Previously, on the evening of September 12, a fire broke out in a mini apartment building deep in alley 29/70 Khuong Ha, killing 56 people and injuring 37 others. The building was licensed to build 6 floors, but Mr. Nghiem Quang Minh (44 years old, residing in Yen Hoa Ward, Cau Giay District, Hanoi), the investor, built it into 9 floors and divided it into many apartments, then sold them to many people.

In the building, the first floor is used as a parking space for electric vehicles and motorbikes of about 150 residents. When the fire broke out, most of the vehicles were burned down, leaving only the iron frames.

Many motorbikes and electric cars on the first floor of the mini apartment building became scrap metal after the fire.

After the fire broke out, Hanoi City Police initiated a criminal case, prosecuted and temporarily detained Mr. Minh to investigate the crime of "violating regulations on fire prevention and fighting".

On September 14, Chairman of the Hanoi People's Committee Tran Sy Thanh requested to temporarily suspend cultural, sports, and entertainment activities and events organized by the city, city units, districts, towns, communes, wards, and townships. The suspension period for these activities is from September 14 to 17.

One day later, the Hanoi People's Committee issued a plan for a general inspection of law enforcement in mini apartments and boarding houses in the area, from September 15 to October 30.
