In the process of investing and developing industrial parks and industrial clusters, there are still some difficulties and problems related to the handover of clean land, filling materials, and power sources for secondary projects that will attract investment and attract human resources.
Speaking at the meeting, Mr. Pham Duc An - Deputy Secretary of Quang Ninh Provincial Party Committee, Chairman of the Provincial People's Committee, requested that the coordination between the Economic Zone Management Board, departments, branches, localities and investors in infrastructure of industrial parks and industrial clusters must be carried out synchronously, to resolve procedures in accordance with regulations. Accordingly, difficulties and problems in site clearance, sources of filling materials, electricity sources, water sources, and land allocation procedures must be prioritized for immediate resolution.
The Deputy Secretary of the Quang Ninh Provincial Party Committee and Chairman of the Provincial People's Committee requested the Economic Zone Management Board to work with departments and branches to develop a monthly and quarterly roadmap to resolve the problem and report to the Provincial People's Committee. In addition, regarding electricity demand, industrial park investors must forecast actual demand in order to be one step ahead, and work with the province and the Vietnam Electricity Group to invest in additional power transmission systems and transformer stations.
The Chairman of the People's Committee of Quang Ninh province further emphasized: For site clearance work, there must be a priority order so that localities can focus on implementing it with focus and key points to ensure the progress of attracting investment and implementing secondary projects. At the same time, to create a competitive advantage to attract labor resources in industrial parks and industrial clusters, departments, branches and localities must pay special attention and support, and guide enterprises to carry out procedures to accelerate the progress of building workers' housing.
Currently, Quang Ninh province has 9 projects investing in the construction and business of industrial park infrastructure that have been approved by competent authorities for investment policies and granted investment registration certificates with a total area of over 3,824 hectares and have been cleared for land clearance of 2,719 hectares. Of which, 8 industrial park projects have been decided to be assigned and leased by the Provincial People's Committee with a total area of over 1,941 hectares. The occupancy rate of secondary projects in 8 industrial parks is over 76%. In 2025, the industrial parks in the area will need to recruit about 16,000 workers. Regarding the development of industrial parks, according to the planning for the period of 2021-2030, the province will have 36 industrial parks with a total area of over 2,105 hectares. Currently, there are 6 industrial parks with a total area of over 375 hectares that have invested in building technical infrastructure and are in operation with a total of 445 secondary projects and more than 5,000 workers, with an average occupancy rate of over 70%. Investment and preparation steps are being made to build technical infrastructure for 6 industrial parks with a total area of nearly 270 hectares.
