After receiving a report from VietNamNet newspaper about the situation of motorbikes recklessly driving up the elevated Ring Road 2, Road Traffic Police Team No. 3 (Traffic Police Department of Hanoi City Police) took action.
On the morning of September 8, the working group of Traffic Police Team No. 3 set up a checkpoint at the exit to the elevated Ring Road 2, Nga Tu So section (from Vinh Tuy bridge to Nga Tu So).
In just a few minutes, the Task Force stopped 3 motorbikes for violations. Notably, one of the drivers had entered the restricted road without wearing a helmet.
Reporting to the traffic police, driver NST (born in 1987, residing in Long Bien, Hanoi) driving a motorbike with license plate 29B1 said that he saw the prohibition sign at the beginning of the road but still went in.
"This morning, I picked up my relatives to go to school. Because the traffic was so congested, I deliberately went in. When I went up to Ring Road 2, I saw cars going fast and dangerously, but if I had already left, I would have had to get to the end of the bridge to get off," said Mr. T.
Mr. T. also added that after receiving this fine, he will learn from his experience and pledge not to repeat the offense.
Another violator said that he followed because he saw many motorcyclists violating the law. He also said that the road was narrow, with only two car lanes, so motorbikes had to "fight for the road" to go.
"The car was going fast and the road was narrow so it was very scary. Next time I will pay more attention to the signs to be safe," said the violator.
It is worth mentioning that many motorcyclists who violate the traffic police force try to avoid them by all means. They even turn their motorbikes around and run away.
Captain Nguyen Huu Mung, Traffic Police Team No. 3, said that as soon as the complaint was received, the unit took action to handle the violation. For the act of driving a motorbike on a prohibited road, the drivers were fined from 400,000 to 600,000 VND and had their driving licenses revoked for a month.
"The special feature of the Ring Road 2 section from Vinh Tuy Bridge to Nga Tu So is that it is only for cars and prohibits motorbikes, motorbikes, bicycles, and pedestrians, so it is very dangerous for these vehicles to go on the road, posing a potential risk of traffic accidents," said Captain Mung.
According to Captain Nguyen Huu Mung, in the process of handling violations, traffic police officers encounter many difficulties because violators ignore the danger to avoid them. However, the unit will maintain both propaganda and handling to ensure people comply.
