Digital transformation needs to go hand in hand with green transformation

However, in reality, there are many barriers to implementing digital transformation and green transformation. In this context, businesses are "getting more and more difficult" as many markets are increasing regulations on sustainable development and data.

Dual transformation - businesses face many challenges

Along with the digital industrial revolution, the green industrial revolution is also creating pressures and motivation for competition and development among countries, economies and businesses.

Associate Professor, Dr. Nguyen Hong Son, Deputy Head of the Central Economic Commission, assessed that digital transformation associated with green transformation (dual transformation) is a revolution in developing new productive forces.

Because this is a harmonious combination between humans and artificial intelligence, data becomes an important resource and means of production. It is a process of overall and comprehensive change in the way of living and working, strongly applying digital technology to economic and social activities; helping to promote economic development, contributing to building a sustainable, modern and environmentally friendly society.

Towards the above goal, Vietnam Economic Magazine - VnEconomy in collaboration with the Central Institute for Economic Management (CIEM), the Ministry of Planning and Investment organized the 2nd Vietnam New Economic Forum with the theme: "Creating a new economy: Revolution in digital transformation - green transformation and the pioneering role of enterprises".

Speaking at the forum, Dr. Tran Thi Hong Minh, Director of the Central Institute for Economic Management (CIEM) , said that Vietnam is entering an important period in implementing the 5-year Socio-Economic Development Plan 2021-2025.

Since 2021, Vietnam has witnessed many efforts to "digitalize" and "green" life and production and business activities, especially in terms of issuing policies for digital transformation and green transformation.

Although there have been positive changes in applying digital technology, modernization, and moving towards NetZero, frankly speaking, the business community does not understand much, has not invested much, has not implemented much, and has not benefited much from the digital transformation and green transformation process.

As of mid-July 2024, there were nearly 940,000 businesses operating nationwide, of which most were micro, small and medium-sized; the number of large-scale businesses with the capacity to participate and lead important stages in the supply chain was still relatively limited.

From a business perspective, Mr. Dang Vu Hung, Chairman of the Board of Directors and General Director of PPJ Group, affirmed: "The price to pay for being slow to transform and not having time to double transform is very high. The world is changing rapidly, and soon green criteria will become the new normal. At the same time, digital transformation tools exist in the business environment like the atmosphere. If businesses put it aside and do not start transforming, it will be difficult in the future when approaching global trends."

However, dual conversion is not easy, and is even a challenge for many Vietnamese businesses today. This is amplified many times for small and medium enterprises, with difficulties mainly coming from limited financial resources, while the cost of dual conversion is not small.

In addition, the challenge comes from the lack of "digital" human resources, with enough skills and courage to grasp and master technology; the problem of consumption when producing green products is difficult, consuming green products is even more difficult because production costs have pushed up product prices.

Finally, there are difficulties in financial policies. Currently, the Government and the State Bank also create conditions and encourage credit institutions to focus on mobilizing and implementing important financial support packages for digital transformation and green transformation. However, in reality, the implementation of green credit still has many barriers, there is no clear legal framework; regulations and appraisals are still complicated; there are no specific and transparent criteria to determine the greenness of the project.

In that context, businesses are "getting more difficult" as many markets are increasing regulations on sustainable development and data.

For policy makers, this is a worrying reality, not only in terms of the quality of documents but also in terms of the lack of practices at the enterprise level to develop more specific, relevant policies.

Great potential for Vietnam's green economy but decisive action needed

Affirming the potential of Vietnam's green economy, Ms. Hong Minh emphasized that digital transformation and green transformation are difficult requirements, but can also "give wings" for Vietnamese enterprises to develop in both international and domestic markets.

In fact, despite many difficulties, there are ways to make green transitions, typically in the case of Viettel Post.

Sharing at the forum, Mr. Le Anh Tuan, Deputy General Director of Viettel Post, said that the enterprise has implemented dual conversion, such as limiting the number of postmen traveling in densely populated areas and apartment buildings, helping to limit carbon emissions into the environment; using robots to operate in dark environments, using automatic power-off systems to help reduce electricity consumption;...

From the above experiences, according to him, one of the things that businesses need to prioritize is "mastering technology, thereby creating opportunities to break through and compete with the world", avoiding dependence and costly expenses.

Continuing the story of Viettel Post, Ms. Tran Thuy Ngoc, Permanent Deputy General Director of Deloitte Vietnam, said that Vietnam has a lot of potential to develop dual transformation, thanks to its energy resources, young knowledge, and digital knowledge, but a lot of that workforce works for foreign enterprises, instead of working for domestic enterprises.

Therefore, what is needed now is to attract that group of personnel to domestic enterprises.

In addition, Associate Professor Dr. Nguyen Hong Quan, Director of the Institute for Circular Economic Development (ICED), Ho Chi Minh City National University emphasized: "The role of local authorities in leading the business community, human resources and ecosystem will help businesses and the economy operate according to the set orientation and policies".

Mr. Can Van Luc pointed out the "tasks" that need to be implemented as soon as possible.

From the above discussions, we summarize the green economic development strategy for Vietnam in the near future and in the long term. Dr. Can Van Luc, member of the National Monetary and Financial Policy Advisory Council, Chief Economist of BIDV Bank, said: "It is necessary to link and go hand in hand with digital transformation and green transformation at the same time, supporting and complementing each other very closely. If you want a good green transformation, you must have technology. If you want a good digital transformation, you must also green."

In the immediate future , government agencies, the Party and the State need to quickly complete the green classification list, from which they can deploy green finance and green credit; deploy, develop specific programs and plans on the circular economy; and clear and avoid wasting resources through institutions and policies.

In the long term , he proposed some views:

First, establish a national productivity committee as soon as possible to improve labor productivity.

Second, there needs to be a testing mechanism for science and technology, because science and technology is an extremely important spearhead in the future. However, there is still no three-year sandbox testing mechanism to develop fintech, artificial intelligence (AI)... In addition, the Law on Digital Technology Industry and the Law on Science and Technology need to be passed soon for better digital transformation.

Third , businesses that want to go green need support resources, in addition to policy mechanisms.
