The general objective of the Plan is to transform the direction and administration of the Government and the Prime Minister into an electronic environment, applying modern technology to synthesize data, support analysis, build forecasting models, to strengthen the advisory work, organize activities and support decision-making of the Government and the Prime Minister; monitor, supervise, evaluate and measure the implementation of socio-economic development tasks and goals according to the Resolutions of the Party, the National Assembly and the Government based on digital data.
Forming a centralized, integrated data warehouse; an information system serving the direction, administration, advisory work, and synthesis to support the decision-making of the Government and the Prime Minister; connecting, integrating, sharing information, data, and interacting in the electronic environment with information systems and databases of ministries, branches, and localities.
Connect, integrate, and share 40 groups of information and two-way real-time online data with ministries, branches, and localities.
Specific goals by 2025: Build, form, collect, and synthesize groups of socio-economic indicators to serve daily and monthly direction and management; groups of indicators to monitor the implementation of annual socio-economic development plans; groups of indicators to monitor the progress of implementing national target programs and key national projects; groups of indicators to serve the direction and management of national emergencies and urgent situations.
Strive for 80% of national statistical indicators in the period 2010 - 2025 (monthly, quarterly, annually, 2 years, 5 years, 10 years) and 50% of statistical indicators of ministries, branches and localities to be provided for direction and management in the form of digital data.
Connect, integrate, and share 40 groups of information and two-way real-time online data with ministries, branches, localities, corporations, and state-owned corporations (focusing on administrative data of the following sectors: planning, banking, finance, industry and trade, agriculture, construction, natural resources and environment).
Strive for 100% of targets according to Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP annually of the Government and Decision No. 288/QD-TTg dated February 28, 2022 of the Prime Minister to be monitored, supervised and evaluated using digital data.
Strive for 100% of information and data synthesized from the national database on population, 100% of indicators on measuring the quality of online public service provision, 100% of indicators assessing the quality of service for people and businesses in performing administrative procedures and public services on the National Public Service Portal to be connected and integrated to serve the direction and administration of the Government and the Prime Minister.
Strive for 100% of information and data of the Government, ministries, branches and localities to be integrated, connected and shared with the information systems of the Central Party Committee and the National Assembly; strive for 100% of tasks assigned by the Government and the Prime Minister to be monitored, supervised and evaluated using digital data.
100% of statistical indicators of ministries, branches and localities are provided to serve direction and administration in the form of digital data.
By 2030, develop a Government and Prime Minister's command and administration information system with full functions to meet the requirements of online, data-based command and administration of the Government and Prime Minister.
Strive for 100% of national statistical indicators and statistical indicators of ministries, branches and localities to be provided to serve the direction and administration of the Government and the Prime Minister in the form of digital data.
Complete connection, integration, and real-time online information and data sharing with ministries, branches, localities, corporations, and state-owned corporations.
Building and developing short-term, medium-term and long-term forecasting models, applying artificial intelligence and big data analysis technologies to forecast, warn, and propose solutions to help the Government and Prime Minister direct and operate promptly, flexibly and effectively.
To achieve the above goals, the Plan sets out 6 main tasks and solutions: 1- On the work of perfecting institutions, policy mechanisms; 2- Building an information system to serve direction and administration; 3- Developing digital data, promoting connection and sharing to serve direction and administration; 4- Building online direction and administration scenarios; 5- Training and developing human resources; 6- Ensuring information security and network security.
Developing digital data, promoting connection and sharing to serve leadership and management
Regarding solutions for developing digital data, promoting connection and sharing to serve direction and administration, the Plan clearly states: Organize the creation, connection, sharing, synthesis, analysis, evaluation and monitoring of the quality of information and data of indicators and groups of indicators in Appendix II of this Plan (consumer price index, gold price index, core inflation, budget revenue, central budget expenditure, public investment disbursement, etc.) and other information and data as required to serve the direction and administration of the Government and the Prime Minister in the electronic environment.
At the same time, develop and complete national and specialized databases of ministries, branches and localities; connect, integrate and share with the general data warehouse to serve the direction, administration and socio-economic development of the Government and the Prime Minister in the electronic environment.
Develop the National Data Integration and Sharing Platform (NDXP), the National Document Interconnection Axis; build and deploy the Data Integration and Sharing Platform of the National Data Center to connect, integrate, and share data between information systems and databases of ministries, branches, and localities from central to local levels to serve the direction and administration of the Government, the Prime Minister, and leaders of ministries, branches, and localities in the electronic environment.
Build online command and control scenarios
Develop scenarios and organize the implementation of online direction and administration of the Government and Prime Minister on: civil defense; incident response, natural disaster prevention, search and rescue; traffic safety, fire prevention and fighting; emergency epidemic prevention and control; online meetings, working, inspections, and inspections of important national works and projects, key transport sector projects, and issues arising as required by the direction and administration of the Government and Prime Minister. /.
