Previously, in the early morning of March 21, Captain Nguyen Van Hoai and Lieutenant Colonel Nguyen Manh Hiep were assigned by the commander of Traffic Police Team No. 4 to work at the Giai Phong - Dai La intersection.
While directing traffic, Captain Nguyen Van Hoai discovered a black leather wallet on the road. Upon inspection, he found many personal documents inside the wallet, including a citizen identification card, a class A1 motorcycle driving license, a vehicle registration certificate, a health insurance card, a student card in the name of Pham Duc Nguyen (born in 2006; residing in Minh Xuan ward, Tuyen Quang city, Tuyen Quang province) and 3 million VND in cash.

The task force reported the incident to the unit commander and contacted the National Economics University to verify the information of the property owner. That same morning, Traffic Police Team No. 4 contacted the owner of the wallet and invited him to come in for questioning.
Happy to receive the lost property, Mr. Pham Duc Nguyen said that all the documents and the money had just been sent by his father to pay for his tuition, so when he discovered that he had lost his wallet, he was very worried. Mr. Nguyen himself also tried to look for it many times on the street but could not find it. After getting his property back, Mr. Nguyen wrote a letter, expressing his deep gratitude to the Hanoi Traffic Police, Traffic Police Team No. 4 and the individual officers who helped him find the property.
Speaking to CAND Newspaper reporters, Major Tran Ngoc Trung, Captain of Traffic Police Team No. 4, said that promptly helping people find their belongings demonstrates the sense of responsibility of the Traffic Police force, "forgetting oneself for the country, serving the people". In the past, the unit's officers and soldiers have repeatedly helped people find their relatives and belongings, which has been recognized and praised by the people.
