Company uses "honoring the elderly" trick to lure elderly people into paying fees

People in Dak Glei district (Kon Tum) continuously complained about a printing company going to communes, meeting people and selling honor boards for 600,000 VND.

Ms. Y Bay (residing in Dak Be village, Muong Hoong commune, Dak Glei district) said that on September 20, her father, Mr. A De (76 years old), after attending the elderly conference, paid 600,000 VND to Anh Thi Printing Company Limited (Dak Lak) to receive a plaque honoring the elderly. Because he had no money, her father had to ask his children to contribute on his behalf.

She said that a few days ago, with the introduction of the Dak Be village elder association, the above company sent people to the village to hold a meeting. The elders in the village were given invitations specifically to the village communal house to hold the meeting.

At the meeting, the company’s staff proposed making membership cards for the elderly. In addition to making free cards, they also made honor boards for these elderly people. The company collected personal information, took photos of the cards, and took photos of each person’s ID card.

A few days later, the company's employees returned to the area to deliver membership cards and honorary plaques to the elderly, and the company also collected 600,000 VND from each person.

A printing merchant in Dak Glei said: "A certificate of merit costs 15,000 VND to print, with a wooden frame about 30,000 VND, and a membership card only about 5,000 VND. Charging the elderly 600,000 VND is too expensive."

According to observations, the "honor" board takes photos of the elderly in the style of ID photos printed into an available frame. The frame size is about 30cm x 50cm. On the honor board are written the names, year of birth and addresses of the elderly. Below the content that is supposed to be "honored", there is no honoring content about anything but just general: "Promoting the tradition of eighteen golden words of honor: The older the age, the higher the ambition, setting a shining example in building and defending the fatherland".

"They said whoever does it can do it, whoever doesn't do it can do it, there's no pressure, but they said it's in the regulations of the senior association that it has to be done. The seniors are afraid of being affected so they have to take pictures. And taking pictures means agreeing to make a plaque of honor. However, I strongly disagree with this way of doing things. If it's for the elderly and those in difficult circumstances, where will they get the money to pay?", Ms. Y Bay was upset.

Similarly, Ms. Y Choc (62 years old, residing in Hamlet 14A, Dak Pek Commune) said that on September 18, she was also sent a personal invitation by Anh Thi Company to a meeting at the village hall. At the meeting, the company also proposed to make a plaque of honor, but Ms. Choc did not agree because she had made the plaque 2 years ago.

"Two years ago, a unit came to make a plaque for my husband and I. At first, I thought it was free. But when we received the plaque, the unit immediately asked my husband and I to pay 800,000 VND. We didn't have any money, so my husband and I had to ask our children to pay for us," said Ms. Choc.

Not only Muong Hoong commune, Dak Dak commune but also many elderly people in other communes in Dak Glei district were introduced to make this unusual honor board.

Mr. A Cam, Vice Chairman of Muong Hoong Commune People's Committee, said that through information gathering, the commune has grasped the information of the incident and is checking the elderly people who were lured into making honorary plaques. According to Mr. Cam, when the above company came to the locality to work, it did not go through the commune People's Committee but only worked with the elderly and the village chief.

Immediately after discovering the incident, the Commune People's Committee requested the commune police to intervene and at the same time directed the villages to advise people to temporarily stop making the above honor board.

"People from this company take advantage of the elderly's old age and limited awareness to entice them to make honorary plaques at high prices. As soon as we discovered the incident, we asked the police to intervene to prevent this situation.

In addition, the commune also strengthens propaganda work, mobilizing people to be vigilant against strangers who come to the area without going through local authorities," said Mr. Nghia.

Businesses deliberately defraud the Association of the Elderly

During the working process at the People's Committee of Dak Glei district, the reporter collected a document from the Dak Glei District Elderly Association sent to localities to introduce Anh Thi Company Limited to work in communes and towns in the area.

The introduction document clearly states that the Elderly Association was given 5 million VND by Anh Thi Printing Company Limited, located at 21 Tran Binh Trong, Thong Nhat Ward, Buon Ma Thuot City, Dak Lak. The Elderly Association of communes and towns will receive 600,000 VND from this company, and a pair of lieutenant-level shoes for each Chairman, Vice Chairman, and Branch Head of the branches.

From the above "bait", Anh Thi Printing Company Limited went to work at the Associations and Branches of the Elderly in Dak Glei District, directly to the villages of ethnic minorities. Based on the introduction letter from the Dak Glei District Association of the Elderly, the company's employees organized to invite the elderly to the meeting and take photos and print the honor board.

Regarding the above incident, a functional official in Kon Tum province said that the Honor Boards have no legal value. "The elders will be consulted by competent authorities according to the provisions of Article 21 of the 2009 Law on the Elderly. Specifically: regarding longevity wishes and celebrations for the elderly as follows: People who reach the age of 100 will be congratulated and given gifts by the President of the Socialist Republic of Vietnam; People who reach the age of 90 will be congratulated and given gifts by the Chairman of the People's Committee of the province or centrally-run city...

For membership cards, the Senior Citizens membership card is compiled by the Branch Office annually and consulted with the higher level association to make membership cards in accordance with regulations. No business can arbitrarily make cards for members.

Speaking to reporters, Mr. Le Viet Nam, Chairman of Pek Glei District People's Committee, said that he had a preliminary understanding of the incident and was asking the Department of Labor, Invalids and Social Affairs to coordinate with the communes to verify and clarify.
