On the afternoon of October 26, after 4 days of trial and deliberation, the People's Court of Quang Ninh province issued a verdict on 16 defendants in the case of violating bidding regulations at the Quang Ninh Obstetrics and Pediatrics Hospital. In which, the former Chairwoman of AIC International Progress Joint Stock Company (AIC Company) Nguyen Thi Thanh Nhan was sentenced to 10 years in prison.
The defendants listened to the verdict.
Ms. Nguyen Thi Thanh Nhan was sentenced for violating bidding regulations causing serious consequences.
This is the third case in which Ms. Nhan has been investigated. At the end of 2022, the Hanoi People's Court determined that Nguyen Thi Thanh Nhan was the mastermind of the case of violating bidding regulations and giving and receiving bribes at Dong Nai General Hospital and sentenced her to 30 years in prison.
In mid-April, Ms. Nguyen Thi Thanh Nhan continued to be prosecuted by the Ministry of Public Security in the case of purchasing equipment for the Ho Chi Minh City Biotechnology Center.
The defendants who actively assisted Nguyen Thi Thanh Nhan are: Nguyen Hong Son, former Deputy General Director of AIC Company, currently on the run, sentenced to 7 years in prison; Truong Thi Xuan Loan, former Head of Project Management Board 3, AIC Company, currently on the run, sentenced to 5 years in prison; Nguyen Thi Thu Phuong, former Head of Financial Secretary Department of AIC Company, sentenced to 6 years in prison; Nguyen Thi Tich, former Head of Legal Records Department of AIC Company, and General Director of Mopha Company, currently on the run, sentenced to 3 years in prison.
The panel of judges determined that the defendants caused damage to the state budget of more than 50 billion VND.
Next, Do Van Son, former Chief Accountant of AIC Company, was sentenced to 30 months in prison; Nguyen Anh Dung, former General Director of Phuc Hung Company, brother of defendant Nhan, was sentenced to 36 months in prison.
The group of defendants, who are former officials in Quang Ninh, also committed the crime of violating bidding regulations causing serious consequences, including: Hoang Dinh Son, former Deputy Head of the Project Management Board, Quang Ninh Department of Health, was sentenced to 36 months in prison; Nguyen Quy Thinh, former Head of the Administration - Synthesis Department of the Project Management Board, Quang Ninh Department of Health, was sentenced to 24 months in prison; Pham Ngoc Dung, former specialist of the Planning - Finance Department, Quang Ninh Department of Health, received 24 months in prison.
For the crime of serious irresponsibility, defendant Luong Van Tam, former Director of the Project Management Board, Quang Ninh Department of Health, was sentenced to 30 months in prison but the sentence was suspended; Le Thi Phu, former Deputy Head of the Price Management Department, Quang Ninh Department of Finance, was also sentenced to 30 months in prison but the sentence was suspended.
Other defendants in the group who assisted defendant Nguyen Thi Thanh Nhan at AIC Company and related units were sentenced to the highest sentence of 30 months in prison (suspended sentence) and the lowest sentence of 18 months in prison.
According to the indictment, the investment project to build the Quang Ninh Obstetrics and Pediatrics Hospital was approved by the Quang Ninh Provincial People's Committee in 2009, with a total investment of VND238 billion. The project consisted of 2 phases and was divided into 6 direct procurement packages. AIC Company participated in the bidding and won all 6 packages.
With 6 illegal bid packages, Ms. Nguyen Thi Thanh Nhan and her accomplices caused the State a loss of more than 50 billion VND. The People's Procuracy determined that AIC Company won the bid with the assistance of 16 defendants from AIC Company and related companies.
During the investigation, the defendants Nguyen Thi Thanh Nhan, Nguyen Hong Son, Truong Thi Xuan Loan, and Nguyen Thi Tich fled, making it difficult to solve the case. The investigation agency issued a wanted notice and sent letters calling on the defendants to surrender to enjoy leniency, and at the same time applied all measures to ensure the right to defense as prescribed.
There are two defendants, including: Do Van Son, who fled but turned himself in on June 22; defendant Nguyen Thi Thu Phuong also fled and was wanted, but turned herself in on July 28.
