People in Phu Gia 1 village (Ninh Phuoc commune, Nong Son district) are very excited to participate in events at the village cultural house. Here, the local government has installed wifi for many years. Every month, the village allocates funds to pay for network services for people to use. In addition, a loudspeaker system, smart TVs, etc. have also been installed.
Officials, party members and villagers also actively apply technology and digital transformation utilities to serve work exchanges and receive policies and guidelines of the Party and State.
Typically, receiving documents from superiors through the commune's electronic information portal, through zalo groups connecting communes and villages, between solidarity groups... This is also a utility from digital transformation that most localities in Quang Nam are implementing.
At the end of March 2023, the Vietnam Fatherland Front Committee of the province put into operation an online video conferencing system with a total investment of more than 18.5 billion VND.
The system has 20 connection points including 1 main connection point at the Provincial Vietnam Fatherland Front Committee, 18 connection points at the district-level Vietnam Fatherland Front Committees and 1 point at the provincial data center. The system allows connection with the online video conferencing system of the Party bloc, the People's Committee and connection to the Central agency.
After more than 1 year of putting the system into operation, Mr. Nguyen Phi Hung - Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee said that the online video conferencing system has been very effective in implementing urgent tasks of the Front's work.
“With the online video conferencing system, the Provincial Vietnam Fatherland Front Committee promptly grasps issues, especially public opinion and the people's situation. Many contents require urgent meetings to monitor and direct, so this system has become more effective, contributing to saving time and reducing travel costs…” – Mr. Hung said.
Serving digital transformation
According to local authorities, the current information technology (IT) infrastructure still has many shortcomings and limitations, failing to meet the requirements of administrative reform, digital transformation, and implementation of Project 06.
All agencies and units have LAN systems (internal networks), but most of them have degraded and do not ensure speed and stability of connection. In addition, most units do not have solutions to ensure network safety and security (lightning protection, firewalls, anti-virus, etc.).
The internet and LAN systems at the commune level are not guaranteed and do not meet the standards prescribed in Decision No. 531 of the Provincial People's Committee on promulgating the model of internal networks and wide area network connections of state agencies in the province.
Recently, the Provincial People's Committee issued Decision 1173 dated May 16, 2024 promulgating the Project on upgrading infrastructure and purchasing IT equipment to serve digital transformation in the province.
According to the approved project, 21 departments, branches, sectors and 12 agencies of the provincial Party, Association and Mass Organizations will be invested in equipment, upgrade internal networks, and supplement essential IT equipment (computers, printers, scanners)... with a total estimated cost of more than 36.4 billion VND from the provincial budget. Implementation period is from 2024 to 2026.
Investing in modern digital infrastructure
Quang Nam province's planning for the 2021-2030 period, with a vision to 2050, sets the goal that by 2030, a number of types of smart transportation, modern digital infrastructure and synchronous, complete digital data will be formed, 4G/5G network will cover 100% of localities in the province, creating a foundation for the development of digital government, digital economy, and digital society.
It is known that digital infrastructure includes telecommunications infrastructure, information technology and data center infrastructure - an important foundation that determines the success of the digital transformation process. In 2024, Quang Nam also determined to develop the digital economy with a focus on "Digital Data-Based Governance". This is also a key production factor in the development of the digital economy.
According to Acting Chairman of the Provincial People's Committee Ho Quang Buu, Quang Nam has requested agencies, units, and localities to deploy digital infrastructure in parallel and synchronously with other infrastructures such as transportation, electricity, lighting, and underground works. Enterprises coordinate to develop digital infrastructure according to the principles of sharing, sharing, etc.
Regarding IT infrastructure, Quang Nam focuses on promoting investment in broadband infrastructure and applying new technologies. Supporting businesses to use cloud computing infrastructure in the province; deploying cloud computing infrastructure in information systems to serve the socio-economic development of the province.
In addition, investing in expanding the coverage of the next generation mobile network (5G), helping to increase connectivity and internet access in more areas. Eliminating telecommunications signal depressions to ensure that people in these areas have the opportunity to access and use digital services conveniently.
