Telegram sent to the Department of Industry and Trade of provinces and cities; Units under the Ministry; Vietnam Electricity Group; Traders, industry associations producing and trading all kinds of goods.

The telegram clearly stated that, implementing the Government's telegrams on overcoming the consequences of storm No. 3 and post-storm floods, to ensure the supply of food, foodstuffs and essential necessities for people, at the same time strengthen supervision, inspection and control of the market, strictly handle violations, resolutely prevent hoarding and unreasonable price increases (especially medicines, textbooks, school supplies, food, essential necessities for consumer needs and supplies, biological products, plant varieties, livestock, etc.), to serve the restoration of production and business activities of people, enterprises and people's lives after the storm, the Minister of Industry and Trade assigned the Domestic Market Department to continue to effectively organize and implement the Forward Working Group established under Decision No. 2421/QD-BCT dated September 11, 2024 of the Minister of Industry and Trade on the supply and regulation of essential goods at the markets. localities affected by storm No. 3 to directly grasp the market situation and demand for essential goods.

In addition, carry out the work of regulating goods between provinces and cities affected by rain and floods with other provinces and cities (priority is given to regulating goods supplied from the Central and Southern regions) when requested by localities to ensure the maintenance of the supply of essential goods, focusing on goods for the learning needs of students, medical treatment of patients, and for vulnerable groups in society in localities heavily affected by rain and floods.

Synthesize difficulties and problems arising in the supply of essential goods in the provinces; advise and propose solutions in emergency situations, promptly report to the Ministry's leaders in cases beyond their authority.

Coordinate with agencies and the press to provide timely information on the market supply of essential goods.

On the part of the General Department of Market Management, continue to strictly implement Official Dispatch No. 6815/CD-BCT dated September 8, 2024 of the Minister; Direct all market management forces to strengthen supervision and management by area, deploy professional measures, develop plans and coordinate with functional forces to conduct inspections, supervision, promptly detect and strictly handle organizations and individuals who take advantage of the impact of storm No. 3 to speculate, hoard goods, increase prices or commit other violations according to the provisions of law.

Coordinate with media agencies to publicly inform about the handling of organizations and individuals who take advantage of natural disasters or other unusual developments to make illegal profits, causing negative impacts on the spiritual and material lives of the people.

The Minister of Industry and Trade assigned the Department of Industry to monitor the production of industrial products, focusing on industrial food products and steel products, and direct manufacturing enterprises to ensure supply to stabilize prices and meet consumption needs for the repair, renovation, and reconstruction of houses and infrastructure in many localities after storm No. 3.

The Import-Export Department is responsible for coordinating with the Domestic Market Department in reviewing agricultural product supplies, ensuring a harmonious balance between ensuring food security and promoting the export of our country's strengths, with priority given to promoting and supporting agricultural products from northern localities that are about to be harvested.

Ensuring supply of electricity, petrol and essential goods

The Ministry of Industry and Trade requested Vietnam Electricity to direct the Electricity Corporations and provincial Power Companies to prioritize ensuring power supply for pumping stations serving the work of drainage and flood control to quickly restore the growing areas heavily affected by storm No. 3, providing clean water for consumption, fresh water for production and business. At the same time, direct units in the electricity sector in localities less affected by the storm to mobilize forces, means and materials to promptly support overcoming the power system problems caused by the storm to ensure the restoration of production and business activities of enterprises and people's lives.

"Petroleum traders must proactively source goods, provide enough petrol for the system, absolutely not interrupt the supply of petrol in their petrol distribution system (from key traders, distributors, agents, retail stores), maintain regular sales activities, sell at the listed price; strictly implement the reserve of petrol according to regulations, ensure sufficient supply of petrol for the domestic market in all situations" - the dispatch clearly stated.

At the same time, prepare goods and means of road transport to promptly supply gasoline, especially in the Northern region. Have a plan to provide mobile gasoline to flooded, flooded, and power-lost areas where infrastructure cannot be immediately restored.

Key petroleum traders proactively supply petroleum, store petroleum appropriately, and provide sufficient and timely petroleum to key petroleum traders according to signed contracts to meet the needs of the Northern market.

For businesses producing essential goods, increase production capacity to ensure adequate supply for localities; Prioritize the supply of high-demand items such as food, foodstuffs and items serving essential needs such as construction materials, medicines, consumer goods, etc. for the needs in areas damaged by storms, rain and floods.

For distribution enterprises, review and strengthen supply coordination, focus resources on transporting goods from the Central and Southern provinces to supply essential goods in their distribution systems in the Northern provinces, prioritizing supply to areas affected by storms, floods, inundation, and local isolation by appropriate measures and means, ensuring safety.

“Do not speculate, hoard, hoard goods, or unreasonably increase prices of goods in any form; Actively coordinate with functional units and the Department of Industry and Trade in provinces and cities affected by storms, rain, and floods to provide relief goods and essential goods to people, especially in isolated areas” – the telegram stated.

Localities strengthen coordination in goods supply

The telegram requested that the Department of Industry and Trade of the northern provinces and cities directly affected by storms, floods, and inundation closely monitor market developments, direct and coordinate with production and trading units to deploy measures to immediately use reserve goods and mobilized social resources to support and ensure adequate supply of essential goods and goods for post-storm recovery work in areas affected by storms and floods; mobilize, supervise, and request business units of essential goods, construction materials, repair materials, textbooks, medicines, generators, electric storage devices, water storage devices, etc. to fulfill their commitments to stabilize commodity prices.

At the same time, assess the actual situation in the locality and the market price level of goods and services in the area. If necessary, send a document to the Department of Finance for synthesis and submit to the People's Committee of the province or city for consideration and decision on appropriate policies, measures and price stabilization period.

Price stabilization measures include: regulating supply and demand or setting specific prices, maximum prices, minimum prices or price ranges appropriate to the nature of each type of goods and services. In case a competent authority declares a state of emergency and has other regulations on price stabilization, the provisions of the law on states of emergency shall apply.

Directing commercial business units, management units, and market operators in the area to have plans to provide mobile goods in the area, strengthen connections, and seek additional sources of goods from other localities so that supply activities are not interrupted. Advise the People's Committees of provinces and cities on plans to repair and restore market infrastructure affected by storms and at the same time have plans to arrange temporary business locations for traders at the market to avoid disruptions in the supply of goods to people.

In mountainous areas affected by landslides, there are still many isolated areas with difficult transportation. It is recommended to coordinate essential goods through distribution channels to promptly supply them to people; Proactively coordinate with police, military, transportation, health, education forces and business traders to increase the transportation of essential goods, gasoline, medicine, textbooks, and school supplies to areas that are currently isolated, difficult, and in need.

Coordinate with the Department of Agriculture and Rural Development to organize the connection of supply and demand of essential goods, food, and foodstuffs to support people in consuming food and foodstuffs that are ready for harvest and sale but facing difficulties due to the impact of storm No. 3.

Localities are also responsible for directing businesses distributing and trading essential goods in the area to increase transportation and supplement the supply of goods in high demand such as food and foodstuffs from the Central and Southern provinces to meet the needs of the people, contributing to stabilizing prices and the market. There are plans to provide mobile goods, especially essential goods, gasoline to flooded, flooded, and power-lost areas where electricity and commercial infrastructure have not been restored.

In addition, proactively review and coordinate with local state management agencies on the need to support essential necessities for people in difficult circumstances due to the direct impact of storm No. 3 and the storm's circulation such as losing their homes and not being able to ensure their own essential needs, then consider support from mobilized resources or national reserves: tents, drinking water, food, blankets, pots and pans, fuel, motorboats and some other essential items to serve immediate, on-site needs, advise the Provincial People's Committee to have an emergency social assistance plan according to the provisions of Decree No. 20/2021/ND-CP dated March 15, 2021 regulating social assistance policies for social protection beneficiaries.

Proactively provide information on the supply situation and prices of essential goods to local media and locations.

The Department of Industry and Trade of other provinces and cities shall review the supply capacity of goods, especially essential goods, and have plans to proactively coordinate or report to the Ministry of Industry and Trade to coordinate the supply of goods for localities directly affected by storms and floods.

At the same time, proactively research and review to advise the People's Committees of provinces and cities on appropriate contents in Directive No. 29/CT-TTg dated August 27, 2024 of the Prime Minister on stimulating consumption, supporting production, business and developing the domestic market in the immediate situation.

Actively coordinate with the Department of Industry and Trade of the Northern provinces in connecting supply and demand, supporting the consumption of agricultural and food products until harvest and sale but affected by storm No. 3.
