Telegram sent to the Ministers of the Ministries of Public Security, National Defense, Transport, Health, Education and Training, Information and Communications, Culture, Sports and Tourism; Central Committee of the Vietnam Fatherland Front; Central agencies of mass organizations; Chairmen of People's Committees of provinces and centrally run cities; National Traffic Safety Committee; newspapers and radio stations: Nhan Dan Newspaper, Vietnam News Agency, Vietnam Television, Voice of Vietnam. The Telegram clearly states:
On the occasion of New Year's Eve, Lunar New Year and Spring Festival 2024, it is forecasted that the traffic volume will increase sharply, creating great pressure on ensuring traffic order and safety, potentially causing traffic accidents and traffic congestion. To prevent traffic accidents and maintain traffic order and safety to serve the people celebrating New Year's Eve, Lunar New Year and Spring Festival 2024, the Prime Minister requests:
1. The Ministry of Public Security directs the Public Security of units and localities to strengthen patrols and control, strictly handle violations of order and safety of road, railway and waterway traffic; focus on handling violations that are direct causes of traffic accidents and traffic jams such as violations of regulations on alcohol and drug concentrations, speeding, driving in the wrong lane, going in the wrong direction, stopping, parking illegally, turning around, avoiding, overtaking illegally, not wearing helmets when riding motorbikes, not giving way to priority vehicles, entering emergency lanes...; prevent illegal racing, gatherings that disturb public order; violations when crossing level crossings; carrying vehicles beyond the safe waterline; vehicles that are not registered, inspected, or do not ensure technical safety; not equipped with life-saving and rescue equipment; no driving license, degree, or professional certificate; timely prevent and strictly handle vehicles carrying more people than the prescribed number...; coordinate to ensure traffic safety at river crossings, tourist boat wharves, waterways, especially passenger transport routes from shore to islands, rivers and water areas where festivals are held.
2. Ministry of Transport
- Directing affiliated agencies, units, Departments of Transport and transport business units to have plans to ensure transport capacity, quality and safety for passenger and cargo transport activities, especially passenger transport services by road, waterway and air during the Tet holiday, focusing on Tan Son Nhat International Airport and Noi Bai International Airport; minimizing delays and cancellations; not letting passengers not be able to return home for Tet due to lack of means; strictly handling organizations and individuals that allow illegal buses, illegal stations and illegal ticket price increases.
- Direct the Departments of Transport and contractors to ensure safety conditions for traffic infrastructure works; promptly repair damaged and landslide-prone road sections caused by floods; review and supplement traffic signal systems and reflective warning devices at intersections and road sections with steep slopes, narrow curves, and limited visibility.
- Ensure that the electronic toll collection system operates continuously and does not cause traffic congestion at toll stations; coordinate with relevant agencies to prevent congestion at airport toll stations.
- Urgently complete upgrading, repairing and maintaining key traffic routes in urban areas and returning the roadway to serve people's travel (complete 1 week before the Lunar New Year holiday); have plans to organize, regulate and separate traffic flows, promptly clear them, and prevent prolonged congestion when there are incidents or traffic accidents, especially before and immediately after the Lunar New Year holiday on the main routes in and out of Hanoi and Ho Chi Minh City, routes connecting to stations, airports, ports and the Spring Festival area.
3. The Ministry of Information and Communications directs press agencies to increase the duration and content of propaganda on traffic order and safety during the New Year, Lunar New Year and Spring Festival 2024.
4. Vietnam Television, Voice of Vietnam, Vietnam News Agency, press agencies, socio-political organizations shall step up propaganda and dissemination of traffic safety laws, provide guidance on safe traffic participation skills, especially on highways; regularly update to provide timely information on traffic accidents, traffic congestion, information to support and guide people's travel during the Tet holiday, as well as warn areas at high risk of road traffic accidents, railway crossings, inland waterways, main traffic routes, key traffic hubs, areas where events and festivals are held; provide information on traffic organization and diversion plans, traffic organization plans to serve projects using roadsides and sidewalks; transport service plans; guide people in choosing appropriate means of transport and travel times, contributing to reducing traffic volume during rush hours; Persistently propagate to the people to implement "If you drink alcohol or beer - do not drive"; "Do not use the phone while driving"; "Wear a standard helmet when riding a motorbike, scooter, or electric bicycle"; "Wear a seat belt when sitting in a car", "Comply with speed regulations".
5. The Ministry of Health directs the Departments of Health and medical examination and treatment facilities nationwide to increase the number of medical personnel, vehicles, equipment, and medicines to ensure the highest capacity in rescuing traffic accident victims and minimizing human losses in the event of traffic accidents.
6. The People's Committees of provinces and centrally run cities shall direct agencies, branches and functional forces to strengthen propaganda and mobilize people to comply with legal regulations on traffic order and safety; proactively develop plans to organize safe and smooth traffic, especially on routes and areas with high risks of traffic accidents and traffic jams in the area; review locations and areas with high risks of landslides and increase warnings on routes managed by the locality. At the same time, direct businesses and educational institutions in the area to proactively coordinate with transport units to organize the direct sale of train and bus tickets for workers, laborers and students returning home for Tet.
7. Ministries, branches and localities shall assign competent persons to organize 24/7 duty, report on the situation of ensuring traffic order and safety during the 7-day Tet holiday of Giap Thin, from February 8, 2024 to February 14, 2024 (ie December 29, Quy Mao year to January 5, Giap Thin year) to the National Traffic Safety Committee (in which the quick report is sent before 2:00 p.m. every day; the summary report of the 7-day Tet holiday of Giap Thin is sent before 2:30 p.m. on February 14, 2024).
8. Assign the National Traffic Safety Committee to monitor and urge the implementation of this Official Dispatch, synthesize and report to the Prime Minister the implementation results before 3:00 p.m. on February 14, 2024./.
