On the afternoon of October 23, the Supervisory Delegation of the Provincial People's Council Standing Committee had a working session with the cities of Ha Long, Cam Pha, and Mong Cai on compliance with legal regulations in ensuring inland waterway traffic safety and the management, inspection, and registration of waterway vehicles. Comrade Le Van Anh, Vice Chairman of the Provincial People's Council, chaired the meeting.

Ha Long City has 32 inland waterway ports and wharves. The city has closely followed the direction of superiors to specify programs, plans, and written instructions to ensure inland waterway traffic safety; propagated to over 4,000 ship owners, captains, tour guides, and people working on vehicles to comply with the Law on Waterway Traffic; patrolled, controlled, recorded 781 cases, and fined over 1.2 billion VND for violations of inland waterways from 2021 to present.
Mong Cai City has 21 wharves and ports. Recently, the city has issued many documents directing the implementation of work to ensure traffic order and safety; strictly handle violations of traffic order and safety; strengthen coordination in managing investment, construction, exploitation and operation of ports, inland waterway wharves and anchorage areas. Currently, the city has no black spots or potential accident spots on inland waterways.
Cam Pha City currently has 23 ports and wharves. The city focuses on directing functional agencies to strengthen state management, inspect and review illegal and unlicensed wharves; eliminate illegal wharves with activities of transporting, gathering and trading sand, stone and gravel; strictly handle violations of transportation, gathering, trading, mooring vehicles and violations in wharf areas. From January 1, 2021 to present, there have been no traffic accidents related to inland waterways in the city.
At the working session, members of the Supervisory Delegation participated in a number of contents: decentralization of management of inland waterway ports and inland waterway vehicles; supplementing data on management of inland waterway vehicles; licensing of ports for private enterprises; surveying and planning storm shelter anchorage areas; fixing signs, dredging waterways to ensure safety for sightseeing trips...

Speaking at the meeting, comrade Le Van Anh, Vice Chairman of the Provincial People's Council, emphasized that based on the results of the program to monitor compliance with legal regulations in ensuring inland waterway traffic safety and the management, inspection and registration of waterway vehicles, the Delegation will recommend to the Provincial People's Committee to issue regulations to strengthen management work.
Regarding the recommendations of localities on supporting investment attraction, strengthening control, removing obstacles, dredging waterways, coordinating information, not extending inappropriate ports, speeding up the upgrading of Van Ninh port,... The delegation will take note and propose to the Provincial People's Committee.
