond to risks and unpredictable developments of floods, the Provincial Irrigation Works Exploitation Company Limited has been maintaining and testing the operation of gates and mechanical equipment at spillways, deep spillways, sand discharge culverts, water intake culverts in irrigation reservoirs and dams, ensuring normal operation in all weather conditions. Restoring the communication system to ensure smooth operation during the rainy and flood seasons... At the same time, reviewing the list of irrigation works proposed for maintenance in 2025 to ensure compliance with regulations, in which priority is given to investment in maintenance of works with serious damage according to recommendations of localities.
According to the leaders of the Department of Agriculture and Rural Development, among the important tasks to proactively respond and ensure safety during the rainy and flood season, the provincial agricultural sector has requested the Management Board of Construction Investment of Agricultural and Rural Development Projects to develop a plan to protect irrigation projects, river embankments, and sea embankments under construction during the rainy and flood season of 2024. In addition, prepare forces, materials, and backup vehicles at the construction site to promptly respond when natural disasters occur; absolutely do not construct main construction items during the rainy and flood season. At the same time, continue to load test the Suoi Mang - Cay Ca canal, the water transfer canal of Song Dinh 3 lake - Nui Dat lake (phase 1) to overcome existing problems, if any, during the project warranty period. Ensure the requirement to transfer water from surplus areas to areas and areas that often lack water during the dry months. On the other hand, in coordination with the People's Committees of Tanh Linh and Duc Linh districts, the Irrigation Works Exploitation Company Limited reviewed and resolved existing problems related to the Ta Pao irrigation system according to the recommendations of the localities.
