Attending the congress were comrades: Ma En Hang, Vice Chairman of the Provincial Vietnam Fatherland Front Committee; Hoang Quoc Bao, Provincial Party Committee member, Secretary of Bao Yen District Party Committee; comrades of the Standing Committee of the District Party Committee, People's Council, People's Committee and 168 delegates representing the great solidarity bloc of ethnic groups in the district.

During the past term, thoroughly grasping the Party and State's viewpoints on the role and position of the Vietnam Fatherland Front in the new period, the Fatherland Front at all levels in Bao Yen district and its member organizations have had many innovative activities in terms of content and methods of operation in a specific, practical direction, suitable for the locality and with specific addresses and workloads. As a result, the targets set by the Resolution of the Congress of the Fatherland Front at all levels in Bao Yen district for the 2019-2024 term were all achieved and exceeded, of which 2/8 targets exceeded from 120% to 155%; 6/8 targets reached 100%.

During the term, the Vietnam Fatherland Front Committee of the district and its member organizations mobilized social resources to support the construction of new rural areas with a resource of 57 billion VND, of which 10 billion VND was in cash, the rest was in kind, donated land and working days. Thanks to these resources, 1,746 hygienic toilets were built; 2,500 hygienic livestock barns; 165 "Clean house, beautiful garden" models were built; 4,073 garbage pits were built to collect waste; more than 45 km of rural flower roads were built, nearly 50 km of electric lines were built to light up the countryside...
The Vietnam Fatherland Front Committee of Bao Yen district has done well in the activities of "repaying gratitude", implementing the movement "The whole country joins hands for the poor, leaving no one behind" and chairing the launch of the peak month "For the poor" every year, deploying the campaign to build the "For the poor" Fund in communes and towns, thereby mobilizing 8.21 billion VND.
From 2019 to present, the Vietnam Fatherland Front Committee of Bao Yen district has also achieved many outstanding results in campaigns and movements, typically the campaign "Vietnamese people prioritize using Vietnamese goods", the movement "Solidarity, creativity, improving productivity, quality, efficiency and international integration"... With member organizations, typically the emulation movement "Building Vietnamese women of the new era", the movement to build "5 no, 3 clean" families of women's unions at all levels; the movement "Farmers compete in good production and business, unite to help each other get rich and reduce poverty sustainably" of farmers' unions at all levels; the movement "Youth volunteers to protect the Fatherland" of youth unions at all levels... In addition, promoting the strength of the great solidarity bloc in the work of preventing and fighting the Covid-19 pandemic and economic recovery; participating in propaganda, mobilizing support for the implementation of relief programs, social security programs.

In addition to specific movements and campaigns, the Fatherland Front at all levels in the area has promoted the implementation of the contents of the National Target Program on socio-economic development in ethnic minority and mountainous areas. Through the Vietnam Fatherland Front Committee of Bao Yen district, resources have been allocated to support the construction and repair of 293 "Great Solidarity" houses. The Fatherland Front Committee at all levels of the district and its member organizations have also mobilized organizations and benefactors to support the construction and repair of more than 500 "Great Solidarity" houses.
The District Fatherland Front Committee and its member organizations actively promote their role as representatives, protect the legitimate and legal rights and interests of the People, participate in social supervision and criticism; participate in preventing and combating corruption, negativity, and waste; participate in building a clean and strong Party and political system. In particular, they participate in contributing opinions on draft laws, codes, resolutions of the People's Council, plans of the People's Committees at all levels; coordinate with the District Council for Dissemination and Education of Law to organize propaganda and dissemination of policies and laws.
In the 2024 - 2029 term, the Bao Yen district Fatherland Front will focus on strongly innovating its organization, content and methods of operation in a practical, effective and substantive manner; promoting propaganda, mobilization and gathering of the people; promoting the spirit of self-management and creativity of the people; improving the quality and effectiveness of supervision and social criticism activities, participating in Party building and government building; performing well the role of representing and protecting the legitimate and legal rights and interests of the people; organizing well the campaigns launched by the Vietnam Fatherland Front at all levels; constantly consolidating and improving the organization, improving the quality of the Front's staff; promoting the role and responsibility of member organizations of the Vietnam Fatherland Front at all levels to strengthen the great national unity bloc in the area, creating consensus among the people to successfully implement the goal of sustainable development of Bao Yen district.

Speaking at the congress, comrade Hoang Quoc Bao, Secretary of Bao Yen District Party Committee, commended the achievements of the Fatherland Front at all levels in the district during the past term.
To continue promoting the important position and role of the Vietnam Fatherland Front in the political system, the Secretary of the District Party Committee suggested that the activities of the Front must be closely linked with the grassroots, the Vietnam Fatherland Front and its member organizations proactively coordinate to solve practical issues; strengthen social supervision and criticism, participate in preventing and combating corruption, negativity and waste; participate in building a clean and strong Party and political system; effectively carry out patriotic emulation movements; promote the role of the Vietnam Fatherland Front, regularly grasp the thoughts and feelings, help ethnic minorities develop the economy, improve their lives...

Comrade Ma En Hang, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, requested the Fatherland Front at all levels of Bao Yen district to develop a practical action program, mobilize the people to successfully carry out political tasks in the area and emulation movements in a practical and effective manner, promote the role of the people as the main subject; strengthen dialogue, listen to the people's thoughts and aspirations; innovate methods, improve the quality and efficiency of the staff doing Front work...

At the congress, delegates presented papers sharing good experiences and new ways of doing things in the work of the Front in recent times.

With the spirit of "Solidarity - Democracy - Innovation - Development", the congress approved the report summarizing opinions on the draft documents of the 16th Congress of the Vietnam Fatherland Front of Lao Cai province, term 2024 - 2029; contributed ideas to propose amendments to the Charter of the Vietnam Fatherland Front; Consulted to elect the 14th term Vietnam Fatherland Front Committee of Bao Yen district, term 2024 - 2029, including 63 members; elected the positions of Chairman and Vice Chairman; elected 26 official delegates to attend the 16th Congress of the Vietnam Fatherland Front of Lao Cai province, term 2024 - 2029.

The Congress also passed the Resolution of the 14th Congress of Delegates of the Vietnam Fatherland Front of Bao Yen district, term 2024 - 2029 with 100% of delegates unanimously approving.


On this occasion, the Provincial Vietnam Fatherland Front Committee awarded Certificates of Merit to 4 collectives and 6 individuals with outstanding achievements in the Front's work for the 2019-2024 term.
