(Baoquangngai.vn)- Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoang Giang requested the investors of the Dung Quat - Sa Huynh Coastal Road Project Phase IIb and the Hoang Sa - Doc Soi Road Project, together with relevant agencies, units and localities, to actively carry out site clearance work and speed up the construction progress of the projects.

On the afternoon of March 20, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Hoang Giang inspected the progress of the Dung Quat - Sa Huynh Coastal Road Project, Phase IIb and Hoang Sa - Doc Soi Road. He was accompanied by leaders of relevant departments, branches and localities.

The Hoang Sa - Doc Soi Road Project has a route length of 26.88km, starting at the intersection with Tri Binh - Dung Quat Road, ending at the Hoang Sa Road; of which, the section through Binh Son District is 17.62km, Son Tinh District is 1.9km and Quang Ngai City is 7.36km. The total investment of the project is 3,500 billion VND; implementation period is 2022 - 2027.

According to the report of the Provincial Traffic Construction Investment Project Management Board (Project Management Board), regarding the site clearance work of the main route, up to this point, the compensation plan has been approved for 16.67/164.51 hectares, reaching 10.1% of the total area.

Localities in the project area have handed over 32.38 hectares of land, reaching 19.7% of the total planned area for project implementation. Corresponding to the land handed over to the project, up to now, the cumulative construction value has reached about 250/2,350 billion VND, reaching 10.6% of the construction volume value.

Land acquisition is one of the reasons why construction projects are behind schedule.

The Project Management Board believes that the project progress is slow because the handed over area is still small and not yet connected. Currently, the contractor can only carry out construction at bridge and culvert locations and construct precast components and bridge girders, so the progress does not meet the requirements.

The implementation plan in the coming time, for the main route site clearance work, will complete the approval of the plan and handover of the remaining 135.11 hectares of agricultural land and non-agricultural land that is not residential land in July 2025. The investor continues to focus on accelerating the construction progress of bridge and culvert items; gathering more machinery, equipment, human resources and materials to carry out construction for the additional site to be handed over in the coming time.

The construction unit is implementing the construction of the bridge project of Hoang Sa - Doc Soi Road.

The Dung Quat - Sa Huynh coastal road project phase IIb has a total investment of nearly 900 billion VND, a route length of more than 16.2km, including 4 sections passing through Binh Son district, Quang Ngai city and Mo Duc district. The project implementation period is 2022 - 2025.

Up to now, the section through Binh Son district has handed over 2.2/3.38ha of land, reaching 65%; the section through Quang Ngai city has handed over 3.9/5.45ha, reaching 71.5%; the section through Mo Duc district has handed over 6.935/7.085 km, reaching 98%.

Regarding the construction implementation, the section through Binh Son district and Quang Ngai city has achieved 78% of the contract value, the section through Mo Duc district has achieved 57% of the contract value. The implementation progress is delayed, mainly due to the low area of ​​the handed over land, not yet connected, so the progress does not meet the requirements.

In the coming time, the investor will continue to urge contractors to focus on speeding up the construction progress of bridges, culverts, and road surfaces for the additional land to be handed over in the coming time.

Inspecting the actual situation at the site, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoang Giang acknowledged and highly appreciated the coordination in implementing site clearance and construction of the Dung Quat - Sa Huynh Coastal Road Project, Phase IIb and Hoang Sa - Doc Soi Road of the investor, construction unit, locality and related units.

The Chairman of the Provincial People's Committee emphasized that the Dung Quat - Sa Huynh coastal road and the Hoang Sa - Doc Soi road are dynamic traffic axes, creating space and opening the way for strong development for Quang Ngai province. Therefore, localities where the project passes through need to strengthen propaganda work, helping people fully understand the importance of the project, thereby creating consensus and widespread support in the community.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoang Giang presented gifts and encouraged workers constructing the Hoang Sa - Doc Soi Road project.

Comrade Nguyen Hoang Giang requested the People's Committee of Binh Son District, Quang Ngai City, the Provincial Land Fund Development Center and the Project Management Board to coordinate closely and focus on compensation and site clearance work to promptly hand over the remaining site of the project to the construction units. In particular, it is necessary to prioritize removing obstacles, actively mobilizing and propagating so that people can quickly hand over the site, minimizing construction protection.

At the same time, the Project Management Board is required to direct contractors to take advantage of favorable weather conditions, arrange more manpower and equipment, and create a vibrant construction atmosphere at construction sites, especially in areas where land is available. The goal is to speed up construction progress, ensure quality, and complete projects on schedule as committed.

Chairman of the Provincial People's Committee Nguyen Hoang Giang requested the Project Management Board and relevant agencies and units to promote the spirit of "only discussing forward, not backward" to speed up the project progress; periodically report the progress once every 2 weeks to the Provincial People's Committee so that the Provincial People's Committee can monitor, inspect and give timely instructions to remove difficulties in the process of implementing the projects.
