Adding 10 points to the children of revolutionary activists before 1945 causes a stir

Among them, the regulation that the group that gets priority points is "children of revolutionary activists before January 1, 1945" makes many people wonder. They think that this regulation "only exists on paper, far from reality", because the revolutionary activists are now around 100 years old, while the age of students entering grade 10 is usually 15 years old.

"The priority subjects for entering grade 10 in this document are based on regulations of the Ministry of Education and Training," said Mr. Cao Xuan Hung, Director of the Nam Dinh Department of Education and Training.

Circular No. 11/2014/TT-BGDDT dated April 18, 2014, Point a, Clause 2, Article 7 stipulates that the subjects eligible for priority points include: children of martyrs; children of war invalids with a loss of 81% or more of their working capacity; children of sick soldiers with a loss of 81% or more of their working capacity; children of people granted "Certificate of beneficiaries of policies for war invalids, where the person granted the Certificate of beneficiaries of policies for war invalids has a loss of 81% or more of their working capacity".

On May 26, 2014, the Ministry of Education and Training issued a Circular supplementing Point a, Clause 2, Article 7 of the Regulations on Secondary School and High School Admissions. The subjects entitled to additional priority are: children of resistance fighters exposed to toxic chemicals; children of revolutionaries before January 1, 1945; children of revolutionaries from January 1, 1945 to the August 1945 Uprising.

Associate Professor Dr. Nguyen Xuan Thanh, Director of the Department of Secondary Education, Ministry of Education and Training told VTC News: " The circular was issued in 2014. At that time, the drafting committee wanted to cover all subjects. In this case, it includes both biological children and legally adopted children." That means people who participated in the revolution from the age of 15, but when they were 60-70 years old, or even older, they adopted children, so there were still cases where they were 90 years old and their adopted children took the 10th grade entrance exam.

Up to now, the Circular has been around for nearly 10 years. The Ministry of Education and Training has planned to review and consider. If there are any inappropriate regulations, they will be changed.

Regarding this issue, Mr. Pham Van Hoa, National Assembly Delegation of Dong Thap Province, Member of the National Assembly's Law Committee, said that the above regulation is completely unreasonable at this time. " 10th grade students are usually 15 years old, so are there any cases where the children of revolutionary activists are in this age group? ", he wondered.

In fact, the revolutionaries are now old and no longer healthy enough to adopt children. The delegate suggested that the Ministry of Education and Training should soon adjust the policy to suit the actual situation and serve the majority of people in society.
