Continuing the program of the 7th session of the 15th National Assembly, today, June 5, the National Assembly continued to question and answer activities with two groups of issues in the fields of auditing, culture, sports and tourism.

In the morning, National Assembly Chairman Tran Thanh Man chaired the third group of questions in the field of auditing. The focus was on the following areas: responsibilities and solutions to overcome the situation of enterprises and projects that have been audited but still have violations; the implementation of conclusions and recommendations of the State Audit; the work of preventing corruption and negativity in state auditing activities; solutions to overcome the overlapping situation in inspection and auditing work.
Participating in the question-and-answer session, Deputy Head of the Quang Tri Province National Assembly Delegation Hoang Duc Thang questioned State Auditor General Ngo Van Tuan. The delegate said that despite the efforts of the auditing sector, "somewhere" there are still negative behaviors of some state auditors in auditing activities. It is common that when discovering violations of the audited subjects, there is an attitude of "extortion", suggesting to "share" the amount of money for the violations, to "turn a blind eye", ignoring the violations according to the motto "mutual benefit".
So, what is the Auditor General's opinion on this opinion? Is it necessary to establish a mechanism for regular independent inspection and supervision of audit activities, in addition to the industry's inspection, to ensure that the power of the state audit is strictly controlled, in order to build a clean, honest state audit sector worthy of the trust and love of the National Assembly and the People?
Responding to the question of delegate Hoang Duc Thang, State Auditor General Ngo Van Tuan admitted that there are negative factors as suggested by delegate Hoang Duc Thang in the auditing industry. However, the State Auditor General affirmed that this number is very small and said that these are just “bad apples”; the leaders of the auditing industry will resolutely eliminate these “bad apples” to maintain ethics and standards.
The current State Audit Law and documents of the auditing sector clearly stipulate prohibited acts of state auditing and regulations on ethical standards in performing public duties.
Mr. Ngo Van Tuan affirmed: We will continue to review and complete the documents of the auditing sector to more closely control negative acts of harassment and corruption by individuals in performing public duties, strengthen inspection and supervision and strictly handle violations.
The State Auditor General believes that the current mechanism in auditing activities and procedures, regulations, especially anti-corruption control in the industry are currently relatively adequate. In the coming time, the role of audit inspectors, public service inspectors... will continue to be enhanced to strictly control, impartially and objectively audit activities.
This afternoon, the National Assembly continued to have a question-and-answer session on the fourth group of issues in the fields of culture, sports and tourism.
